In the 1960's, the RVIB approached engineer George Glover to produce equipment to allow blind people to shoot, based upon that made available at St Dunstan's Hospital in the UK. The rifle range opened in February 1966 at the rear of St Kilda Road with 30 members, and soon became involved in matches with sighted rifle clubs in the area. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. The Advisory Committee was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. Taken some time between 1914-18, depicted is a large group of unidentified males. Four of them are dressed in Australian military uniforms. The remaining 19 men are dressed in striped uniforms. The male in the centre of the front row is cradling a football, suggesting that the group was part of a football or rugby league team. It is believed that the soldiers in this photograph were part of the Australian Imperial Force. This can be inferred by the chevron rank insignia visible on their uniforms. The placement of this insignia on the sleeve of the right arm suggests that this soldier was either a Warrant Officer or a Non-Commissioned Officer (NCO). Additionally, they are also wearing 'Rising Sun' collar badges on their coats. Australia, unlike most other Commonwealth countries, did not adopt metal regimental badges during the First World War. All units were issued with the Australian Army General Service Badge, better known as the 'Rising Sun’ badge. This insignia is almost always identified with the Australian Imperial Force. Sport has always been entwined with war. Both sport and war demand peak physical fitness, camaraderie, strategy, and allegiance to a team collaboratively working towards a common goal: to win. The connection between sport and war is especially strong in Australia since these two concepts form the basis of our national identity. The Australian War Memorial has a number of World War I recruitment posters linking war and sport in its collection. One of the posters produced in 1915 by the State Parliamentary Recruiting Committee in Victoria attempted to shame young men into enlisting by juxtaposing the image of an Australian soldier standing guard over his deceased mate with a photograph of a Victorian Football League match. Another poster, produced in 1917, features vignettes of different sports including cricket, bowling, boxing, kayaking and golf. Its slogan reads, "Join Together - Train Together - Embark Together - Fight Together: Enlist in the Sportman's 1000".The record is historically significant due to its connection to World War I. This conflict is integral to Australian culture as it was the single greatest loss of life and the greatest repatriation of casualties in the country's history. Australia’s involvement in the First World War began when the Australian government established the Australian Imperial Force (AIF) in August 1914. Immediately, men were recruited to serve the British Empire in the Middle East and on the Western Front. The record has strong research potential. This is due to the ongoing public and scholarly interest in war, history, and especially the ANZAC legend, which is commemorated annually on 25 April, known as ANZAC Day. Additionally, the record presents a unique opportunity to further explore the relationship between the arts, sport and war. This statement of significance has already established that war is integral to Australia's national identity - and sport is of equal importance. Specifically, the record begs to question how the peak physical fitness and camaraderie valued in team sports were creatively translated into military recruitment campaigns during World War I. The Upper Kiewa Valley Lions Club has served the Kiewa Valley for 50 years - raising money for the community. Its biggest success was the 'Snack Bar', a food outlet at Falls Creek, selling hot pies and coffee. From 1964 in a caravan, to 1965 - 1971 in a bus the snack bar operated, until it was sold in 1989. Wootton Lansell was a sailor born in Kent, England in 1825. after travelling to Nova Scotia and the Californian goldfields, Wootton arrived in Australia in 1850. For 18 months he worked as a mounted trooper in Adelaide before coming to Bendigo in 1850. He also spent time on the Ovens goldfields before returning to Adelaide for three months. He returned to Bendigo in 1854 and had some success in his hunt for gold before working as a carpenter. In 1854 he married Helen Hall He invited his brothers, George and William to join him in Bendigo and they initially set up a butchery, soap and candlemakers business in View point. George went on to become the "King of Quartz Mining'. Wootton eventually became a farmer at Leichardt, where he built "Myrtle Villa", but retained his interest in mining becoming a director of many mining and dredging companies. In 2005, members of the PMH&PS undertook a study of the residents of the houses in a Port Melbourne street precinct from the 1880s to 1960. The area is bounded by Evans Street, the E side of Bridge Street, S side of Williamstown Road, Farrell Street both the E & W sides plus the section of Ross Street between Farrell and Bridge and the part of Derham Street between Farrell and Bridge. The resulting map and an interactive CD won the Best Community Research, Registers & Records project at the 2007 Victorian Community History Awards. The project was launched on the railway reserve near the corner of Evans & Farrell streets.
