The British War Medal 1914-20 was iInstituted by King George V in 1919 to mark the end of World War I and record the service given. The qualification period was later extended to cover post-war mine clearance and service in Russia during 1919 and 1920. Work began on the Library construction in 1968. This was when it was known as Ballarat College of Advanced Education - Mount Helen. The Library started on the ground floor in 1970. In 1971 a contract for a four-storey library was drawn up and construction began the same year. The building opened in 1973, occupying two stories of the current building. The library grew and with Commonwealth Grants was able to develop its collection. In 1987 the library achieved an annual budget of over $1 million. The Teachers Resource Collection was added and by 1989 the library expected to occupy the top three floors plus the lower ground floor. A flexible study area on the top floor was introduced 1990-1991. 2010 saw the completion of a new stage in the history of the library. It now includes new study and research areas including the Geoffrey Blainey Research Centre with access to the University's Art and Historical Collection. The E. J. Barker Library is named after a former Principal of the School of Mines Ballarat who then became the first Director of the Ballarat College of Advanced Education, now Federation University. Jack Barker played an active part in education and was awarded the Medal of the Order of Australia. Cpl. Ronald Warren Ellis, EM (VX502517) was born in Brunswick in 1927. His family moved to Lara when he was young, and his schooling took place at the Lara State School. After finishing his education, Ron took up employment at Sims Coopers in Corio. Ron was enlisted in the second AIF at Melbourne, and posted to the 3rd Recruit Training Battalion at Greta west of Newcastle, NSW. After 3 months training, he was sent to the Service Corps Training Centre for driver and maintenance training in Ingleburn, south of Sydney. When this course was completed, Ron was posted to the Australian Army Service Corps as a driver motor vehicle with the 2nd AIF. Rons service with the AIF lasted 425 days, when he was then transferred to the Interim Army for a further 309 days. The duration of his service was in NSW. Ron was discharged from the Army in Melbourne on the 4th of May 1948. In 1957, Ron enlisted in the CMF and served with 22nd Construction Squadron for 17 years with the last 5 as a Corporal, and was awarded the Efficiency Medal for long service and good conduct.Brown canvas booklet that is folded into three. Colour is into a fawn with stains and marks from handling. Creases from folding have left several small tears. The rear is blank with sticky tape holding the citation together at the folds.At the top of the Citation is a seal, blue in colour with the words, Govenor - General, Commonwealth of Australia. The centre coat of arms of the seal has fine writing which is unreadable.
