The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966. A large part of this collection of civic ephemera was assembled by W. D. Birrell. This is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. Ivan Spargo was a builder in Melbourne. In 1965 he and his wife Joy leased piece of land in Falls Creek and built Spargo Lodge. It was a dormitory style chalet designed to accommodate large groups and families. Their son, Rob and his wife Blanche purchased the site where the Falls Creek Hotel is today. In 1970 Rob’s sister Leonie and her husband Glenn joined the business, and they started operating in 1972. The family has been actively involved in the Falls Creek Community including the establishment of the Falls Creek Primary School and Falls Creek Search & Rescue. Rob also served as a member the Chamber and Resort Management Board. As the next generation stepped into the family business, Rob and Blanche retired to their home in Tawonga South in 2014 and Leonie and Glenn retired to Melbourne in 2017.This brochure is significant because it is linked to a prominent business and family in Falls Creek, Victoria. Falls Creek is a ski resort in the north east of Victoria on the Bogong High Plains. Members of business's (accommodation & restaurants) formed the Falls Creek Chamber of Commerce to promote tourism 'under' the Falls Creek Tourist Area Management Committee. The Falls Creek Tourist Area Management Committee under the direction of the State Electric Commission of Victoria came into effect in 1959 and from then on building sites were leased and building and sewerage controls were applied. In 1979 the Victorian State Government had established the Ski Industry of Victoria working party with a brief report on its operation. These papers give an insight into the business of the Falls Creek Chamber of Commerce in 1984 eg. car parking, noise, closure of the resort due to heavy snow falls, the media and general development of the resort.
