The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. "Wangaratta's Own", the 2nd 24th Battalion was formed in Wangaratta on 1st July 1940, during World War Two. They camped at the Wangaratta Showgrounds, where they trained until they marched out of Wangaratta on 28th September 1940. The Mayoral Ball is long held tradition, usually held in the first few months of a new mayors election with proceeds going to a local charity. The 1972 Mayoral Charity Dinner Ball was held at the Bendigo City Town Hall with funds donated to St Luke's Toddlers' Home in White Hills. The new Manufacturing Technology Training Centre (MTTC), a part of the proposed Building Construction Training Centre (BCTC), will be a purpose-built, stand-alone, fully fitted-out industry-standard facility. This new space will accommodate current course provision along with specialist training spaces for developing skill requirements in manufacturing technology such as robotics, mechatronics, engineering and industrial automation. Project funding was provided by the Education Investment Fund from the Australian Government Department of Education, Employment and Workplace Relations. The project budget is $18.09m, and the resulting building will have a floor space of 4,755m2. The Manufacturing Technology Training Centre is being built in conjunction with the Technical Education Centre (UBTec). While the buildings will have separate street identities the buildings will be joined with shared amenities areas. UBTec will provide a facility including individual learning spaces, learning studios, administration/office space, circulation, open plan learning space, staff common areas, computer rooms, meeting rooms, staff work areas and kitchen areas as well as car parking and site-wide amenities. Prior to the election of female Councillor's and Mayors, the Mayoress role as wife of the Mayor, was one of the few ways women could officially undertake civic duties. Mayoress's made important contributions through their charity work, even stepping in on occasions to undertake Mayoral duties. Mayoress Giudice was born Beatrice Annie Harvey in Bendigo and became the first Girl Guide Commissioner in Bendigo. The Giudice family was associated with the Lyric Theatre, the Bendigo United Breweries, Shamrock Hotel and the Bendigo Lyric Photo Plays. Illuminated address received by James Ross Briggs Esq. on the occassion of his retirement as Town Clerk and Treasurer by the Mayor, Councillors and Citizens of the City of Caulfield. 2 page watercolour and ink address bound in maroon and gold tooled leather folder, The address, presented on cream colour card, is secured inside the folder by a piece of maroon colour rope ribbon and strip of leather running vertically down the centre. The address is hand lettered in red and black ink and watercolour decorations include James Ross Briggs name in a scroll surrounded by sprigs of yellow wattle and a blue, pink and yellow decorative border. A red, paper seal has been placed beside the signatures of the Mayor, Town Clerk and Councillors. Abraham Harkness was Mayor of the City of Bendigo when St Andrew's Presbyterian Church school hall was erected. The foundation stone was laid on Wednesday the 15th March 1899 to much ceremony including hymns and speeches. Abraham Harkness had arrived in Victoria in 1857 aged 28. He was initially successful in his search for gold and after a return trip to England in 1862 returned to Bendigo were he opened a general store and then a foundry whereby his company manufactured mining machinery. He stood for council from in 1880 and was elected a further eight times over the next twenty years. Cr Harkness served as Mayor in 1882, 1897 and 1898. His son Andrew became Mayor in 1908-09. Abraham Harkness married Jane Noble in Bendigo in1864 and together they had six sons and five daughters. Abraham died in 1912 and Jane in 1927.Sterling Silver ceremonial trowel with silver collar and bone handle. In 1948, the citizens of Kew presented this jewellery box to the outgoing Mayor and Mayoress of Kew, Cr & Mrs W D Vaughan. In 2021, it returned to Kew, thanks to the generous donations of our Friends of the Collection. William David Vaughan to whom the jewel box was presented in 1948 was a publisher, politician and historian, born in 1897 at Heathcote. By 1922, he had become a publisher and Secretary of Victorian Newspapers Ltd. In October 1922, he married Muriel Gladys Frazer in Bendigo. He purchased 'Elsfield' in Cotham Road, renamed it 'Carramar', and resided there for almost fifty years. His wife, the Mayoress, was an accomplished pianist and entertained the wives of councillors and supported many charitable works from her home. In 1926, Vaughan founded a local newspaper, the Kew Advertiser. During his second term as Mayor, he was elected president of Melbourne Suburban Newspapers’ Association, In April 1947, he was appointed to and later became chairman of the Free Library Services Board. In 1960, he published his history of Kew - 'Kew's Civic Century'. Vaughan’s third term as Mayor in 1962-63 saw the erection of the pavilion at Victoria Park and the final clean-up of the Outer Circle Railway. He died in September 1976. This inlaid and engraved jewellery box was part of a larger donation made to the Mayor and Mayoress of Kew in 1948 by the citizens of the municipality. It is the only 'civic award' in the collection given to a former civic leader and complements the large collection of civic portraits in the collection. The box is additionally significant because of its association with William David Vaughan - newspaper proprietor, local politician, and local historian.
