The beginning of standardised weights and measures began In Victoria when the Melbourne Observatory received sets of standard weights and measures, which had been tested in Britain against the then British Imperial standards. These included the primary standard yard and pound for the Colony of Victoria. Other standards of weights and measure held by shires and the administrative body's within the colony could then be compared to these primary standards. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. The checking was done by the Victorian Customs Department in the 19th century, but with the transfer of responsibility for customs to the Federal Government in 1901, weights and measures function was retained by the Victorian Government and was shifted to the Melbourne Observatory. In 1904, a new building was erected at the south end of the Great Melbourne Telescope House, where the standard weights and measures and testing equipment was installed. This room had a large whirling apparatus for testing air meters and became known as the Whirling Room. When the Melbourne Observatory closed in 1944, the Weights and Measures Branch was formed to continue and this branch remained at the Observatory site unit until 1995.An example of a galvanised measuring jug made specifically to maintain government standard liquid measurements that were sold to the public. The probability is that this artifact was made around the first quarter of the 20th century and gives us today a snapshot of how imperial weights and measures were used before decimalisation and how a standard of measurement for merchants was developed in Australian based on the Imperial British measurement system. The container has social significance as an item used in Victoria as a legal standard measure to ensure that goods sold in Victoria were correct given the item is galvanised it was probability used for kerosene or petrol etc not for liquids used for human consumption. HISTORICAL INFORMATION In an article dated 26 March 1963, the Warrnambool Standard reported: “A cannon which has lain on the ocean floor since the barque, Children, was wrecked at Childer’s Cove on January 15, 1839, was raised by three Warrnambool skindivers at the week-end…The cannon, weighing about 750 lb. and 4-ft. 6-in. in length…is in excellent order considering the length of time it has remained under-water”. No conservation measures were taken at that time, other than chipping off the marine growth with hammers and cold chisels. The minutes for the 4 February 1974 meeting of the Flagstaff Hill Planning Board recorded that “a cannon recovered some time ago was lying in the garden of [one of the three original divers] and that it could be picked up at any time”. Peter Ronald, past Manager and Diver for Flagstaff Hill, notes that the CHILDREN cannon would have been recovered by the other divers around 1964. When the cannon came into care of Flagstaff Hill it was given basic conservation relevant to the time. (At the same meeting the Board was advised of the recovery of an anchor from the wreck of the CHILDREN by Flagstaff Hill divers (Peter Ronald, Colin Goodall and Gary Hayden, and Hank Howey and Andrew Coffee), and its interim relocation in the sea at the end of the Warrnambool Breakwater while awaiting conservation). The CHILDREN was owned by the pioneering Henty family of Portland. She was en route from Launceston to Adelaide, when she foundered in rough conditions at Childers Cove on 14 January 1839. The CHILDREN was a small three-masted barque, only 29 metres long and 254 tons weight, with 14 crew members and 24 passengers (including 9 children) on board. The ship was also carrying an awkwardly ballasted cargo of 1500 sheep, 8 bullocks, 7 horses, 5000 London house bricks, 6 whaling boats, and general trade goods. When the CHILDREN was driven into the limestone stack at the entrance to the cove, the seas smashed her into pieces within half an hour, and 16 lives were lost. The CHILDREN was an all-wooden ship, built in 1825 at Liverpool, and her shipwreck in 1839 is one of colonial Victoria’s earliest and most significant maritime disasters. There is little left to mark the tragedy on the seabed now, apart from some of the house bricks intended for the Henty’s Portland Bay settlement. Despite its poor condition, the CHILDREN’s signal cannon remains an important and interpretable record of her demise, (along with her anchor, the bottom half of her ship’s bell, and portions of a brass porthole - artefacts that are also in the Flagstaff Hill collection). In 2015 the CHILDREN cannon will undergo further conservation. (Conservation Management Plan for Victorian Guns and Cannon, South Western Victoria, May 2008, ref W/F/06) The shipwreck of the CHILDREN is of state significance — Victorian Heritage Register No. S116.A 1.3 metre iron 6pdr cannon recovered from the wreck of the CHILDREN. The shape of the cannon tapers from a thick round breech to a flared muzzle, with an 8 centimetre bore, and two side trunnions for pivoting on a wooden gun carriage. It was recovered from the shipwreck site of the CHILDREN by local divers in 1963. This small muzzle-loading signal cannon is in poor and unrestored condition. The cannon’s upper profile of smooth grey metal casing has corroded off, leaving an extensively oxidised rough red surface of crumbling iron. The bottom half of the cannon remains intact although the outer smooth casing also appears to be separating from the iron core of the barrel. Original grey casting is also missing from the breech and muzzle ends of the cannon. This piano was made by Aucher Freres of Paris, said to be famous for its pianos in the mid-late 1800s. Aucher Freres (Aucher Brothers) produced a model of piano that was built specifically for use on sailing vessels, the upright yacht-style piano. Pianos were amongst the domestic goods brought to Australia by many colonial immigrants. They were also imported by Australian distributors by the shipload and sought after by settlers. A piano was often found in a Missions to Seamen club room, where visiting seafarers would entertain or be entertained by music and song as part of their relaxation in port. A sarcastically written news article of January 2nd 1869 reported that the Secretary of the Loyal Liberals of Ballarat, Mr Henry Bell, was presented both with a “illuminated address” and a piano. The piano was made by Aucher Freres of Paris and was purchased for sixty guineas (which converts to around $7,500 Au in 2019). The gift was criticised for encouraging foreign industry rather than native Australian products, thus going against what the Loyal Liberals own protectionist policy. The writer goes on to state that several pianos made in the Colony compared very favourably at the International Exhibition with those manufactured by the English or French. He then says that “… the secretary … might learn a lesson from his piano ... the name Aucher Freres, Paris emblazoned on its front should be … a perpetual reminder of the hollowness of that protectionist imposture …” [Refer to Intercolonial News, Victoria, originally published in The Argus, was repeated in the Wallaroo Times and Mining Journal of South Australia 2-1-1869.] Aucher Freres pianos were still around in 1930. A second-hand model was advertised for sale as a good practice piano. The advertisement was placed by the Mount Gambier, SA, agents for Saver’s Pianos Ltd of Adelaide. The piano was described as “a sound little instrument of good tone and appearance”. The asking price in November 1930 was 32 pounds and ten shillings (which converts to about $2,500 Au in 2019). [Refer to Savery’s advertisement, Mt Gambier Border Watch 11-11-1930]This piano is significant for its connection with the time period of chapel and club room at Flagstaff Hill's St Nicholas Seamen's Church. It represents the form of entertainment enjoyed by seafarer's world wide, which is appropriate for a maritime village. The piano also has two brass candlesticks. The top of the piano is hinged and lifts up to allow access to the piano mechanic's inside for tuning and maintenance. The design of this set of four lightweight chairs is based on Thonet’s bentwood designs, which are still some of the best-selling designs for café and restaurant owners. It is elegant, sophisticated and durable. Some of these chairs still have their original seat, under which the letters “TH” or “RSL” are hand written. Flagstaff Hill has several bentwood chairs with these letters on them, in either chalk, black paint, or both. It is believed that the chairs were used in the original Warrnambool Town Hall, and later the RSL. The Town Hall was completed in 1891, built on the corners of Timor and Liebig Streets. (In 1977 the Town Hall was declared unsafe and was later replaced by the Warrnambool Performing Arts Centre.) Some of the chairs have marks, paper labels and symbols on them that show that the maker was Josef Jaworek, who had a small furniture factory in east Sinensia, which was at that time in Austria, from 1907 - 1914. Bentwood chairs are made by a process of wetting wood in water, bending it into curved shapes, then allowing it to dry so that the shape becomes permanent. This process originated by Michael Thonet, who had been given the right to bend wood into desired curves by the Austrian Courts in 1842. In 1856 he was granted a 13 year patent to manufacture chairs and table legs of bent wood treated by steam or boiling water. In 1859 his company Gebruder Thonet produced his original design. Thonet’s early designs also featured hand carved or laminated wooden seats. His Model No. 14 was produced in the 1850’s and his most popular design. After Michael’s death in 1871 the family went on designing and producing chairs. These bentwood chairs are believed to be associated with the original Warrnambool Town Hall. The Warrnambool Town Hall played a significant role in the both the local government and the social events of local and district areas. The firm Dring and Fage were active from 1790 to 1940 in London and were manufacturers of hydrometers and mathematical instruments they became established in London in 1790 by John Dring, who was a brass worker and hydrometer maker, and William Fage. Dring and Fage manufactured also saccharometers and other instruments used to measure the strength of alcohol. These instruments were primarily used to calculate excises. They traded at various addresses in London and they were at 56 Stamford St. between 1903 and 1938. By 1850 the company was owned by Edward Hall and Edward Jenkin and in 1940 the company became Dring & Fage Ltd, trading till the 1960s. Historically, gauging has meant measuring a volume, these gauging instruments were used by Customs and Excise and manufacturers for determining the volume and contents of liquid containers. For Customs the determination and collection of duty on imported goods which has had a very long history. Chaucer was a Customs Officer as was his father and grandfather, excise was first officially introduced in 1643, with the aim of maintaining military forces raised by the English Parliament at that time. Excise was initially a duty on home produced alcoholic beverages and soap but being easily applied, spread rapidly to a wide range of goods including imports of varying kinds. The government departments of Customs and Excise merged only in 1909 and it is from around this time that our instrument was made and used. The item demonstrates a long social history of the practice of Government's collecting duty on alcoholic beverages and thereby makes this item historically significant as it was used locally at Port Fairy by the ports Customs agents. Hollis Brothers were first recorded trading from 11 Weaman Row in 1840 but appear to have started trading a little earlier. The firm later became Isaac Hollis & Sons and claimed establishment from 1814. Richard & William Hollis were recorded trading in Bath Street Birmingham from 1814 to 1818 so it may be that the Hollis brothers were descended from them. The brothers were Isaac Hollis (1815) and Frederick Hollis (birth date unknown), but Frederick died 20 December 1839. Isaac was recorded in the 1841 census living in Weaman Row. He was a 25-year-old gun and pistol maker, married to Emma 1821. They had two children, Isaac (1837), and Henry (1839). After Frederick died, Isaac carried on trading under the name of Hollis Brothers until 1845 when he re-named the business Hollis Brothers & Co who traded up to 1848. In 1844 Isaac entered into a short term partnership with William Tranter at 10 & 11 Weaman Row, presumably to complete a particular contract or supply certain parts, this partnership lasted until 1849. In 1848 Isaac took in Isaac Brentnall Sheath as a partner, and the firm of Hollis & Sheath was established, expanding into 10 Weaman Row. Hollis & Sheath were licensed makers of percussion breech-loading guns. in 1861 the firm changed its name to Isaac Hollis & Sons on the departure of Isaac Brentnall Sheath. Isaac Sheath died in July 1875 By about 1870 Isaac Hollis and Henry Hollis had taken over the day to day running of the business. Isaac Hollis was responsible for the overall management and the marketing of the firm's products. Henry was responsible for manufacturing. The firm became volume producers of inexpensive trade guns and sporting guns for the South African and the British colonies. In 1870 the firm opened a shop at 44a Cannon Street in London; in 1871 this moved to 83 Cheapside. Isaac Hollis Jnr died October 1875 in Birmingham aged 37. He was never married and in 1876/1877 Henry registered a limited liability company, Isaac Hollis & Sons Ltd, but by 1879 they were again trading as Isaac Hollis & Sons. From 1879 the London shop was at 6 Great Winchester Street. From 1932 to 1933 the London business traded as Hollis, Bentley & Playfair Hollis, Bentley & Playfair finally closed in Birmingham in 1953.The shotgun is not in pristine condition and is not very significant historically or valuable, although made by a well known and respected manufacturer of firearms there are many better examples of Issac Hollis and Sons shotguns in collections and for sale. Marcelling is a hair styling technique in which hot curling tongs are used to induce a curl into the hair. Its appearance was similar to that of a finger wave but it is created using a different method. Marcelled hair was a popular style for women's hair in the 1920s and 30s often in conjunction with a bob cut. For those women who had long hair, it was common to tie the hair at the nape of the neck and pin it above the ear with a stylish hairpin or flower. Accounts vary about the invention of the style, but Marcel Grateau (1852–1936) is widely credited with inventing the hair styling technique in the 1870s. He started with a small salon in Montmartre, Paris where his clients were the poorer classes. As he developed the waving method that would later become the Marcel wave, using heated curling irons, The inventor and stylist emigrated to the United States and changed his name to François Marcel Woelfflé, sometimes reported as François Marcel. He was granted U.S. patents for implements for performing the technique; the first, U.S. patent 806386, entitled "Curling-Iron", was published in 1905, and the second, entitled "Hair-Waving Iron", for an electric version, under the name François Marcel, was published in 1918. His obituary appeared under the name Francois Marcel Grateau in 1936. Originally the irons had to be heated in the fire, but hair easily got burnt until 1924 when electric irons were invented and the temperature could be regulated.
