On the 14th of October 2023, Australians were asked to vote on a proposal to change the wording in the constitution 'To recognise the First Peoples of Australia by establishing an Aboriginal and Torres Strait Islander Voice.’ Only 39.9 per cent of legal votes were in favour of this change, and there was not a majority in any of the six Australian States (there was a majority, however, in the Australian Capital Territory). On the 26th June, 2023 Councillors with the The City of Greater Bendigo discussed their position on The Voice to Parliament and decided to support the Yes campaign while pledging to provide information on both sides of the debate to residents. Cr Margaret O’Rourke introduced the motion and spoke at length about the importance for Council to adopt the recommendation. “Recognising the Aboriginal and Torres Strait Islander voice in the constitution ensures that Indigenous Australians have a direct and meaningful role in shaping policies and laws that impact them'. Several Councillors voiced their concern over whether the City could formally support one side of the debate, while seeking to provide neutral information saying that it did not pass the commonsense test. Marong was first incorporated as a road district on 27 August 1861, and became a shire on 23 December 1864. On 1 October 1915, the Borough of Raywood, which was gazetted on 17 January 1865 on 23.31 square kilometres of land 28 kilometres north of Bendigo was united with Marong. On 1 October 1990, the Shire of Marong became a rural city, under the Local Government Act 1989. In a report on 17 February 1994, the Local Government Board recommended that the five councils in the Bendigo region merge to form a "super city", with a population of about 81,000. Marong, Eaglehawk and Huntly had earlier objected to the proposal, and the Board noted a weak no vote against the merger proposal in a referendum in the region; about 70% had voted against, but with a turnout of between 30% and 40% of eligible voters. The three councils filed a writ in the Supreme Court, alleging failure to follow process by the Minister for Local Government, Roger Hallam, but by the time the new "super city" was announced, the writ had not yet been heard, and on 24 March 1994, the Rural City of Marong successfully applied for an injunction blocking the publication of the gazette the following day abolishing the five councils and appointing three commissioners. The government responded by introducing legislation, the City of Greater Bendigo Bill 1994, to Parliament, to effectively override the Supreme Court action, with Hallam saying "the bill would make clear that the Government is determined to achieve its objective for a more efficient municipal structure for the Bendigo region." Marong mayor Robert Hynes described the action as "terribly disappointing", adding, "One way or another, I believe it does mean an end to our fight... it seems the Government are above the law to me." On 6 April 1994, Marong voted to drop the Supreme Court action, effectively in doing so voting itself out of existence, and on 7 April 1994, the Rural City of Marong was abolished, and along with the City of Bendigo, the Borough of Eaglehawk and the Shires of Huntly and Strathfieldsaye, was merged into the newly created City of Greater Bendigo. William Wilkie was born in Eaglehawk in 1869. William was only twelve years old when he took on the responsibilities of providing for his mother and five brothers and sisters after the death of his father from miners phthisis in 1881. William moved interstate to take up mining in Western Australia in the 1890's, returning to Bendigo to continue mining in the district. William married Mary Clough in 1896. Victoria became a separate colony of the United Kingdom on 1 July 1851; however it took until 1864 for a workable system of weights and measures administration to be introduced. Standard of weights and measures were obtained and issued to local authorities to administer in their local areas. These standards were numbered, as were the Crown stamps used by inspectors to indicate that trade weights and measures had been checked and found to be legal to use in the day-to-day businesses of local traders. Mayor Harkness is best known for abolishing liquor from the Town Hall and replacing the Mayor's Ball with a Monster Sunday School Picnic for children which took place in Ravenswood in 1883 and was attended by 15,000 people. Abraham Harkness arrived in Victoria in 1857 aged 28. He was initially successful in his search for gold and after a return trip to England in 1862 returned to Bendigo where he opened a general store and then a foundry manufacturing mining machinery. He stood for council from in 1880 and was elected a further eight times over the next twenty years. Cr Harkness served as Mayor in 1882, 1897 and 1898. His son Andrew became Mayor in 1908-09. Abraham Harkness married Jane Elizabeth Noble in Bendigo in1864 and together they had six sons and five daughters. Abraham died in 1912 and Jane in 1927. Balfour has asked the Department's Geologist located at Bendigo to prepare a report on the Victoria Hill area. Troy weight is a system of units of mass from an unknown origin. While the name Troi is believed to have come from Troyes in the north east of France the system used primarily in the precious metals industry and adopted in Australia originated in 15th century England. Troy weight units are the 'grain' and 'pennyweight' (24 grains), the troy ounce (20 pennyweights), and the troy pound (12 troy ounces). One troy ounce equals 31.1034768 grams. The troy ounce and grain were also part of the apothecaries' system and was long used in medicine, but has now been largely replaced by the metric system (milligrams). When the Weights and Measures Act was passed in Victoria in 1862 local inspectors were established throughout the colony to ensure accuracy particularly in the weighing of gold. By the 1870's each local council had a set of standards that were used to test the scales, weights and measures of local merchants and businesses. This set would have been de commissioned some time after 1947 and was offered back to the Borough of Eaglehawk in 1989. Hinged, lockable wooden box with brass handle, hinges, latches and lock. Remnant wax on front face of box above and below lock. Interior of box is lined with purple velvet which is worn in several places. Box houses nine troy weights ranging in size from 100oz Troy to 2oz Troy. 1oz Troy is missing. Danish brothers, Moritz, Julius and Jacob Cohn arrived in Bendigo in 1853 and by 1856 started making cider and soft drinks, building a brewery 1880 to further extend their commercial enterprises and stock their hotels with their own brand of beer. Having sent Moritz's son, (also Julius) to Germany to learn to brew, the Cohn Brothers began to produce Excelsior Lager in 1882, which was traditionally served cold, the first time this had been done in Australia. Overtime the Cohn brothers expanded their operations adding cordials and in 1916 produced a non-alcoholic beer to satisfy the temperance activists. Originally named Tonic Ale but re-named 6 o’clock Lager after the temperance advocates succeeded in having pubs close at six o’clock. This ashtray is just one example of branded bar items which would have been supplied to hotels who served Cohns beverage to further promote the company. Cohn Brothers built an empire of breweries, cordial factories, hotels and liquor stores and ice works. In 1925 they sold the hotels and breweries to Carlton & United but continued to make their other products until the 1970s when the company became part of the Coca Cola Amatil Group. Jacob Isaac Cohn was born in 1830 (died 1911) in Horsens Denmark and entered the Sandhurst Borough Council in 1863 where he served as a member for three years, returning again in 1887 to serve as Mayor of the City of Bendigo from 1888-1889. Jacob Cohn was a great supporter of the Mechanics Institute, the Hospital and the Benevolent Asylum. It is believed that through his connection with the Mechanics Institute he exhibited some loaned engravings from the Dresden Art Gallery which were then donated to the City of Bendigo, forming the nuclei of the Art Gallery's collection. Had to timber a hole to a depth of 25 ft. The City of Bendigo asked for a heritage overlay over the site of a private Kennington observatory. It was once used for for the City's official meteorological readings. The observatory was built by architect John Beebe and is on the storm damaged property part of "La Rocca" house.
