From the early 1960s, the Forests Commission had pre-season arrangements in place with local aeroclubs and pilots across regional Victoria. Air observers from FCV districts routinely flew during the summer months in small, fixed-wing aircraft on fire spotting missions and to map fire boundaries. The information was often needed quickly by crews on the ground or in the control centre and these small chutes were used to drop messages and maps from the reconnaissance aircraft on a low pass above a cleared area like a football field. About 3-foot long when fully extended, they had a small pouch secured with a press stud for the map or package. The chutes were made from tough canvas with a small, weighted sandbag at one end and a long yellow streamer tail on the other to help direct its fall and locating it on the ground. Drop chutes were still in common use in the 1990s, but the increased availability of helicopters combined with improved digital data transfer made drop chutes redundant. Study of Winter's Swamp commissioned by BEN and completed by BHS. The swamp was named after one of the first European settlers in the district. Winter Swamp LAT -37 32 LONG 143 47, Parish of Dowling Forest, County of Grenville Winter Swamp, on the southwest corner of Ballarat West Town Common, was not included in the original proclamation of the Common in 1861. However, being marshland, it was not considered suitable for grazing, so was added to the Common soon after 1861. Winter Swamp is a large wetland with native and exotic pasture significant for wildlife. John Winter (Jock) was born in Berwickshire, Scotland. He married Janet Margaret Irving the daughter of Robert Irving, advocate, Bonshaw, Dumfries, Scotland. Winter died in Ballarat in 1875 and was buried at the Ballaarat Old Cemetery. He took up the run Bonshaw from 1841; Leigh River Buninyong 1842-46; Junction, Delatite, March 1851 to September 1862; with sons: Carag Carag and Corop, April 1857 to September 1872; Colbinabbin and Stewart’s Plains, April 1857 to December 1872; St Germains February 1867 to March 1871. (The name became Winter-Irving in 1890). Mr John Winter, who died on August 22 at the age of 72, was a man of some note it the mining community of Ballarat. He was a self-made man, and one of our oldest colonists, it being over a quarter of a century age since he took up county about Ballarat and settled at Bonshaw. He died very rich. It is calculated that if he had retained an interest in all his runs, his income must have been not less than £10,000 or £50,000 a year. Some eight or ten years ago he sold his Bonshaw pre-emption to the Bonshaw Gold mining Company for £20,000, and a few years later the ground belonging now to Winter's Freehold Company brought him £50,000 more, the payment being made at the requisition of the deceased in sovereigns. In these relations Mr. Winter has been closely identified with the mining industry at Ballarat. The deceased was a native of Lauder, in Berwickshire, and landed in Victoria several years before the gold discovery.The principle task of this project was the delivery of a report outlining the history of European settlement in the Skipton and Cardigan/Ballarat districts as pertinent to the use of and impact on the natural environment of the two reserves Skipton Common and Winter Swamp. The report was delivered in digital form only. The report, upon completion, was presented to the Network’s Committee in order to discuss the project. The report identified and described the uses of Skipton Common and Winter Swamp, and their impacts. In particular, this report examined farming/grazing (official and informal), mining, vegetation removal (including the removal of woodlands for timber, grasslands for pasture improvement) & use of riparian areas for access to water and timber removal. Recording the more benign and environmentally friendly uses such as picnicking, community activities, nature walks and the roles of organisations such as Field Naturalists’ and Bird Observers’ clubs, school and scout/guide groups will be relevant in helping to depict overall community attitudes towards the reserves; e.g.: has the Common generally been viewed as little more than a grazing paddock and fire hazard; has Winter Swamp always been the unknown natural asset that seems to have been its lot for at least the past 40 years? In this regard, the more contemporary history of actions surrounding the use and management of the reserves is of particular interest, in view of the extant evidence at both reserves; e.g. the actions of the Shire of Ballarat in the 1980s in establishing Winter Swamp as something of a competitor to Lake Wendouree but with a more environmental bent (although almost none of the plants used are indigenous species, but that is part of the story); the trotting track constructed on Skipton Common in the 1960s following representations to Premier Henry Bolte and the cropping of the western section of the Common to raise funds for the town’s new swimming pool, the fertilizing of the land putting an end to the native grassland vegetation. There are obviously multiple sources of information to source in preparing the report, however sources that the contractor is specifically requested to consult are the Skipton Historical Society, the former Skipton Common managers (specifically Graeme Pett), the Cardigan Windermere Landcare Group and the Learmonth Historical Society (believed to hold many of the former Shire of Ballarat’s records pertaining to the Council’s role as the Committee of Management for both Winter Swamp and the Ballarat West Town Common – Winter Swamp was split between 2 separate Crown Land tenures). The contractor is also encouraged but not required to utilise community newsletters, such as the Skipton Community Newsletter, to publicise and seek information about the project. The tenant lived at the mercy of the resident landlord. Home was a one-roomed house, a chimney of wicker work plastered over with mud or just a hole in the roof. The walls might consist of mud too, or sods of grass. Any windows, were rarely glazed and would be open to the elements all year round. The Pig, if any, was kept in the house, the most valuable possession. Sold for cash at local market. The main items in the house were a potato pot and water bucket. As well as mother, father and children, there could well be grandparents all living in the same cramped conditions. The family would sleep on rushes or straw lain on the floor. Most tenants were tenants 'at will ', which meant they could be evicted at the 'will' of the landlord. Some had a lease for the life of the father and the eldest son, and this meant they were relatively safe from eviction as long as they could pay their rent. There was a tradition of passing on a portion of your land from father to each of the sons, who would build a small dwelling, and in turn pass a portion onto their own sons. This cycle of subdivision meant that many families were surviving on a tiny plot of land from which to derive a crop of potatoes for the year. Women worked hard in this environment, rearing children, cooking, cleaning, tending to any animals such a pigs or chicken and when needed, helping in the potato field. Life was dictated by the annual rent due to the landlord. Other typical expenses could be the Hearth Tax (actually charged by the number of fire places in a house) Turf, Hay (for any farm animals) and tithes. A tax known as the tithes were calculated at one tenth the value of everything saleable. Tithes were a bitter issue. They were for the support of the Church of Ireland, Protestant Bishops and Ministers, and a cess tax for the construction and maintenance of Protestant Church buildings. The problem being that the vast majority of those paying the Tax were Catholic and paying to support something that was contrary to their beliefs. Potatoes were the staple diet from September through to the end of Spring of the following year. But the summer months were months of hunger and hardship as they waited for the following harvest to come in Autumn. During these months people had to resort to eating anything they could find; turnips, cabbage, even wild grass, nettles, wild berries and dandelions. Those who lived close to the sea would collect seaweed and use it spread on their land as a form of manure. The dependency of so much of the population on the Potato as their sole source of food was to prove disastrous during the Famine years. Dear Mark, Thank you for giving us the opportunity to speak for Peter Ellis. We know Peter to be a worthy candidate for the award and I think that most people that know him would agree. I had been putting together a nomination for Peter that was suggested by a couple at our club meeting on a night when Peter was not present. Everyone felt that he should have recognition for all the work that he has done and it was unanimously voted on. I was given the job. As someone else has beaten me to it I now can speak for him on my own behalf and in my role as secretary of the Bush Dance & Music Club Inc. Peter Ellis is a very good friend of mine and I have known him since April 1975 when we met at a Saturday night dance. At that time there was a small group of us that went around the dances. We would go 100kms to find dances that were not on the average programme, dances such as The Lancers, Albert's, Waltz Cotillion and lots of Polkas. We bemoaned the fact that they appeared to be dying out in the Towns and Cities so we tried to get the Bendigo Old Time Dance Club of which we were members, to introduce these dances on to the programme, but they were not interested. After a lot of discussion Peter, Maurie Rayner, myself and several others decided to start our own dance club where we could do the dances that we liked, and to endeavour to keep them alive. We formed the Sandhurst Dance Club in June 1979 (renamed ten years later as the Bush Dance & Music Club of Bendigo Inc.) In 1981 Peter made two attempts to form a band for the club and in 1983 the 'Celebrated Emu Creek Bush Band' was born, with Peter as the leader. Later Peter set up a junior section of the Emu Creek Band and some of these children grew up to become competent musicians and leaders of their own bands/Groups. Peter's friendship with the late Harry McQueen of Castlemaine led to and increased knowledge of the dances, calls for the sets and the various tunes used. Peter joined the Wedderburn Old Timers Orchestra in late 1979 and travelling around Victoria and interstate with them was of immense help in learning to MC dances, call sets acoustically and in collecting new 'old dances' and tunes. He met elderly MC's who gave him information on the way that they ran the dances in the old days. It was also an introduction to playing items at concerts and in reviving much of the old traditions of the bush. Demand for the tunes for dances led to Peter compiling a series of three books called 'Collectors Choice' which were published by the Victorian Folk Music Club in 1986, 1987 and 1988. 1988 was a very busy year for Peter and The Emu Creek Bush Band as they recorded two double music tapes for the club 'The Merry Country Dance' and 'The Waltz the Polka and all Kinds of Dancing' which were in much demand at the time. Also in 1988 he collaborated with the late Shirley Andrews and they co-authored the book 'Two Hundred Dancing Years and how to celebrate them with a Colonial Ball' for the Bicentennial of 1988. this publication, was instigated by the Government backed Bicentenary Committee, and distributed free to every municipality in Australia. In 1996 The Emu Creek Bush Band and Peter recorded and produced a single CD called a Friday night at 'The Spring Valley Hop'. In 1998 The Bush Dance & Music Club again happily agreed to financially back Peter to produce a series of CDs. The first thing he did was to revive and update the 1988 music tapes for CD. The first of the Qadrille Mania series of double CDs with companion call books was launched in 1999 then in 2000 and 2001. then the triple CD called The Waltz Polka & all kinds of Dances in 2002 followed by the Merry Country Dance CDs in 2005, 2006 and 2007. There were six double CDs and one triple CD produced which was a major undertaking that went on for eight years. The CDs have a great many tunes that Peter collected over the years mixed in with well known tunes and there are very few repeats. During this time we applied for a Grant from the Victorian Government to publish a book on the social History of country dances and dance instructions with Peter as the author. We were successful and published it in 2005. Our CDs and book have all been lodged with the National Library of Canberra as has all Peter's sheet music, boxes of it, as well as everything he has produced. At the 2005 Canberra National Folk Festival, at a meeting of collectors, it was stated that Peter has the largest collection of dance related material in the National Library. Peter compiled and produced his own project a triple CD called 'Take Me Back to Bendigo' in 2002. 2006 Peter and Emu Creek Bush Band produced another single CD 'Bush Concert Vol one Back to Goornong'. 2008 A pet project of Peter's was compiling and producing a double CD for the Wedderburn Old Timers it was of all the recorded material performed by them at concerts and taped by friends and fans. It was funded by Gavan Holt a son of the late Lindsay Holt an original 'Old Timer'. Recent publications are a book mainly music 'Music Makes Me Smile' a tribute to Con Klippel and the music of the Nariel Valley near Corryong Victoria. Peter Ellis & Harry Gardner 1998. The Waltz, The Polka & All Kinds of Dancing' a sheet music book for musicians supported by the Folk Song & Dance Society of Victoria. 2007-8 not sure of year. Peter has been involved over the years in collecting music and dance by himself and also with Rob Willis and the late John Meredith for the National Library in Canberra. He is continually asked for information and to write articles for people and to verify points re dance and music. He corresponds with like minded people overseas and frequently goes off to Folk Festivals all over the country, usually running dance classes, musician's workshops or just playing for dances. He is an excellent musician and plays Piano, Button Accordion, Concertina, Mouth Organ, Tin Whistle, Ukulele, Spoons and the Bones. He is regarded as one of Australia's foremost collectors and presenters of Australian traditional dance tunes, dances and some musical instruments. Over the years I have heard him referred to as the Guru of folk dance and music. Peter lives and breathes for this passion of his and always has several irons in the fire. He is a life member of The Bush Dance & Music Club of Bendigo Inc. The Victorian Folk Music Club, and The Bendigo Field Naturalists Club. He was a recipient of the David Squance Award in 1994 presented by the Folk Song & Dance Society of Victoria. Over the last twelve months for the folk magazine 'Trad & Now' he has written articles on the old dances and music and this is an ongoing project. This has led to our clubs present project which is the filming of the dances to be shown on UTube as it is referred to in the magazine. This involves members in hours and hours of practising the dances then filming them, and all with Peter's expert teaching and watchful eye on everyone. The Bush Dance & Music Club are and always have been behind Peter wholeheartedly in everything that he does and we are extremely proud of what he has achieved. His drive and enthusiasm for the preservation of music and dance is catching. People like Peter are absolutely necessary in finding and preserving our Australian Heritage, without them it would be lost forever and Australia would be a great deal poorer for it.
