Statement of Significance Last updated on - January 5, 2010 REVISED STATEMENT OF SIGNIFICANCE, CONTEXT, 2010 What is significant? The c1950s Jelbart residence and the c1945 barn, the garden and the gate posts and the surrounding site to the extent of the title boundaries. How is it significant? The Jelbart house and barn are historically and architecturally significant to the Shire of Nillumbik. The garden and the gate posts are historically and aesthetically significant to the Shire of Nillumbik. Why is it significant? The Jelbart house and barn are historically significant because they are unusually large and because together they comprise one of the oldest groups of substantial mud brick buildings erected during the 20th century in the Shire of Eltham and foreshadow the large mud brick residences of the 1960s and 1970s for which the area is well known (Criteria A & B). The buildings are architecturally significant because their construction (using timber post framing and mud brick walling) is a characteristic feature of what became known as the 'Eltham style'- which was prevalent in the area during the mid and latter parts of the 20th century (Criteria D & A). The garden and the gate posts - The garden is historically significant because it is a remainder of a large holding of 200 acres associated with the house (Criterion A).The gate posts are historically and aesthetically significant because they were taken from a 19th-century Toorak mansion and because their removal and re-use illustrates the practice of recycling material from demolished buildings that was one of the characteristic features of 'Eltham-style' architecture (Criteria A, D & E).Roll of 35mm colour negative film, 8 strips and associated 10 x 15 cm colour printKodak Gold 100-5arthur street, eltham, jelbart barn -

Programme - Document, programme, Dedication of the 1939-1945 War Memorial by Her Most Gracious Majesty Queen Elizabeth the Second, 1954
The order of service of the ceremony to dedicate the Shrine Forecourt by the Queen on 28 February 1954. The Queen laid a wreath and lit the Eternal Flame as part of the ceremony. The design of the Forecourt was part of a competition that was run to find a suitable memorial. The Forecourt is cross shaped. The Cenotaph is 65 feet high and rises as a focal point to the Forecourt, it is balanced on the other side by three 70 foot high flagstaffs. The sculpture at the top of the Centoph is "carved in Footscray basalt. It represents six men in battle dress of the Navy, Army and Air Services, carrying a bier on which lies the figure of a dead comrade draped with the national flag. Its simple symbolism harmonises with the great shrine itself and sums up with dramatic power the whole message of the monument - the debt of the living to the dead, the eternal bond between the fallen and those who enjoy the fruits of their sacrifice." Also from the souvenir booklet: "In front of the Cenotaph, surrounded by a protective railing, the Eternal Flame which burns continually in its great bronze bowl. The eternal flame is an ancient symbol signifying at times the continuing spirit of a city, at others the constancy of man to an ideal, and again as they symbol of continuing faith." The document was in a file with other documents concerning the Shrine and it's history (01181 - 01191).A record of the dedication of the Forecourt at the Shrine of Remembrance by the Queen. Document, Members of the Melbourne Intermediate Legacy Club who served in the Defence Services 1939-1945
A list of 22 members of the ILC who had served in the second world war and their details if known. A second note mentions that of 42 ILC members, there were 33 that served in the second world war. 12 in the AIF, 12 in the AMF, 8 in the RAAF, and 1 in the Indian Army. The balance were in reserved occupations or had ill health. Ranks held included 2 Majors, 2 Captains, 2 Lieutenants, and 1 pilot officer. Also noted was that 2 became POWs and one in the RAAF served in the No 10 Squadron. Background: The ILC was formed in 1929. The idea of the club sprang from those boys who had outgrown the Junior Legacy Club. In the early days it fielded a lacrosse team and it was this that mainly held the members together. Enthusiasm wained after a few years as it lacked a solid objective. The answer came from one of its members and in 1938 they founded the Don Esses Club. This was a club for the children of incapacitated ex-servicemen which met every Thursday night at 7.30 run by the ILC members. The name came from the signallers' code Disabled Servicemen's Sons. During the second world war 80% of the members of the ILC enlisted in the services. Leaving only 8 members that could not join due to ill health or reserved occupations. They continued the Don Esses and whatever aid they could to Legacy. ILC members had always helped Legacy where possible including being camp leaders or camp staff, with the annual demonstrations, and coffee stalls at the ANZAC dawn service. Post second world war some ILC members were nominated into Legacy, others drifted away in civil occupations. It was found difficult to recruit new blood into the ILC and eventually membership waned when the boys from the Don Esses clubs found other youth activities to join. The ILC ceased to meet regularly in the mid fifties. However a strong comradeship still existed between members and they would meet in one anothers homes. Members were always ready to help the senior Legacy Club in any way in their power and still helped at Christmas parties and summer camps. ILC was a service rendering organisation and was self governing. Non-sectarian and non-political, the members were ex-junior legatees over 18 years of age. After serving in World War 2 members were eligible to become members of Legacy. Was in a folder of material collated about the ILC by an early archive committee. List included: Edward Kennedy Graham Billiet, Cecil Waters, Len Frazer, Jack Suggett, Bert Hollingsworth, Jack Belsey, Frank Bell, Norman Smith, Ron Rimmer, Bill (Spud) Murphy, Jim Day, Don Cameron, Bill Johnston, Frank 'Happy' Holliday, Alan Williams, Doug Wade, Jack Rintoul, Bill Stanbridge, Alan Francis, Chris JorgensonA record of where the ILC members served in world war two and some of the ranks they attained. A booklet produced about the Shrine of Remembrance. Its full title mentions the 1939-45 memorial and 'Including a full description of the many features of the Memorial together with its history and thirty six photographs.' The exact date is unknown but was after the Queen dedicated the World War 2 memorial in 1954. Item was with other photos and programmes from different items relating to the Shrine of Remembrance - including discussions on its location and design. Labelled 'Shrine of Remembrance S1 - S14' it was part of an old archive numbering system, that showed there has been efforts in the past to collect, order and save items of Legacy's history. (01181 - 01190, 01206 - 01211, 01649, 01650).Details of the Shrine of Remembrance published for the public. It is important to note it mentions that Legacy had an important role in promoting the construction of the original design over alternate proposals (of a civic square or a hospital).
