This is a receipt book issued by the Warrnambool Harbour Board to masters of ships that took on fresh water in Warrnambool Harbour. The Port of Warrnambool was administered by various bodies since the early 1850s with Harbour Masters, Pilots, Boatmen and Customs officials appointed by the Colonial Government. In those times these officials were responsible to the Chief Harbour Master and the Ports and Harbours Department in Melbourne but over the ensuing years the Port of Warrnambool came under different colonial and State Departments and the titles of the harbour officials in Warrnambool changed accordingly. In 1928 the Warrnambool Harbour Board was formed with Captain James Menzies as the Warrnambool Harbour Master. This Board was dissolved in 1937 and Captain Menzies was transferred to Portland where he stayed until 1945. Warrnambool ceased to operate as a port in the early 1940s. This receipt is of maritime interest. The book records the names of several ships in Warrnambool from 1927 to 1937, including the ‘Casino’, ‘Chillagoe’, the dredge ‘Pioneer’, and ‘Kapera’. This is a receipt book used by the Warrnambool Harbour Board. The book has mostly the pink copy of the receipt issued but there are a couple of the original receipts still intact. The receipt book has been printed and the details on the receipts have been handwritten in ink. The Orbost Rifle Club existed in the early 20th century. (There are records from 1900). It folded in the late 1970's.Target shooting is one of the oldest organised sports in Australia. Records date back to the British Marines at Sydney Cove in 1788. The Victorian Rifle Association (VRA) was formed in 1860. One of the most important adjuncts to the militia system from 1903 to the re-organisation of 1912 was the role played by the Rifle Club movement in Australia. At the time, these clubs were seen as the reservoir of manpower for a potential guerrilla force should any invasion occur. For Australia, the invasion fear was uppermost in the minds of the population. So important were the rifle clubs for the defence of Australia that the Commonwealth provided the training staff, rifles and ammunition so the clubs could function. Members were drilled, wore uniforms and practised all the basic skills of soldiering as well as target shooting. This book was used byb the Orbost branch of M.U.I.O.O.F. (Manchester Unity Order of Oddfellows)Friendly Societies were founded in the Australian Colonies in the mid-19th Century by immigrants from England who had been members in Societies which dated back to the 18th Century. Like all working people these immigrants experienced sickness, accidents, unemployment, death and burial. They needed help of like fellows to tide their families over these times. So they formed a branch of one of the Friendly Societies back in the mother country. The idea was to make fixed contributions to a fund and when they were off work they would receive a payment. When they died funeral benefits would be paid and the widow and children would be cared for. It was a form of local insurance for hard times. This was a time of 'look after yourself' as the Colonial Governments did not provide pensions or benefits. The Housing Commission of Victoria (HCV) was established by the Victorian Government in 1938 after a public campaign for housing reform. After 1942 the HCV was responsible for developing regional and outer suburban housing estates where low-income families were located in proximity to expanding population areas and post-war industries. With greater funding and a severe housing shortage, the Commission's activities greatly expanded through the late 1940s into the 1950s. They began to build larger and larger estates of housing in the suburban fringes, as well as country towns The Housing Commission was largely responsible for the development of Wodonga up to 1973 and in 1975 was said to have built one-third of all homes in Wodonga, though many of these were handed to the Army. Criticism of the bureaucratic and undemocratic nature of the Commission and scandals over corruption in relation to housing developments in Melbourne's fringe areas resulted in the disbandment of the HCV and the formation of a Ministry of Housing in 1984. The work of the Housing Commission of Victoria allowed many people in Wodonga to acquire affordable housing and pay it off over time through monthly instalments. This booklet is of local and state significance as it is evidence of the role of the Victorian Government is providing access to affordable housing.
