Postcard Circa 1950, Men's Mess No.4 Power Station, Kiewa Hydro-Electric Project
... Men's Mess No.4 Power Station, Kiewa Hydro-Electric Project ...This postcard was produced in the 1950's for the tourist trade in the Kiewa Valley and Alpine region. It encompasses the period when the State of Victoria was pressured by the ever increasing demand by industry and its population for electricity supplies. Hydro electricity was seen as an untapped natural resource to quench this demand. The Victorian Alps and the rivers flowing into its valleys was ideal for the construction of the Kiewa Hydro Electricity Scheme. The late 1940's saw the development of this scheme and the changing of sections of alpine landscape is covered by this and other postcards/pictures (tourists, construction workers, and established rural populations). This period in time was before the established wildlife and forest/nature groups became political activist who changed legislative acts to protect the environment.Although this photo details the eating facilities of the construction workers at the power station it was not only a postcard for the people employed in the Hydro Scheme is was also provided to tourists visiting the area and thus used for promotional purposes. This rural region (Kiewa Valley/alpine plains) was at most only significant to a smaller group of winter sports, summer hikers/horse riders and rural farmers/graziers. The numbers of tourists and the increase in the local resident population was boosted by the construction of the Hydro Electricity Scheme. This influx to the regional population resulted in a corresponding diversity in services and brought about an environment that responded to a growing level of tourists and thereby permitting this industry to grow more rapidly than it would have naturally. This postcard details an attraction to the "cleaner" method of providing electricity. This postcard was purchased in 1950 by a surveyor at Landford's Gap. The men shown in this photograph would have been employed by the S.E.C. under the Kiewa Hydro-Electricity Scheme. This item is a scanned black and white photograph of a construction worker walking from stairs leading down from the men's mess building, in 1950. Book - Ledger Commercial, "Ledger No. 4", Circa 1895
... "Ledger No. 4" ...Historically this ledger not only details the legible hand writing of this era but also the day to day commercial activity in this region(first entry in 1895).The neatness and the diligence of those who were required to pen the information was a requirement by all who were in commercial trade. Emphasis on neatness was ingrained in students at a young age. This era was well before general typewriters and computers. Generally all students of commerce required an accuracy in writing and arithmetic. Neatness and order were a selection requirement. This ledger belonged to a general store, which was a forerunner to supermarkets and specialty stores. The shop provided everything from food, postage stamps, nails, tobacco, boots and Epsom salts. The general store provided nearly every product required to exist in a remote rural area of Australia in the 1800's.This item clearly identifies the Kiewa Valley as having a substantial financial hub to accommodate the various commercial enterprises within a rural environment Circa 1880's. Although Kiewa Valley had mining, agriculture, cattle and sheep it was also composed of a mixed society, encompassing all levels of society at that period. It identifies some the commercial activities(newsagency/general store) undertaken by specific families farming in the Kiewa Valley and relates their history in the pioneer period of the late 1800's. Some of those pioneers still have descendants living on the same home sites provided by the 1847 Land Act.This ledger has a very thick cover of strong compressed cardboard. Originally it had a cloth covering both front and back(Glued on) but due to wear and tear it is only attached to the back cover) and is a faded blue colour. The corners of the opening side of the cover are reinforced by suede cloth,in a triangular shape, and enclose both the front and inside portions of the the ledger. The spine is reinforced by a suede section to provide increased strength and protection. The inside cover (both front and back) has an orange bubbles with red and blue sinuous lines forming shapes in a haphazardous pattern. The grammage of the lined sheets (blue) is approximately 120g/m. Originally the first seven of twelve pages were indented and alphabetically marked with black letters (one letter per page) however this ledger had been modified to cover only the initials of customers and the pages of unused letters were glued to the previous page. The remaining pages are numbered in black print at the top outside edge of each page. There are 890 page numbers. Each page has thirty seven blue horizontal lines and one double red line ( top). Each page has thirteen vertical lines starting from the top horizontal double red lines and ending at the bottom of the page. These lines segregate the page into blocks for the date, the transaction and financial input. There are three double vertical red lines which designate the amount of money of each transaction (in pounds, shillings, and pence). On the suede spine in gold lettering and on a red (port coloured) background "LEDGER"grocery shop, haberdashery, general store -

It contains a variety of subjects e.g. Victorian Constitution, Australian Zoology, Life in Saxon England, and poetical pieces, with notes and questions on the text in each section for guidance of the teachers. It is doubtful that this book was used in any schools in the Kiewa Valley but is valuable as a resource to explore how and what topics were being taught in this era .Book, hard cover, dark blue in colour with embossing on the front cover. Spine cover has separated from most of book. There are pages missing from the back of the book. There is a red stamp on the first page and apart from 'Education Department' the remaining four lines are almost illegible. ... Kiewa Road Making 25/08/1938 No. 2 ...Construction of the main road from South Tawonga to the Bogong High Plains, to provide access to the construction sites for the new Kiewa Hydro Electric Scheme, was commenced early in 1938, the work being undertaken on behalf of the commission by the Country Roads Board. For the construction work, the Commission purchased three Caterpillar - model R07 - diesel crawler tractors equipped with Kay Brunerei (Brunner) hydraulically operated trailbuilders (angle dozers). This acquisition resulted from a visit to the United States of America in May, 1937 by the Construction Engineer ( Mr. C.H. Kernot) and Assistant Civil Engineer ( Mr. J.F. Douglas) where they saw this relatively new type of equipment in use. With the co-operation of the CRB, the Commission demonstrated the operation of these machines at Fishermen's Bend on 6th April, 1938. They were then sent to Kiewa where they commenced operation towards the end of the month. From South Tawonga, the route let immediately across the Western Branch of the Kiewa River necessitating the construction of a bridge 100 feet long. By the end of 1939, the excavation had been 'opened up' for a distance of 19 1/2 miles (approx. 31 km.) and of this length, 10 miles (approx. 16 km.) had been surfaced. (see KVHS 0328)The purchase of this type of mechanical equipment in road making was a huge investment, as prior to this most of the work would have been done manually with the use of picks and shovels. Not only were many months of hard manual labour saved, but a very significant amount of time in providing access to the proposed work sites for the new Kiewa Hydro Scheme. This photo is an excellent reminder of how primitive the early machinery was compared to the present but also represents the forward thinking of the State Electricity Commissions engineers in purchasing such innovative equipment.A black and white photograph of road making near Mt. Beauty in 1938. Mount Beauty hills can be seen in the background with cleared land for grazing in the fore ground.Hand printed in black ink at the top of the photograph is 'Kiewa Road Making 25/8/1938'. On the right hand corner has been printed the number 2. It has been printed on gloss Velox paper.road making, state electricity commission, caterpillar tractor, kiewa, secv -

Register School Administration, Absence Register School No. 2539 Mullindolingong, circa 1910
... Absence Register School No. 2539 Mullindolingong ...Historical look (early 20th century) at the administrative requirements for the running of a small country school. The level of accountability was limited to a monthly report and a visit from the District Inspector. This was still in the era where paper reporting was utmost and faster electronic reporting had still to be implemented. The significance of this register is that it highlights the need in the early 1900s for travelling time, to and from, the duties required at a small country town to be detailed closely for a bureaucracy that was relatively isolated within the larger cities of Australia. Decentralisation of not only government but also of industry had not as yet entered the Australian environment. This register also shows that the written word was clearly hand scribed and thereby a more personal form of communication. This was still in the age where you " can tell a lot about a person from their handwriting" Lucy Goonan was Leonie Prime's relation and came from Glen Creek to teach at Mullindolingong School for a couple of years. None of the other names are 'known' names from the district.Green coloured cardboard backed book with two large staples holding each page at the left side of the spine Each page of has been folded in half from a 51cm overall length to produce each individual page of the register. This method of production of the book provides 25 double sided pages. Markings on cover " Absence Register, School No........ At ......." Markings on inside cover " ABSENCE REGISTER." Underneath this heading there are six explanatory and conditional usage. Each page is printed with the heading ABSENCE REGISTER and underneath "Roll No. 191(part of initial year reference), Record No. Name of Teacher Position Date of Absence Cause of Absence No. of times absent from beginning of year, total number of days absence and remarks requirements staff /reason/time taken during the period 1923 to 1950. ... Kiewa Valley from No. 5 Road ...In 1943 a camp for workmen was erected and a commencement made with the erection of plant storage and workshop buildings in the new township of Mt. Beauty. The photograph was probably taken after the completion of these buildings. There is no sign of construction of the town itself. In the latter part of 1945 work was commenced on the Mt. Beauty township area with a medical centre, general trading store and some houses under construction. The No. 5 Road, from where the photograph was taken, is the road to West Kiewa Power Station and Big Hill Scenic Lookout. Is an excellent view of the Kiewa Valley before there was little work undertaken to establish the town of Mt. Beauty. Farming was well established with the evidence of huge areas of cleared land. The junction of the East and West Kiewa Rivers can be clearly seen. ... Conservator, Vol 24, No 1, Autumn/Winter, 2006 (Final Issue) ...This set of magazines is a vital tool for those researching the early days and later development of ATCV and CVA. It was modelled loosely on the magazine "Conserver" of the British Trust for Conservation Volunteers (BTCV). Issues become more sophisticated in format over time and each includes news, project reports, lists of upcoming projects, and stories. The editor for 62 issues was Mr Alf Bailey (staff 1987-current (2010)who edited the Conservator from Mar 1987 to mid-2006.Alf was a former high school principal and set a high standard. Since 2006 a more compact and economical newsletter "Conservation Volunteer" has been mailed to CVA and CVNZ members and is also downloadable from the CVA website. This set of magazines is significant because it is the most comprehensive record of all aspects of the establishment, growth, expansion, and nature of ATCV/CVA and its activities. It reveals the change from a local charity to a nation-wide corporate structure engaging thousands of volunteers tackling hundreds of projects a year in Australia and New Zealand in the present day. This was the final issue of a magazine produced by ATCV/CVA from 1982-2006 (c. 90 issues). This issue was a high quality, profusely illustrated colour magazine, representing a quantum leap in professionalism from the earliest photocopied editions. magazine, conservator, conservation, volunteer, promotion, alf, bailey -

Report: Auditor-General, The Auditor-General, Audit Report No 3, 1990-91, Department of Defence, Australia's Army Reserve, 24/8/1990 (exact)
... The Auditor-General, Audit Report No 3, 1990-91, Department ..."The report highlights significant deficiencies in achieving the major objectives for the ARes that were set out in the Defence White Paper. It also identifies inadequacies in the organisation of the ARes, shortfalls in the level of resources required to maintain its effectiveness. It indicates a need for a major review of the structure and disposition of ARes units and asset holding. The ANAO has developed estimates of the cost of the ARes and these estimates indicate that the cost of training and supporting an ARes member for each day of service are substantially higher than for a ARA soldier. The report points to difficulties in recruitment and retention and the need to examine the role of women in the ARes. Training was not closely focused on the roles and objectives of the ARes and the subsequent evaluation of training activities could be improved."ISBN 0 644 13030 X army reserve, audit reports, auditor general, australian national audit office, defence reviews -
