Plan - Subdivision Plan, J R Mathers & McMillan, Myrtle Hill Estate, East Kew, circa 1949, c.1949
The Kew Historical Society's map collection includes a substantial number of real estate subdivision plans, mainly of Kew but also of surrounding suburbs in Melbourne. Most of the subdivision plans date from the 1920s and 1930s when the districts old homes and local farmland were being split up to accommodate residential growth in the postwar period. These early plans were assembled by a local firm, Jas R Mather & McMillan, which had an office in Cotham Road. Many of the plans, and sometimes photos, were annotated by the agents.Subdivision plans are historically important documents used as evidence for the growth of suburbs in Australia. They frequently provide information about when the land was sold as well as evidence relating to surveyors and real estate and financial agents. The numerous subdivision plans in the Kew Historical Society's collection represent working documents, ranging from the initial sketches made in planning a subdivision to printed plans on which auctioneers or agents listed the prices for which individual lots were sold. In a number of cases, the reverse of a subdivision plan in the collection includes a photograph of a house that was also for sale by the agent. These photographs provide significant heritage information relating house design and decoration, fencing and household gardens.The photograph may also be aesthetically significant depending on the importance of the photographic atelier.Myrtle Hill, at 14 Vista Avenue, Kew, is of local historical and architectural significance as a good example of a large and imposing single-storey Italianate house of the early 1870s surviving in Kew. Originally sited on a large allotment overlooking Normanby Road, the setting of the house has been dramatically altered through extensive subdivision and development. The subdivision plan of the ‘Myrtle Hill Estate’ indicates that in one such subdivision, 11 allotments were created fronting Bowyer Avenue, Myrtle Avenue, and Normanby Road. The outline and building profile of Myrtle Hill is shown on the west side of Bowyer Avenue.The full (typed) title of this subdivision plan is :"Plan of SUBDIVISION of part of CROWN PORTION 83. / at KEW / PARISH OF BOROONDARA. / COUNTY OF BOURKE". / "MYRTLE HILL ESTATE / EAST KEW" In addition to the Title and subtitle, the plan also lists the advantages of the subdivision. -

Plaque - Commemoration of the Opening of Liveweight Sales Wodonga Municipal Saleyards 1981
This plaque commemorates the official opening of the liveweight selling facilities at the Wodonga Municipal Saleyards, named the W. G. Page Saleyards, in 1980. Liveweight selling usually involves a curfew where cattle have to be at the saleyard by a specific time before the sale in order for them to be weighed prior to auction. Cattle that do not make the curfew time are sold on a $/head basis. The last sales at this facility took place in February 2015 before being replaced by the privately-run Barnawartha North's Northern Victoria Livestock Exchange. William George Page was Shire and City Engineer in Wodonga from 1965 until 1989. When he arrived the Shire of Wodonga had a population of 17,000 people. In 1966 Wodonga was selected as a city for special growth assistance. In 1972 Bill Page presented a new Town Plan to the Wodonga Council. Over the ensuing years he dedicated himself to bring this plan to fruition. He often had to argue and campaign with the Albury-Wodonga Corporation to push for the interests of development in Wodonga. This included winning a planning appeal to allow the saleyards to be relocated to Bandiana on the outskirts of Wodonga. Bill Page retired on health grounds in July 1989. The Council honoured him with a farewell dinner and renamed the saleyards at Bandiana the W.G. Page Saleyards in his honour.The Mayor , Cr Valentina Gillard, said "Every development in Wodonga in the past 24 years has a bit of Bill Page in it". William Page died 3 months later at 58 years old.A bronze forged metal plaque with detailed inscription. The Eltham Gateway Group (EGG) was established about 1987 by some Eltham residents concerned for the development of the Eltham Gateway, defined as that historically and environmentally sensitive region of land along Main Road, Eltham extending from the roundabout at Fitzsimons Lane to Dudley Street, Eltham. The gateway was a unique urban area with a strong sense of character that provided a distinctive entrance to the Eltham Town Centre. The intention of this group was to support development that preserved both the natural and historic features of the gateway region. It encouraged development sympathetic to Eltham’s traditional association with the arts and natural environment. The group was initiated in response to a planning application in December 1986 to redevelop the then Mobil service station site at 729 Main Road, Eltham on the corner of Brougham Street. This group worked with and encouraged the Eltham Shire Council to consider rezoning to protect the gateway area. A detailed Eltham Gateway Study undertaken by Tract Consultants assisted with the establishment of the Eltham Gateway Zone, the Eltham Gateway Policy and the Eltham Gateway Design and Siting Guidelines. The State Government subsequently agreed to a planning amendment to rezone the land from a Residential Zone C to an Eltham Gateway Zone under the Eltham Planning Scheme. While zoning changes over the years have altered the mix of permitted uses within this area the Eltham Gateway still looks and feels like a predominately residential style precinct, even where non-residential type uses operate. EGG was followed by the establishment of the Eltham Protection Society in about 1989 to respond to community planning issues beyond the area of the Eltham Gateway and in effect took over the role from the EGG. Over the previous year railway construction cut a curving swathe through Josiah Holloway’s 1851 Little Eltham subdivision. The survey plans for the railway show the owners and occupiers of land within Little Eltham affected by the railway alignment and for some distance each side. The plans show houses and other buildings but development at that time was rather sparse. Copies of these plans from the State Library of Victoria collection have been provided to the Society by Alan Sheehan. For our walk on 3rd May we intend to follow the railway from the Eltham Station to Ryans Road, which was the boundary of the adjoining Montmorency Farm. The return will be by way of nearby streets. Along the way we will discuss the details shown on the railway plans as well as more recent railway documents and photographs. At the conclusion and if time permits we can inspect the historical display at the Eltham Station. The walk is about 3 km in length and will take about 2.5 hours. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. This photograph of Greensborough was taken from Delfin Crescent in 2013 to show changes over 40 years, based on Ron Reynold’s sketches in the 1973 publication “Greensborough and Greenhills” published by Cypress Books. Delphin Crescent [previously known as Medhurst Street] was created about 1970 in association with the Delfin Building Company. It was at this time also, that major works on Diamond Creek Road raised the level of the road facilitating the connection of Delfin Crescent with Diamond Creek Road. A prototype has been completed and will be tested by a range of groups before testing on the network in 2025. Department of Transport and Planning’s head of rolling stock development, Ben Phyland, said this redesign was a response to the number of crashes in Melbourne and after consultation with tram drivers. In 2022, there were 960 collisions involving trams and cars, including 166 considered serious – an average of three crashes each day and a 60 per cent increase on 2021. The Gippsland Institute of Advanced Education was established by an Order-in-Council in September 1968. On its establishment, the Institute assumed responsibility for the diploma coursed previously offered at Yallourn Technical College. In 1972 the Institute transferred part of its operations to the first of its permanent buildings on a large campus in rural surrounding near the township of Churchill, ten kilometres south of Morwell, and 160 kilometres east of Melbourne. The campus site plan report prepared in 1970 by the Institute's campus planners, Yuncken Freeman Architects Pty Ltd, provided the conceptual base for the development of a new campus at Churchill. All facilities were planned to converge on a central space; all having the ability to expand outwards. Central to the campus plan was the concept of an internal pedestrian street connecting all academic divisions to the central facilities. The first building was completed in 1972. The Administration Building, Visual Art & Maintenance Workshops, Multi-Purpose Building, and Student residences were designed by Yuncken Freeman Architects. Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. Spring bound photographic record of the former Lyric Theatre, 19 High Street (Charing Cross), Bendigo, by Bruce Trethowan, B.arch, FRAIA, dated June, 2005. A letter in the front of the document mentions as part of the Bendigo Bank Development, it was necessary to demolish the former Lyric Theatre. Before doing so, the Bank commissioned a heritage architect to produce a photographic record of the building. It is addressed to Mr Jim Evans, President, Bendigo Historical Society and dated 10 August 2005. The beginning has the Historical Background, Building Description and three pages of Plans and Elevations. The minutes cover a range of routine meeting items, as well as the postponed release of the Princes Park Master Plans and the proposed construction of car parks at Caulfield Racecourse. 2/A copy of Glen Eira Residents’ Association Inc.’s 30/05/2003 newsletter, notifying members of matters presently before Glen Eira City Council for purposes of evaluation. Matters include an admonishment to the Council to sort out anomalies between the C25 Amendment (80/20 Plan) and the Melbourne 2030 Plan, the success at convincing the Ministerial panel to adopt GERA’s views regarding the C14 Council Plan for the Caulfield Racecourse, a request for information from the Council regarding the previous year’s rate increase, a request for information from the Council regarding spending on planning for improvements to Princes Park, a call for the Council to improve its consultative procedures, a recommendation that the purpose of Glen Eira News be expanded to the making of suggestions for city improvement, and a notification of the measures implemented to improve the visibility of Caulfield Racecourse’s usability by the public. Includes a black-and-white photograph of Orrong Road, Elsternwick, illustrating what Glen Eira’s roads would look like if lined with trees, which was excluded from Glen Eira News on account of a current prohibition on the making of suggestions for city improvements. 3/Four copies of a booklet entitled ‘A Short Guide to Planning Procedures’, composed 08/2006, which endeavours to explain, as concisely as possible, the methodology by which Glen Eira City Council approves real estate developments and issues planning permits. 4/A booklet containing the minutes of the 05/10/2009 Annual General Meeting of Glen Eira Residents’ Association Inc. Details both routine items and more specific matters of discussion, such as inappropriate charges on the part of the Glen Eira City Council and the proposed inception of a questionnaire to evaluate local residents’ opinion of the Council. 5/A booklet announcing the 07/10/2010 Annual General Meeting of Glen Eira Residents’ Association Inc. at St. John’s Uniting Church, Elsternwick. Front cover details agenda and contains four colour photographs pertaining to public transport (buses, trams, trains) within the city. Interior features president Don Dunstan reflecting on issues relevant to GERA occurring over the preceding twelve months, with an emphasis on the dubious behaviour of the City Council, as well as two colour photographs: one of Dunstan himself and one of traffic at Elsternwick Junction. The rear cover contains the Financial Statement presented to the Meeting. 6Two copies of a printout of an article from the website of Glen Eira Residents’ Association Inc., accessed 19/06/2012, explaining the affects wrought as a result of the implementation of Planning Scheme Amendment C87. Said amendment changes the Planning Scheme protecting neighbourhood character by replacing the previous Significant Character Area (SCA) designation with the new designations of Neighbourhood Character Overlay (NCO) and Design and Development Overlay (DDO). In developing the Amendment, Glen Eira City Council commissioned Planisphere to procure the Planisphere Final Report, in which recommendations regarding the expansion, creation and deletion of SCAs were offered. Shire of Eltham Archives: Series 69, Item 7 Opens with aerial views of the Shire, 85% of the shire covered by the Green wedge principal. Discusses the obligations required of the Shire to maintain the Green Wedge. The Shire covers over 27,000 hectares with a population in excess of 45,000 residents, more than 70% living in the southern 10% of the Shire in suburbs of Eltham, Montmorency, Lower Plenty and Research. 85% of the Shire in the more sparsely populated northern area which is covered by the Green Wedge. Council is committed to providing a parity of services to all residents such as garbage collection and maintenance of roads. Views of rubbish collection trucks in Montmorency. It is emphasised that the cost of these services in highly populated areas is relatively low whereas in the sparsely populated Green Wedge areas, considerable. There are hundreds of kilometres of roads throughout the Shire, many unmade and maintenance is high to check overhanging trees and erosion especially on the steep hills is expensive and disproportionate to servicing the population in the dense urban areas. Shows views of hilly gravel roads and graders at work maintaining them. Shows scenes of assessing planning applications in these rural areas which takes significantly more time as well as other services provided such as Meals on Wheels, building permits, Ranger services. Provision of recreational facilities in hilly areas requires the acquisition of expensive river flats (views of cricket ground surrounded by hills) and where not possible, costly earthmoving required. Also, views highlighting extensive tracks of natural habitat home to significant bird, animal and plant life. Shire emphasises its commitment highlighted by the Eltham Copper Butterfly which the Shire maintains small pockets of bushland to ensure its survival at significant expense (views of Pauline Toner Copper Butterfly Reserve.) Short interview with Pat Vaughan, Environmental Officer for the Shire discussing the Eltham Copper Butterfly who also mentions many other species in the Shire of high significance from bats to mammals to plants as well as the importance of the Green Wedge to Melbourne – the lungs of Melbourne - and ensuring the protection of very important habitat which requires a great deal of planning and management to look after. Views of Wingrove Park to emphasise this maintenance by machinery in some areas is too damaging and introduced species, etc must be removed by hand. Balancing the services and facilities expected by the community with the needs of the environment requires careful planning demands requires careful planning and the principals of the Green Wedge require constant attention in the face of growing need for housing. Director of Planning & Environment, Richard Allen advises there are approximately 1,300 planning permits and development applications each year ranging from simple subdivision, boundary realignments to further complicated non-urban developments for agricultural pursuits and the level of expertise required from architectural and engineering to land degradation, flora and fauna. Mission to Seafarers Victoria

An original group of plans drawn by Walter Butler who was also the architect of the Central Institute, Siddeley Street in 1906 and the Mission to Seamen building at 717 Flinders St that is still in use today. The early Port Melbourne onshore Mission gradually transformed from a 'wooden shack' to a one storey brick building designed by architect Frederick Williams in 1888. The St Nicholas chapel was added in 1915. Walter Butler was commissioned to add a second storey in 1917. The building retained its functions until 1937 when the Art Deco Mission, designed by Morris was built. The building has survived as a structure into the 21st century, and was incorporated as part of a multi-apartment development. Historical architectural record of Walter Butler's work.
