The Mission accommodated seamen from all nationalities from the earliest days of operation. Asian seafarers are recorded visiting the Mission from the late 19th C. onwards. The first Chinese chaplain to be appointed was Rev Steven Wong who moved to Melbourne in the 1960s. Rev Wong served from 1963-1966 and according to his sons helped design these information brochures. Images of Rev'd Wong are included in the VC Database. The pamphlet gives days and times of activities such as dances and films and chapel services. Frank Wright is the Bandmaster and conductor for the B grade competition and .1- for the "A grade" test piece the conductor was Bert Baile. Bob Pattie of the Ballarat Brass Band believes the Ballarat City Band with Frank Wright as Conductor travelled to Queensland to take part in a contest up there. This is supposed to be the very first time that a Victorian Band had gone to Queensland to take part in a contest. "Frank Wright is actually marching with his band. That's him near the side drummer. He has a bow tie on and dinner suit. Note the dog: In those days you couldn't keep a dog away from the Band Contest ... everyone in town was there! On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. After training as a Cartographic Draftsman within the mining industry, I worked as a property illustrator for real estate firms in the eastern suburbs of Melbourne for 23 years from 1983. I initially photographed houses with a Polaroid camera and made a 'thumbnail' sketch while there. The photos were used to scale off a sketch in pencil and then that sketch was overlaid with drafting film and the 'pen and ink' completed. The pens I used were the Rotring ‘Rapidigraph’ drafting pens. The ink was also made by Rotring (German).The film was ‘Rapidraw’, polyester drafting film, double matte. It takes a very fine line and doesn’t bleed. As well as house sketches, there were often floor plans and site plans ordered. Aerial sketches were ordered when the property needed an overall view. Dr Donaldson (Snr) owned the block of land on the corner of Sussex and Grant Streets, Linton. He had a ten-room house set on the back of the block (where the block backs on to Surrey Street), with a large barn fronting Sussex Street. Other identifiable buildings in the photograph are Ball Brothers blacksmith's shop, the Royal Standard Hotel on the corner of Sussex and Clyde Streets, the Shire Hall, Criterion House and Joseph Shepherd's store. Millbank Street is a short street located close to the central business and shopping area of Bacchus Marsh. In the early 1900s works to improve the drainage of the street were discussed and planned by Bacchus Marsh Shire Council. This plan is most probably the plan discussed at a Shire Council meeting in April 1905.
