Gwen Barton McWilliam (nee: Nelson), OAM, BA (1933- ). Gwen McWilliam is well known as an authority on the history of Boroondara and the author of a large number of books and pamphlets about the City. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. The coat of arms on this flag were granted by the British College of Arms in 1970 and represented Brighton City Council's "growing awareness of the importance of formality and correct symbolism in local government". It replaced the council's crest of a pier and yachting scene and was used as council's seal, emblem on its flag and letterhead. The new Coat of Arms, drawn up by the College of Arms in England, depicts the progression from a seaside gardening community to a modern residential city. The prominent forms are on the shield-like coat of arms include waves and a Lymphad (a ship, symbolic of the sea); a market gardener; an aboriginal man; two horns of plenty with abundant fruit and vegetables (the wealth and plenty) and Elster Creek (now Elster Canal). It is underscored by the motto "By their fruits, ye shall know them". Brighton was first incorporated as a borough on 18 January 1859, it became a town on 18 March 1887 and was proclaimed a city on 12 March 1919.Green flag with circular City of Brighton Coat of Arms in the centre. The central circle is white with a yellow edge, with a polychrome coat of arms featuring: the crest which is two cornucopia with fruits and vegetables, above sits a seagull. The mantle above the helmet is in green and gold. The shield is also green and gold with a lymphad (ship) and blue and white waves. The market gardener, holding a hoe, and Aboriginal figure, bearing a boomerang, support the shield and stand upon the compartment which is soil with a representation of Elster creek. The Post War Planning Report was prepared by Leslie M. Perrott & Partners: (City Planning Consultants) and according to the report, it was submitted to the Council of the Municipality of Caulfield through its Special Committee on Post War Planning. The report has no evident date however the introduction text suggests that it was prepared before the end of World War II. The report is the only known extant copy and therefore considered rare. Bound report with grey cover titled: "Report to the Post War Planning Committee Caulfield City Council". Interior pages include x83 pages typed text printed on blue print paper; x3 pages copies of black and white photographs; 10 blueprint plans. 86 pages consistent in size with book cover, 10 x blueprint plans varying dimensions, folded and bound within the report. Printed on white sticker on spine of book "LH 994. 51" and on first page inside "CAULFIELD LIBRARY SERVICE REFERENCE BOOK" and on the verso of this page, another stamp with CAULFIELD LIBRARY SERVICE and LH REF 12/7 hand written in black ink and a 14 digit reference number below this. On the back of the last plan in the book, there is a blue stamp with "REFERENCE BOOK TO BE USED IN THE LIBRARY ONLY". Below this is a black and white barcode with a black line through it and a round, blue sticker beside it.

This is a smaller version of the large framed photograph donated to the new City of Kew by Cr Wishart. The framed photograph was hung in the Walpole Street Town Hall. Presumably, each of the Councillors in the portrait was presented with a smaller version.This photograph was donated by a descendant of the Kellett family. This picture, like it framed counterpart, is historically significant as a record of a major civic event in Kew's history. It is also aesthetically significant as the last official photograph taken by the photographer Josiah Earl Barnes before his death in the same year.Kew Becomes a City, 1921.
