The Chamber of commerce was commenced in Warrnambool in March 1888 to consider firstly what could be done to assist the dairy industry which at the time was facing record low prices for its butter. Co-operatives had been started in Gippsland around that time and it was decided to start co-operative dairy factories at Woodford, Panmure and Framlingham, shortly followed by the Warrnambool Butter and cheese factory at Allansford. This dress belonged to Katherine Blair, a longtime resident of Brighton. Katherine Fennell Blair was born in April 1929 in Benalla to magistrate Douglas Granville Blair (1893-1976) and his wife Isabell Nora (“Billie”) Blair, nee McNamara (1895-1989). Katherine was a child when the family moved to Brighton, where she attended St Joan of Arc Catholic Primary School and Star of the Sea College. After school, Katherine worked as a secretary and PA for various companies in the Melbourne CBD. Following a working holiday in the UK in 1959-61, she returned to Brighton, living first with her parents at 14 Kilrush Street and later in Burrows Street. An active part of the local community, Katherine was a member of the Brighton Red Cross, Brighton Probus Club and the St Joan of Arc Catholic parish and choir.Long-sleeved black velvet dress with shallow v-neck and self-covered belt. Melbourne Legacy arranged many events for Junior Legatees to experience. For many years a regular event was a two week camp at Somers Camp. It started in the 1930s with outings to the property of Legacy founder, Legatee Stan Savige, who had a place in Balnarring. Permanent camp buildings were built and with an association with Lord Somers (Governor of Victoria) it was called Somers Camp. J Allan Anderson graduated from the University of Melbourne in 1902. The following year he joined a law practice in the Victorian country centre of Stawell, where he met and married Ethel M. Allingham. Moving to East Kew, Melbourne, in 1917, where his son attended Trinity Grammar School. By March 1921 the family had exchanged their annual summer holidays at Mentone for permanent residence when they moved into Captain Dawson's former home, 'Riviera' off Mentone Parade. Disappointed with standards at this son's new local school and now living in a fast-growing town and district, in 1922, on a train journey to his office in the City, 46-year-old solicitor J.A. Anderson came up with the idea to form a new grammar school for boys in Mentone.

In the report on the work of Legacy in 1953 (see item 01491) it was mentioned that the education of Legatees was seen as something that needed to be addressed and a formal induction process with proper training would be necessary. A two page report was included as attachment 'C'. This is the report. It mentions the Board of Management decided to inaugurate a course of classes, over six Monday evenings. The topics covered: 1) The structure of Legacy and the nature of contact work. 2) Welfare Committee and Welfare assistance available from statutory sources. 3) Education and Employment Committee 4) Residences, Housing and Accommodation, Camp and Holidays Committees. 5) The Medical, Dental, Boys' and Girls' Group Committees. 6) Personnel and Comradeship. The notation H20 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. The Album was compiled by Nancy McHaffie late 1990's, with the assistance of Edith Jeffery's, with her book "Garden of Memories" and extensive knowledge of Phillip Island. The Cemetery lies back from the road and is surrounded by Manna Gums, rare Peppermint Gums, Blackwoods and other native trees. In all 25 acres of land were set aside as Crown Land in the land settlement of 1868. There are 6.2 acres of wetlands near the cemetery entrance.466-36: Jessie Watson was a daughter of the McGregor family who came to the Island in the very early days. Their selection was one of the most exposed areas on the Island. Jessie was married for a brief period and continued, with her brother Charlie, to work the family farm. Jessie was a hard worker and died in 1963 aged 98. The Plaque on her grave was donated by the Phillip island & District Historical Society. 466-37: Malcolm Sutherland. Malcolm died age 8 years while on a holiday on Phillip Island. His father was Dr. Alexander Sutherland who conducted his own school "Carlton College" Melbourne. This sign is a part of the "human" factor required for remote and difficult, large impact (both labour and other resources) projects. It is one of the "human" factors which was clearly used in the big 1930's to the 1970's "landscape redevelopment" schemes which started in the early 1900's and is highly regarded as lifting the Australian psyche of only primary producers to an industrial level, equal to any in the world.This "Wet Canteen" sign was installed at the entrance of the Bogong "workers" village "provision's hut" detailing the operational times for the SEC Victorian staff and construction workers, involved in the building of the Kiewa Hydro Electricity Scheme to obtain alcoholic beverages. This facility lasted for over the extensive period (1938 to 1961) of the "Schemes" building phase. This large project was the forerunner when industrial legislation provided for the welfare of workers living in the Bogong Village. The provision of facilities such as a "wet canteen" was of the utmost importance not only to ensure that the long running project was both successful, production wise, but also that its employees were not only physically but also mentally healthy. This sign details that all aspects required for a fit and productive labour force were in place, in this remote and demanding work environment. The majority of heavy equipment and machinery used was either made in England or Europe. A section of the specialised workforce came from local and European expertise in dam construction and water management in alpine terrain. The majority of labour came from migrants and some specialists recruited from England and Europe. At this point in time, the quality of the machines used came from England, Europe and the USA and could not be matched from anywhere else in the developed world. With a specialised workforce came the responsibility of providing all the "comforts of home" including alcoholic beverages. On site accommodation for the workforce is still a requirement for some mining areas but high market returns have produced fly in/out labour.This anodised metal sign has been "block" stenciled on. Joyce Hayward was awarded the British Empire Medal in 1981 for services to the arts in Warrnambool. The British Empire Medal was instituted in 1917 as part of the Order of the British Empire and in 1922 became a separate award known as the British Empire Medal. Joyce Hayward came with her husband Cyril to Warrnambool from England in 1955. For 30 years they were the dominant figures in the performing arts organizations in Warrnambool. Joyce Hayward was the Director of the Warrnambool Theatre Company from 1955 to 1985 and directed more than 80 plays and musicals. She founded the Warrnambool Calisthenics Club, helped develop the Holiday Actors organization and was a key figure in the revival of the Warrnambool Arts Council in the 1970s. She was a Life Member of the Warrnambool Theatre Company. She also helped establish the Performing Arts Centre in Warrnambool. She received the Warrnambool City Council Citizenship Award in 1970.It is a significant honour to be awarded a British Empire Medal and the acquisition by the Warrnambool and District Historical Society of the medal awarded to Joyce Hayward is of considerable importance. It is a rare item.This is a silver medal with a bar attached and clip at the back for the wearer and a red corded ribbon in a bow form on the silver attachment at the top. There is also a separate piece of red ribbon. The medal box is red leather material and lined with cream silk and velvet.
