Williamstown formed as a Municipal Government in 1856 and applied to the Victorian Government for a set of standard weights that would ensure all businesses etc would weigh their goods correctly. They arrived in Williamstown and were used from 1860 until 1966 when decimalisation was established in Australia. Mary, Eliza and Ann Dowling arrived in Melbourne in June 1855 on the ship “Hotspur” as assisted immigrants. Mary married in Melton in 1857 to John Luby.The couple lived in Reserve Road Melton. Eliza married in Williamstown 1862 to William Daley a Bootmaker of Ann St, Williamstown. In 1865, Eliza and William lived in High Street Melton.
