The ‘Alexandra Gardens’ in Cotham Road were designed and laid out by George and Thomas Pockett. The Governor of Victoria officially opened them in 1908. A report of the opening stated that “…the gardens have been laid out in large sloping lawns, divided by wide graveled paths, and dotted with tastefully arranged flower beds, which are now bright with autumn bloom”. The massed beds of shrubs and flowers included beds of chrysanthemums, a specialty of George Pockett, the Garden’s first curator. A large rotunda was constructed in 1910 to mark the Jubilee of Kew. A plaque memorialising the contribution of George Pockett, was attached to the original rotunda after his death in 1922. By 1911, electric lighting was installed to allow the public to access the Gardens, and the concerts that were held within them on summer nights. The Gardens were later to include the Jubilee Fountain, moved from the front of the Kew Post Office in 1925. The Kew Council commissioned the substantial bluestone entrance gates in 1933.The Kew Historical Society is fortunate that the City Engineer, Mr Poulter, donated a number of items held by the City of Kew to the Society for safekeeping, rather than identifying them for destruction. The most significant items donated included old maps, including those issued by the Board of Works. Other items included photographs of public works undertaken by the Department. The By-laws are part of that donation and tell us lots about the social values of the period.The Mayor, Councillors and Burgesses of the Borough of Kew published By-Law No.45 in 1908 to regulate the “Conduct of Persons whilst at or Within the Gardens known as the Alexandra Gardens”. The By-Law also set a charge for “Persons Using or Entering in or upon the said Gardens”. The 17 by-laws included predictable prohibitions on expectorating, using indecent language, interfering with the floral displays, or indeed with the caretaker gardeners. Other acts prohibited included a warning that “Children under the age of ten years not being under the control of some competent person may be removed from said gardens”. The Alexandra Gardens were at one stage surrounded by a picket fence. This might explain the prohibition on climbing upon or getting through over or under any fence at or within the gardens. The financial penalty for breaching the By-Law was determined as “…not exceeding Ten pounds and not less than Five shillings”. The Falls of Halladale was a four-masted iron-hulled barque built for the long-distance bulk carrier trade. In dense fog on the night of 14 November 1908 she was sailed onto rocks off Peterborough due to a navigational error. The 29 crew abandoned ship safely and reached shore by boat. The ship was left foundering with sails unfurled. For weeks afterwards large crowds gathered to view the ship as she gradually broke up and sank in the shallow water. Shortly after the accident the ship's master, Captain Thomson, faced a Court of Marine Enquiry in Melbourne. He was found guilty of a gross act of misconduct, having carelessly navigated the ship, neglected to take proper soundings and failing to place the ship on a port tack before it became too late to avoid shipwreck. Thomson's punishment included a small fine and six months suspension of his Master's Certificate of Competency. The hull lies on its starboard side about 300 metres off-shore in 3-15 metres of water. The original cargo included 56,763 roofing slates and coils of barbed wire. 22,000 slates were salvaged in the 1980s and used as roofing at Flagstaff Hill Maritime Village, Warrnambool.This item has historical significance as it came from one of the known shipwrecks along the South West coast of Victoria. There are a number of photographs of the wreck as it founded on the rock and hence is an image with which many people are familiar. This photograph is of the square-rigged schooner "Alma Doepel". Details added to the back of the photograph incorrectly describe the vessel as "Amy Doepel / ketch / Amy Doepel". The rigging on the vessel dates the photograph to sometime between 1931-1933. The location is yet to be determined. Frederick Doepel was a shipping agent in Bellinger Valley, NSW. He employed an experienced shipwright to build Alma Doepel, which was made from local timber. He named the ship “Alma Doepel” after his baby daughter Alma. The ship was registered in Sydney and launched 19th October 1903, and her first sea voyage was in December. She traded in timber Port Macquarie/Bellinger River and New Zealand. “Alma Doepel” was purchased by Henry Jones & Co., Hobart jam makers, in partnership with Harry Heather, her new captain, in 1916. The ship was then registered in Hobart. She carried jam and timber to the mainland, particularly Melbourne, and brought back cargo for Tasmania. She even carried the piles for the building of Portland Harbour. When Harry Heather passed away in 1937 he was succeeded by Eric Droscoll. Before the square-rigged "Alma Doepel" left for Tasmania on March 8th 1937 she was fitted with a new set of sails, becoming a fore-and-aft rigged schooner. She had been the last 'top sail' schooner in Bass Strait trade! "Alma Doepel" continued her coastal trading until 1942, when she was requisitioned by the Army. In January 1943 she was left in Melbourne by her crew and the Army took her over, taking her to Sydney in February, 1943. She was relaunched by the Army in 1944 minus two of her masts and her small 1936 engine, and was fitted with three large bus engines. In March 1945 she headed for the war zone, delivering cargo up and down the coast of New Guinea, at one time carrying over 400 troops. In 1946 she returned to Hobart where the Army re-converted her back for Bass Strait trading and returned her. In January 1947 Eric Driscoll took “Alma Doepel” to the eastern Tasmanian coastal port of St. Helens, trading cargo of local mountain ash timber to Melbourne on the mainland until 1959. She was then stripped down to her hull with only a single mast and two engines, and fitted with wooden bins on rails in her hold. From 1961 to 1975 she carried limestone to a factory to make carbide. Michael Wood and David Boykett, two of the governors of "Sail and Adventure", then bought her for the price of her two Gardiner engines and in 1976 they brought her to Melbourne. An Alma Doepel Supporters Club was formed to support the ship’s major restoration to a topsail schooner. In 1987 she was overhauled in Adelaide, with the support of Elders IXL and she returned to Sydney to lead the Parade of Sail on Bicentenary Day, 25th January 1988. She returned to Melbourne in February and began sail training voyages in Port Phillip Bay, operating from an office on Station Pier. The Alma Doepel Voyagers Club was started. Trainees joined the crew in sailing the ship over nine or ten days of instruction in sailing and seamanship. These trips plus chartered trips and fund raisers continued until early 1999, when she was no longer in a condition to operate; she needed a lot of attention. She lay idle in Victoria Dock for quite some time. In April 2001 “Alma Doepel” was taken to Port Macquarie’s Lady Nelson Wharf where she became a museum ship maintained by volunteers. In 2008 she had time in dry-dock and after sea-trials headed off to Victoria Harbour, Docklands, in Melbourne, where she is currently being restored with the help of The Supporters.This phot graph is significant for its connection with the Bass Strait trade, being the last top-sail schooner to brade across the strait. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1942 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance.
