Only the top page has been imaged. .1 - 21 page (top page loose), "The Town of Essendon and The Borough of Flemington and Kensington with A. E. Morgans Esq Agreement" dated 26/9/1904, sets out routes, gauge, motive power, maximum speed, safety, tolls and charges, use, power house, default and various responsibilities.
