Equipment - Standard measure, Mid to late 19th Century
The beginning of standardised weights and measures began In Victoria when the Melbourne Observatory received sets of standard weights and measures, which had been tested in Britain against the then British Imperial standards. These included the primary standard yard and pound for the Colony of Victoria. Other standards of weights and measure held by shires and the administrative body's within the colony could then be compared to these primary standards. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. The checking was done by the Victorian Customs Department in the 19th century, but with the transfer of responsibility for customs to the Federal Government in 1901, weights and measures function was retained by the Victorian Government and was shifted to the Melbourne Observatory. In 1904, a new building was erected at the south end of the Great Melbourne Telescope House, where the standard weights and measures and testing equipment was installed. This room had a large whirling apparatus for testing air meters and became known as the Whirling Room. When the Melbourne Observatory closed in 1944, the Weights and Measures Branch was formed to continue and this branch remained at the Observatory site unit until 1995. J & M Ewan History: J&M Ewan was a Melbourne firm that began by selling retail furniture and wholesale ironmongery. They had substantial warehouses situated at the intersection of 81-83 Elizabeth and Little Collins Streets, the business was established by James M Ewan in 1852. Shortly afterwards he went into partnership with William Kerr Thomson and Samuel Renwick. When Ewan died in 1868 his partners carried on and expanded the business under his name J & M Ewan. The business was expanded to provide a retail shop, counting-house and private offices. Wholesale warehouses adjoined these premises at 4, 6 and 10 Little Collins Street, West. This company provided and sold a large and varied amount of imported goods into the colony that consisted of agriculture equipment, building materials, mining items as well as steam engines, tools of all types and marble fireplaces. They also supplied the Bronze measuring containers in the Flagstaff Hill collection and the probability is that these containers were obtained by the local Melbourne authority that monitored weights and measures in the mid to late 19th century. The company grew to employ over 150 people in Melbourne and opened offices at 27 Lombard St London as well as in New Zealand and Fiji. The company also serviced the Mauritius islands and the pacific area with their steamship the Suva and a brig the Shannon. Robert Bate History: Robert Brettell Bate (1782-1847) was born in Stourbridge, England, one of four sons of Overs Bate, a mercer (a dealer in textile fabrics, especially silks, velvet's, and other fine materials)and banker. Bate moved to London, and in 1813 was noticed for his scientific instrument making ability through the authority of the “Clockmakers Company”. Sometime in the year 1813 it was discovered that one Robert Brettell Bate, regarded as a foreigner in London had opened a premises in the Poultry selling area of London. He was a Mathematical Instrument maker selling sundials and other various instruments of the clock making. In 1824, Bate, in preparation for his work on standards and weights, leased larger premises at 20 and 21 Poultry, London, at a rental of four hundred pounds per annum. It was there that Bate produced quality metrological instruments, which afforded him the recognition as one of one of the finest and principal English metrological instrument-makers of the nineteenth century. English standards at this time were generally in a muddle, with local standards varying from shire to shire. On 17 June 1824, an Act of Parliament was passed making a universal range of weights, measures, and lengths for the United Kingdom, and Bate was given the job of crafting many of the metrological artifacts. He was under instruction from the renown physicist Henry Kater F.R.S. (1777-1835) to make standards and to have them deposited in the principal cities throughout the United Kingdom and colonies. Bate experimented with tin-copper alloys to find the best combination for these items and by October 1824, he had provided Kater with prototypes to test troy and avoirdupois pounds, and samples with which to divide the troy into grams. Bate also cast the standard for the bushel, and by February 1825, had provided all the standards required of him by the Exchequer, Guildhalls of Edinburgh, and Dublin. In 1824, he also made a troy pound standard weight for the United States, which was certified for its accuracy by Kater and deposited with the US Mint in 1827. Kater, in his address to the Royal Society of London, acknowledged Bate's outstanding experimentation and craftsmanship in producing standards of weights, measures, and lengths. An example of a dry Bronze measuring container made specifically for J & M Ewan by possibly the most important makers of measurement artifacts that gives us today a snapshot of how imperial weights and measures were used and how a standard of measurement for merchants was developed in the Australian colonies based on the Imperial British measurement system. The container has social significance as an item retailed by J & M Ewan and used in Victoria by the authorities who were given legal responsibility to ensure that wholesalers and retailers of dry goods sold in Victoria were correct. The container was a legal standard measure so was also used to test merchants containers to ensure that their distribution of dry goods to a customer was correct. Tape Measure, Early 20th century
This tape measure was probably produced for, and used by, tradesmen such as carpenters and builders. In 1821 James Chesterman patented a tape measure that used a spring for rewinding the tape and the makers of large tape measures have used this method for nearly 200 years now. This item has no known local provenance but is retained as an interesting example of a common household and industrial item from the past but one which in an updated version is still in use today.This is a metal tape measure (in inches) enclosed in a circular-shaped leather covering. In the centre of the leather cover is a metal mechanism for rewinding the tape. The tape has a metal ring at its end. The leather is very rubbed and the tape is rusty. This measuring container would have been used by chemists, doctors and nurses to accurately measure a tablespoonful of medicine or other liquid or substance equivalent to half an ounce in weight. It could also have been used in households for the same purpose. It would have been in use in the 19th century and perhaps the first six decades of the 20th century. Today glass or plastic containers would be used. This container, although damaged, is of interest as an example of the type of measuring container used by chemists and doctors in the 19th and early 20th centuries. It has no known local provenance but will be useful for display. This is a cream-coloured ceramic medicine measuring container. It will hold half an ounce or a tablespoonful. It is circular in shape, tapering down from the top to the bottom. It has a rim at the top which is cracked and partly broken away. ‘½ oz. The Orsat was returned to the Historical Collection by Len Taylor, former staff member of SMB. For a period of time it was with Gary Price who rebuilt the Orsat to working order. Gary used a similar apparatus at Sidchrome and Ballarat Heat Treatment Pty. Cream painted stand with a moving sprung table top attached. On top of the table sits a woven cane basket with a wooden base. The top edge of the basket is is plaited cane and painted gold. The other cane is painted white. It is lined with a piece of white towelling on which the baby would lie. Attached on the side of the base is a notched metal bar which has a sliding metal weight so the bar will balance. It is marked with 2, 4, 6, 8 etc up to 30 lb and a smaller upper bar measures ounces. Barrel Calipers, Early 20th Century
The firm Dring and Fage were active from 1790 to 1940 in London and were manufacturers of hydrometers and mathematical instruments they became established in London in 1790 by John Dring, who was a brass worker and hydrometer maker, and William Fage. Dring and Fage manufactured also saccharometers and other instruments used to measure the strength of alcohol. These instruments were primarily used to calculate excises. They traded at various addresses in London and they were at 56 Stamford St. between 1903 and 1938. By 1850 the company was owned by Edward Hall and Edward Jenkin and in 1940 the company became Dring & Fage Ltd, trading till the 1960s.Historically, gauging has meant measuring a volume, these gauging instruments were used by Customs and Excise and manufacturers for determining the volume and contents of liquid containers. For Customs the determination and collection of duty on imported goods which has had a very long history. Chaucer was a Customs Officer as was his father and grandfather, excise was first officially introduced in 1643, with the aim of maintaining military forces raised by the English Parliament at that time. Excise was initially a duty on home produced alcoholic beverages and soap but being easily applied, spread rapidly to a wide range of goods including imports of varying kinds. The government departments of Customs and Excise merged only in 1909 and it is from around this time that our instrument was made and used. The item demonstrates a long social history of the practice of Government's collecting duty on alcoholic beverages and thereby makes this item historically significant as it was used locally at Port Fairy by the ports Customs agents. Glass, Medicine H London Chemist, Early 20th century
This is a small medicine measuring glass supplied by the Warrnambool pharmacy of Harry London. Born in England, Harry London, a chemist and dentist, came to Warrnambool in 1891, occupying the Nettleton building at 95 Liebig Street. In 1896 he built new premises at the corner of Liebig and Koroit Streets and in 1905 his was the first shop in Warrnambool to have electric lighting. He was succeeded in the early 1920s by the chemists, Dougall and Easton. This glass is of considerable significance because it came from the pharmacy of Harry London, an important chemist in Warrnambool at the end of the 19th century and the beginning of the 20th century. It also shows the custom of the time of chemists supplying to customers small glasses for measuring out medicine. This is a small thick glass tumbler used for measuring medicine. It is etched with the measurements of teaspoon, dessertspoon and tablespoon and the name of the supplier, H. London, a Warrnambool chemist and dentist. It has the initials of the maker on the base. Two sections of Flat Wire Rope used in Tarnagulla mines c.1886
David Gordon Collection. These are an interested relic from the 1880s when the Prince of Wales and Old Poverty Company converted their winding machinery from flat wire rope to round wire rope. The old rope of some hundreds of metres in length was simply dragged clear of the mine and discarded in the surrounding bushland. This style of rope succeeded the old Indian hemp flat rope, and was in turn superseded by the round wire rope. These segments are most instructive and quite rare relics. The smaller segment measures approximately 40 x 10cm. The longer segment measures approximately 96 by 10cm -

Container - Medicine Glass, J.W. Small & Co, early 20th century
This measuring glass for fluids was used mostly used for medicines but could have been used for measuring photography chemicals. The glass was once owned by Dr W R Angus, who practised in Warrnambool in the 20th century. It was donated by members of his family. Dr Angus enjoyed photography amongst other hobbies. The maker, J.W. Small & Co. was a long established camera and photography business Camera Corner, in 270 Little Collins Street, Melbourne. At the 1887 Melbourne Exhibition the company showcased bicycles as well as a wide range of photography equipment including cameras and any other accessories and needs for the amateur photographer. In 1887 the sole proprietor of the business was Mr Herbert Small. The firm offered the service of developing and enlarging pictures. In 1894 the firm advertised as photographic and lantern material manufacturers. There were branches in Adelaide and Sydney also. The company was still in business in the 1920's, when Dr Angus graduated as a doctor and surgeon.The medicine glass is significant for its association with Dr William Roy Angus, who practice medicine in Warrnambool for several decades. He and his wife were heavily involved in the community. Dr Angus was also connected to the maritime history of Warrnambool, being the last Port Medical Officer. The glass is also associated with the Melbourne company J.W. Small &O Co, which was 'long established' in 1887.Medicine glass (dose cup or measuring glass), for measuring fluids. This glass holds 1 fluid ounce. Wide mouth with pouring lip tapers sharply to narrow centre of the base, which has a round flat foot. Black inscriptions are on the side of the glass, showing fluid ounces and fluid drachmas. An opaque label on the back shows maker details. The other side has a label. Confectionery Thermometer, Early 20th Century
The company was established in 1859 by Alfred Charles Cossor following a period of apprenticeship by the founder as a glass blower, Having gained a high reputation for his skills and the quality of his products, the founder was joined by his sons Alfred Charles in 1875 and then by his younger son Frank in 1885. In 1904 Accoson produced their first glass manometer, using their glass blowing skills, known as the sphygmomanometer. A year later Russian surgeon Nikolai Korotkoff first described the technique to measure diastolic pressure. In 1921 Frank Cossor was joined by his son Frank Gordon Cossor and the company expanded its products to include all types of thermometers, hydrometers and syringes. However, Sphygmomanometers became the main product of the company. When Adrian Cossor joined the company in 1966 he was the fourth generation to do so. Accoson was acquired by the HCE Medical Group in 2018 and relocated to new premises in Irvine, Scotland. An item made for the confectionery industries not very rare, but made by the company that invented and pioneered the blood pressure meter (sphygmomanometer) that is still in use today and an item we all have use when we have visited our doctor when our blood pressure is checked.Thermometer wooden casing with a metal tip. used for measuring temperature by the expansion and contraction of mercury or alcohol in a capillary tube and bulb.
