Urquhart Street Primary School was opened on 09 December 1878 by the Minister of Public Instruction, Major William Collard Smith. The Royal Warrant assigning the Armorial Bearings to Victoria was signed on the 6th June, 1910 by King George V. The motto Peace and Prosperity was the first to be in English among the Arms of any Public Authority in Australia. In 1958 the Pink Heath was proclaimed as the floral emblem of Victoria. This led to a request to have it included somewhere in the Armorial Ensigns of the State. The solution was to have the plant shown growing from a grassy mound. On the 28 March 1973 Queen Elizabeth II signed a further Royal Warrant which added the mound. This shield is the official emblem of the State of Victoria. It can only be displayed in limited place such as Law Courts and Victorian Government offices with permission of the Victorian Government.2 Victorian Coat of Arms from the Victorian State Government offices in Wodonga. The kangaroo at the top holds a crown. The shield also features the Southern Cross. Two female figures represent Peace and Prosperity. The figure on the left wears a laurel wreath crown and carries a sprig of olive in her hand, representing Peace. The other figure wears a crown of golden cereal and holds the horn of cornucopia, representing abundance or Prosperity. Application was made for a mixed school known as Parupa Common School in 1865. Building by Robert Pitkethley commenced in 1867. The name was changed to Lake Bolac State School No. 854 in 1870. The school was bluestone with galvanised iron roof. 30ft x 18ft x 10ft high with teacher residence attached. The building was used from 1867 to 1925 when it was sold for removal. Ian Gordon played a prominent part in both the development of the Mt Helen Campus and in the progress the Institution made prior to becoming a University on 01 January 1994; In 1973 he was appointed President of the Council of hte newly created State College of Victorian at Ballarat (SCVB) which absorbed the former Ballarat Teachers' College. As President, he led the merger of the SCVB with Ballarat Institute of Advanced Education (BIAE), the tertiary division of the School of Mines and Industries, Ballarat. Out of the merger the Ballarat College of Advanced Education (BCAE) was established on 01 July 1976. Ian Gordon, a partner in the Ballarat law firm Heinz and Gordon, became the first Vice-President of the new Council and was involved with the plan to transfer the former SCVB to the Mt Helen site. In June 1981, Ian Gordon became President of the Council of BCAE and held that position until June 1989. He remained a member of the Council of the BCAE (later Ballarat University College) unti l31 December 1993, the eve of the creation of the University of Ballarat. He was the only person to remain a member of the BCAE and the BUC Councils for the whole of their existence. George Rogers was the brother of the donor and the son of Dorothy Rogers.This work forms part of the collection assembled by the historian Dorothy Rogers, that was donated to the Kew Historical Society by her son John Rogers in 2015. The manuscripts, photographs, maps, and documents were sourced by her from both family and local collections or produced as references for her print publications. Many were directly used by Rogers in writing ‘Lovely Old Homes of Kew’ (1961) and 'A History of Kew' (1973), or the numerous articles on local history that she produced for suburban newspapers. Most of the photographs in the collection include detailed annotations in her hand. The Rogers Collection provides a comprehensive insight into the working habits of a historian in the 1960s and 1970s. In the middle of the 1950s a project was launched to appoint a chaplain to Ballarat's three technical school - Ballarat Junior Technical School, Ballarat Girls' Technical School and Ballarat North Technical School. A Committee was formed at a public meeting on 13 March 1957 - Ballarat Technical Schools Chaplaincy Committee. They needed to raise 1250 Pounds from contributions raised by the schools This was the required amount to pay the annual salary for a chaplain. Response was excellent and in December 1957 a cheque for 1266 Pounds, 4 Shillings and 5 Pence was sent to The Council for Christian Education in Schools. On 28 May 1958, Rev Norman Lee was commissioned as the Chaplain of the Ballarat Technical Schools at a service in the Civic Hall, conducted by the Very Rev, Sir Francis Rolland, with the Director, Major-General A H Ramsay, representing the Education Department. Working over three schools and the need for the Committee to raise 1200 Pounds each year, put a lot of pressure on resources.
