The SECV constructed the KHES from 1939 to 1961 on the Bogong High Plains. It included work on Power Stations, Dams, Tunnels, Race-lines and transmission lines as well as camps, towns, roads, telecommunications and infra structure. This badge was given to members of the Rats of Tobruk Association. 14,000 Australians were in Tobruk during the siege. On return to Australia the veterans looked to maintain the ties created amongst those who were in Tobruk during the siege and to ensure their needs were supported. In 1944, the Rats of Tobruk Association, NSW was established. This was followed by the establishment of the Victorian Branch on 2nd October 1945. Other branches and sub-branches were established across Australia and a Federal Council was established in 1946. With the passing of the survivors of Tobruk, most branches have been wound up with the exception of the Victorian branch. Since 2012 the Rats of Tobruk Association Inc. has opened up affiliate membership to descendants and relatives of the original "Rats" in order to preserve their legacy.This item is of significance as it indicates membership of the Rats of Tobruk Association and the role it has played in supporting the veterans' needs and carrying on their legacy. It is part of a collection of items owned by Arthur Lock, a member of the 2/23rd Battalion, an all-volunteer Second Australian Imperial Force which served as part of the garrison during the Siege of Tobruk, then at El Alamein, New Guinea and Borneo. It has particular local significance as the battalion was know as "Albury's Own" because a large majority of the battalion's initial intake of volunteers came from the Albury–Wodonga region. A sculpture unveiled on December 3rd 1999, the Anniversary of the Eureka Stockade Rebellion, in Ballarat, Victoria commemorates the Pikeman's Dog . The centerpiece of the sculpture is the bronze Irish Terrier. His stance, is a direct expression of his forlorn anguish, as he sits at the base of a symbolic bronze Pike, his head turned towards the place where once his master stood. The Pikeman's Dog statue was relocated from inside the Eureka Centre to a more prominent position within the Eureka Stockade Memorial Park. The new memorial was unveiled at a ceremony on December 3, 2014 - the 160th anniversary of the Eureka Stockade. The new memorial consists of 22 large golden stockade posts – representing the number of diggers killed in battle – erected in a triangle behind the statue of Wee Jock, on high ground outside the Museum of Australian Democracy at Eureka. The triangular shape of the monument is metaphorically symbolic. The V shape can be interpreted as symbolising victory, and the 22 golden posts represent the 22 diggers who were killed. The Pikeman`s Dog (known as Wee Jock), a little terrier, showed great devotion and bravery at the death of his master at the Eureka Stockade on 3 December 1854. As a result of the attack on the miners by Crown forces, five British soldiers and some thirty miners died. Among the miners lay a Pikeman, mortally wounded with some 15 wounds. Guarding his body throughout the hours it lay unclaimed at the battlefield, and later accompanying it on the death cart as the remaining bodies were transferred to the cemetery, was this small dog. According to reports the dog howled continuously and could not be separated from his master. The first home at Charles Anderson Grove was built in 1925. Before that time the Association provided relief for needy pioneers. relief included monthly monetary payments, loads of firewood, medical assistance and distribution of Christmas bosed of groceries to deserving pensioners, and in some cases payment of burial costs. ::a) The dominant purpose of the Association is to give public benevolent relief as a charity, but providing independent living accommodation in our Retirement Village for person in need who are over 65. ::b) To raise funds by membership subscription, commercial and residential rents, donations, gifts and voluntary work, for the purpose of providing direct relief of poverty, distress, misfortune or helplessness. ::c) To maintain the important heritage and ongoing viability of the Old Colonists' Association. This home was the second cottage built by the Old Colonists' Association, and was the gift of Sydney W.J. Clark. It was completed in 1925. From the minute books: "Mr and Mrs F.J.
