Document - Invitation To Meet their Royal Highnesses, the Duke and Duchess of Cornwall & York, His Majesty's Ministers of State for Australia, 1901
The commemorative booklet 'Our Invited Guests for the Opening of the First Parliament of the Commonwealth of Australia : An open directory of the guests invited to Melbourne, May 9th 1901' lists invitees from each Australian State. The Misses Dowling are not on this list, however the booklet does list The Hon Thomas Dowling MLC, and his "lady" from Camperdown as well as Edwin Percy Dowling esq, Shire Secretary of Camperdown. Perhaps the Misses Dowling were part of this family. While not invited to the opening of Parliament on the 9th, the guest list for later events may have been extended on other occasions.The document design has artistic and aesthetic merit. While it is not rare, it is representative of the kinds of formal designs used for the Australian Commonwealth celebrations at the time of Federation, and is in excellent condition. Such items as this invitation have local, state and national historic significance as mementoes of a key moment in Australia's history. An invitation on card to the Misses Dowling to attend an evening reception at the Exhibition Building, Melbourne, on 9 May 1901, to meet the Duke and Duchess of Cornwall as part of the celebrations of the opening of the first Federal Parliament. A figure of Britannia, in red dress and mailed vest holding a shield like the Union Jack, is on the left of the invitation; she reaches out her hand towards a younger female figure, representing Australia, who is dressed in blue and holds a shield which is white with a blue cross decorated with stars. The writing is on a scroll in the centre of the certificate, and there is a border of vines and vine leaves. The Red Ribbon Movement of 1853 represented a significant series of events in the history of Bendigo. During that year there was much agitation on the Bendigo gold fields, particularly during July and August of 1853, directed against the payment of what the miners called a tax - a licence fee of thirty shillings ($3) a month for the right to search for gold on what was declared Crown land. They had to pay the licence whether they found gold or not. The miners, or diggers as they were called, also resented the means used by the authorities at the time to collect the gold licence - through so-called 'digger hunts'. The miners were expected to carry their licences with them, and the police, who were often untrained, used harsh methods to check these licences. In Bendigo, the miners took to wearing a red ribbon ‘as a symbol of their protest against the licence. Red was a very common colour in items such as shirts, so was readily available. Shopkeepers too tied red ribbons to their premises as a sign of support for the miners. It should be remembered at that time virtually everyone was a miner. The diggers also had their own banner, designed by William Dexter, a china painter from Devon. This flag showed the pick, shovel and cradle representing labour, the scales representing justice, the Roman bundle of sticks meaning unity and the kangaroo and emu of Australia Many thousands of Bendigo miners signed a petition to La Trobe, the Governor of Victoria, protesting against the licence fee. When the Governor rejected the petition, thousands of diggers marched in peaceful protest. Miners from White Hills, Eaglehawk, Golden Square, Kangaroo Flat as well as from Bendigo Flat, converged on what is now Pall Mall and View Point, surrounding the ~government camp on Camp Hill. The camp had been reinforced with soldiers of the 40 Regiment, as the Government feared bloodshed. The miners then gathered on the hill behind View Point to hear from their leaders - among them George Thomson, Captain Harrison, Captain Brown and W.D.C. Denovan. They resolved to pay a token fee often shillings ($1) for the September licence, whenthey met with Commissioners Panton and Wright on Camp Hill. Although Wright and Panton were sympathetic to the miners, the offer was rejected, but no licence fees were collected for September. Thus a possible bloody conflict was averted by the common sense shown by the miners' leaders and the commissioners. It was a truly democratic protest against arbitrary government and preceded the Eureka Stockade Incident by over a year. It is in good condition, no parts missing although it has not been cleaned or polished in some time. The badge has the Royal Crown at the top of a blue enamelled stirling silver circle . Underneath and attached to the circle is a blue enamelled horizontal stirling silver banner with 2 eyelets at either end of the banner. In the centre of the circle is an anchor with a chain entwined around it. -

This float was created by members of Friends of the Park, a group formed in 1987 against government proposals to turn the railway and reservation into a grand boulevard to service the proposed Sandridge City 'bayside' development. Members worked for months to make the decorations, added to a trailer. During the festival procession sausages were BBQ'd on the trailer and handed out to the crowd.
