By 1910 it had become apparent that there was a need for a central roads authority to take over responsibility from the Board of Lands and Works for the care and management of the main roads of the state of Victoria. Because there was no consistent and systematic policy for road maintenance Victorian roads were in a deplorable condition. At this time the use of the motor car accentuated the demands for better roads. As a result of these needs the Country Roads Act 1912 was proclaimed in 1913 providing for the establishment of the Country Roads Board as a central road authority with responsibility for those roads within the State considered to be main roads. the C.R.B. was responsible for the construction of roads and bridges including the Snowy River road bridges in Orbost. This was a major project involving not only a new bridge over the Snowy River (including Lochiel Lagoon), but other bridges over Ashby’s Gulch and Watt’s Gulch. These new bridges were opened in November 1976 with the unveiling of a plaque on the eastern end of the $2.4M Snowy River Bridge. (ref. May Leatch) This is a useful reference tool on the history of the construction of the Snowy River road bridges.A journal, titled "CRB News" . W.D. Vaughan in 'Kew's Civic Century' (1960) has a chapter (XXII, pp.103-105) on the Kew Swimming Pool (aka Kew Baths). In the chapter he recounts debate in Council from 1912 about the need for a swimming pool. The first concrete step toward achieving this occurred in 1914 when Council purchased the Tramways Sheds on the corner of High and Disraeli Streets in 1914. Further adjoining land in High Street was compulsorily acquired in 1923. The final plans were accepted in 1925 and following public tender, Messrs. Weavill and Keast were appointed to construct the pool at a cost of 5,418/9/-. The baths were formally opened on 18 November 1925 by George Ramsay, Mayor of Kew. (The Kew Swimming Club was founded in the same year.) Vaughan notes that "mixed bathing was not permitted at the Kew Baths until January, 1928, when it was allowed every evening (except Sundays) and Friday afternoons. Functional object - Sun Compass
This type of kit was used by the Regiment for vehicular cross country navigation. The crew commander would stand in front of the vehicle with a prismatic compass and guide the driver to align the vehicle on the back bearing of the required direction of travel. The discs were set for time of day and the required bearing and the driver would watch the compass and steer so that the shadow of the gnome was on the arrow. The compass would be re-set about every half hour to adjust for rotation of the Earth. In featureless country navigation was by dead reckoning by direction travelled by compass and distance travelled from the vehicle odometer. Armoured vehicles are now equipped with GPS navigation aids rendering the sun compass obsolete Type of equipment used by the Regiment on exercisesMetal construction. One fixed and one rotatable aluminium disc with a vertical steel gnome at the centre. The lower disc is marked with bearings in mils, the upper with time of day.
