Although the Kiewa Hydro-Electric Scheme was first proposed in 1911, construction did not commence until 1938. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centered around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. Mount Beauty, and to a lesser extent Bogong, are among these places. This book was purchased new by Orbost & District Historical Society. Written by Buchan historian, Rhonda Coates, the book was commissioned by Tubbut Neighbourhood House following a commemoration event in 2002 when many people gathered for a special day organised by Sister Helen Barnes and the Tubbut community. Francis (Frank) Wilbur Le Page was mayor of Moorabbin between 1980 - 1981, and again in 1984 - 1985. He was a lifelong resident of the region and also a third generation market gardener.In approximately 1854, Nicholas Le Page moved his family from Prahran to Cheltenham. Two years earlier, they had arrived in Melbourne from Guernsey Island. Nicholas Le Page was a tailor and his wife was a dressmaker. They decided to move into market gardening instead. Their son, Everest, married Lynda and Francis Wilbur Le Page was born in 1919. He attended Cheltenham State School where he completed his Merit Certificate in grade eight before studying bookkeeping, shorthand and typing at Bradshaw and Everett Business College in South Melbourne. Both Frank’s grandfather and father were active in local government. Francis Thomas Le Page was a councillor for 25 years and served a term as shire president in 1902. Everest, his son, was a councillor for the City of Moorabbin for 28 years and was mayor on two occasions. Frank also served two terms as mayor, first in 1980 and again in 1984. Bob (Herman) Hymans (a former member of the Royal Netherlands Navy was born in Bloemendaal, Holland on 30th September 1922. During World War II he fought against the Japanese in the Dutch East Indies (now Indonesia) and was imprisoned in Changi and on the Burma Railway. After gaining qualifications as a Ski Instructor, Bob arrived in Falls Creek in May 1950. Working as an Instructor and Supervisor at Bogong Lodge, Bob decided his future was in accommodation. He was successful in negotiating an indenture for land from the State Electricity Commission (SEC). It took Bob two years to build his Grande Coeur Chalet but, tragically, it was burned down in August 1961. Bob also built the first Chairlift in Australia. This was a single chairlift and the structure was built from wooden electricity poles. He was constantly full of new ideas and proposals for the village. Bob Hymans died on 7th July 2007. In 1960 and 1961, the International House Students Club organised a float for the Dandenong "Pageant for Progress", to garner support for the Building Fund to contribute to development of a new wing. The Women's Auxiliaries assisted in preparing the float, which also participated in Melbourne's Moomba festival. Frank Wright was a renown resident of Smeaton, where he was born. He lived at Laura Villa, and attended Smeaton State School. His father William was a gold miner and his mother's name was Sarah. Their family won many singing and instrumental awards. Frank was tutored by Percy Code and was awarded a gold medal for the highest marks in the ALCM examinations in the British Colonies at the age of seventeen years. He became the Australian Open Cornet Champion by the age of eighteen. A year later, Frank conducted the City of Ballarat Band, and later the Ballarat Soldiers’ Memorial Band. He formed the Frank Wright Frisco Band and Frank Wright and his Coliseum Orchestra. These bands won many South Street awards, and Frank as conductor won many awards in the Australian Band Championship contest. In 1933 Frank Wright sailed to England to conduct the famous St Hilda’s Band and was later appointed Musical Director of the London County Council, where he organized many amazing concerts in parks, in and around the London district. He was made Professor of Brass and Military Band Scoring and conducted at the Guildhall of Music and Drama. Frank was often invited to adjudicate Brass Band Championships around Europe, in Australia, including South Street and in New Zealand.
