Ballarat Trades Hall was part of the Intercolonial Trades Hall Congresses that were created for the purposes of collective organising within labour organisations. There were eight Congresses within Australia that regularly discussed: - legislation of trade unions - organisation of labour - abolition of ‘Chinese and coolie immigration’ - Compulsory Court of Arbitration - Employers Liability Act - legalisation of the 8 hours system - land nationalisation - manhood suffrage - direct representation of labour in Parliament - appointment of working men on technical and other boards - free compulsory and secular education by the state and regulation of apprentices. Some of the resolutions passed related to: - the Commonwealth Draft Bill - assisted immigration - payment to Members of Parliament - single tax - paid union organisers, - minimum wage - industrial federation. Political reform was high on the agenda of Australian Congress Committees. The report includes the preamble, rules and platform. Ballarat was chosen as the venue for the important 7th Intercolonial Trade Union Congress of Australia in April 1891 at which certain resolutions concerning political action by the workers were passed. Several unemployed strike actions took place in the thirties to improve relief assistance to unemployed persons. Assistance could be in the form of food rations, money or nothing at all. State governments paid very small amounts of unemployment relief that were funded by state taxes. The Progressive Political League was formed in 1891 after the 1890 Maritime Workers Strike; it subsequently became the Australian Labor Party. The PPL is also contemporaneous with the defeat of the Shearer's Strike (1891). Its platform included "electoral reform, reform of the labour laws, social reform and supported Federation on a ‘democratic basis’." (Anarchist Age 2008). PPL enjoyed some political success in Victoria around this time, but it was unsustainable due to the loose political allegiances of some of the candidates. (Strangio 2012). Kurting. Mechanics' Hall OFFICIAL OPENING. SUCCESSFUL FUNCTION. Favored by beautiful weather, the official opening ot the new Mechanics' Hall erected at Kurting proved an entire success. There was a large attendance ol local and district residents, and a sports meeting held during the afternoon in aid of Red Cross funds resulted in a substantial amount being netted. The hall, which stands on ground generously donated by Mr J. Hogan, between the school and the creek, is a substantialyvconcrete building of pleasing design, and was erected at a cost of about £330 by Mr J. H. Secombe, who also materially assisted the committee in the matter of finance. It is 48ft. long by 24ft. wide, with 12ft, walls, and should prove equal to the needs of the district for many years to come. It is well ventilated, and has large windows, these opening outwards on hinges. Doors at each side, and the back, as well as in front, give free means of access, while a fireplace in the back allows of provision being made for supper arrangements, water being laid on from a tank. Provi sion has been made for the partitioning off ot portion of the hall at any time this may be considered desirable. To provide a stage eight tables of a uniform size have been constructed to fit across the width of the hall. By these it will be possible, when euchre parties are being held, to use the full length of the hall. ... (Inglewod Advertiser, 19 July 1918) and also to convert tiie "stage" into card tables. The committee still has work ahead in the provision of a ceiling for the building and seating accomodation, but there is no doubt that the public support accorded them will be sufficient to enable these matters to be dealt with in the near future. It was reported in the Newcastle Morning Herald that Miss Gardner was vice-president of the Women's Organising Committee of the Political Labour League. A copy of an advertisement for the pin has been uploaded here. Price of the silver pin was 2/- and gold 15/6. Photograph of the pin - to come. Donated to Ballarat Trades Hall by John Mildren. "MR JOHN WHYKES AT THE ODD FELLOWS’ HALL. Mr John Whykes addressed an enthusi astic meeting of the ratepayers of the South Ward last evening, at the Oddfellows’ Hall, Albert street. Mr C. A. Welch was voted to the chair. The candidate, who was well received, explained his views on municipal matters. His remarks were received with favor, and were frequently applauded. Several questions were put and answered to the satisfaction of the meeting. A vote of cofidencc was passed, on the motion of Mr A. Reynolds, seconded by Mr Bromley. The meeting terminated with a vote of thanks to the chair. In 1886, the present site at 24 Camp Street, Ballarat was agreed upon and land was granted to the committee in the name of the Ballarat Trades Hall and Literary Institute. The save TAFE campaign originated in 2012 when Victorian Premier Ted Baillieu announced funding cuts, institutional closures and course cuts in the TAFE sector. The campaign against these changes was particularly passionate in Ballarat with several large rallies. The Ballarat community had its own campaign committee. This flyer was modelled upon the "Monster Meeting" notice that was held at the time of the Eureka Stockade. The Save TAFE flyer was produced to advertise a meeting regarding Victorian State government cuts to the TAFE education system in 2012. The group remains a subcommittee of Ballarat Trades Hall. The initial meeting (monster meeting) was produced to encourage community engagement in the Save TAFE campaign. The writing on the flyer reads thus: "No taxation without education! Education is anathema to conservatism! For an educated person will not be a slave! ON Sunday July 8th At Two o'clock A MONSTER MEETING Of the Ballarat Community & all who will attend at the People's Trades Hall Camp St, Ballaarat To form a committee of interested and passionate persons to advocate for affordable and equal access to quality education and training. There were several successful rallies in the Ballarat CBD, showing a great demonstration of community and union organising.
