More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. Photograph (black & White), Field Artillery - South Africa
The Second Boer War saw attempted application of bombardment as an alternative to the use of ground forces. In most battles fought during the conflict this was proved not to be possible. There was competition from the other side's ability to take evasive measures. The opponent was able to use cover to protect himself and hide his position. This was the tactic used against the British at the Battle of Magersfontein and the Battle of Colenso. The British had success when they ceased using artillery by itself and used it in conjunction with infantry. British General Buller linked the use of artillery and the movement of infantry in continuous interlocking assaults upon each hill south of Ladysmith. As soon as shelling had finished in a location the infantry moved. The front collapsed on the 27 February 1900 when use was made of a creeping curtain of shell fire sent over the heads of advancing infantry destroying everything 100 yards ahead of them. It was this tactic of the creeping barrage that has been described as "revolutionary'. Equipment - Lead line
The lead line or hand lead is a simple navigational instrument used as a depth finder to measure the depth of water under the ship’s keel and to take samples of the sea bed. The long line may be marked at regular intervals with tags of different coloured and textured fabric, such as rope, leather and cloth. Each tag was a code to represent a certain depth. The leadsman’s eyes and hands could distinguish the depth easily as he drew in the lead line, day or night and in poor weather conditions. The lead weight could be between 7 -14 pounds (3.5 – 6.5kg) and the rope would be approximately 25 fathoms (45m). The hollowed-out end of the weight would hold a stick substance such as tallow or wax, which would pick up samples from the sea bed and indicate whether the vessel was close to shore. The leadsman would stand at the front of the vessel and cast the lead line into the sea. When it hit bottom he would note the tag marker nearest the surface of the water and call out his finding. Then he would haul it up again and examine the kind of matter that adhered to the end of the weight, whether it be sand, mud, gravel, and the colour of it. This information would be given to the ship’s helmsman or navigator and would help indicate the proximity to the land. This handheld lead is an example of early marine navigational equipment used be sailors to travel the seas. It helps to understand the history and progress made form the very basic to the sophisticated technology of today.Lead line, sounding line or depth finder. Long length of rope with heavy lead weight attached to end. Coloured fabric ties at regular intervals along rope represent different depths. Concave base of weight holds sticky substance e.g. tallow, wax, providing adhesive surface to collect samples of sea bed e.g. sand, shell, pebbles. flagstaff hill, warrnambool, shipwrecked coast, flagstaff hill maritime museum, maritime museum, shipwreck coast, flagstaff hill maritime village, lead line, depth finder, hand lead, sounding lin, leadsmane, navigation instrument -

Personal Effects, lady's hat pins various x 14, c1880 - 1950
These hat pins represents women's fashion in the late 19thC and early 20thC. As the material used in the construction is not of a high monetary value it can be assumed it was everyday woman's apparel to keep the hat firmly fastened into the hair. It does indicate that fashion of the time was important and many women used their craftwork skills to create their own hat pins. This item is a reflection of the fashion mode of the late 19thC and early 20thC when long hair needed to be controlled by hair pins It is also an example of society's mores of tidiness 14 lady's steel hat pins in various styles numbered A -i A) 6x pearl tear-drop ; B) 1x pink metal beads;C) gold ball in 'oyster shell'; D) gold ball; E) pink plastic weave; F) silver metal ball; g) black bead; h) white ball; i) pale blue glass set in brassmoorabbin, brighton, early settlers, pioneers, cheltenham, craftwork, clothing -
