Kew was gazetted as a Municipality in 1860, as a Borough in 1863, as a Town in 1910, and as a City in 1921. Under a conservative Victorian Government, led by premier Jeff Kennett, Councils across Victoria were amalgamated, including the City of Kew, which was joined with the Cities of Hawthorn and Camberwell to form a new City of Boroondara (1994- ). This is one of two photographs recording the last Kew Council and senior corporate staff in 1994. ‘The Fading Dream of Australian Home Ownership’ was made by Judy Turner in 1989 for her son Nicholas (then 14 years) after a family discussion about mortgages and rising interest rates (17% at the time), out of concern for his generation. “Perhaps this will keep my son warm when he can’t afford a house”, wrote Judy at the time. As a quilting teacher for over thirty years, Judy was well aware of the ‘wagga’ tradition of making do with what you have and reusing resources to make something useful. The quilt was made using approximately 270 different men’s woollen suiting samples. The fabrics in the quilt were a gift from Micheal Haze who was a travelling men’s ware salesman and friend of the artist’s late husband. The suiting samples were used just as they were, without cutting, and are stacked liked house bricks. The pieces have been machine pieced and tied. The quilt has woollen backing, with no batting. Judy’s son Nicholas, always interested in drawing, and keen to see what his mother was making, helped with the drawing and design of the house. The quilt has been exhibited in Canberra, Armidale and Sydney and featured in publications in Australian and Japan. Judy’s work has been exhibited Nationally and Internationally, including in Japan, Korea, Germany, Switzerland and the United States of America. Judy’s work has featured extensively in publications around the world, and has received many awards. Her work is held in public and private collections across Australia and the USA. As well as a successful career as an artist, Judy spent three decades imparting skills to the next generation as a patient and skilled teacher. ARTIST STATEMENT The medium of my artistic practice is quilt making and my focus is the use of colour and speedy, accurate and efficient methods of making successful quilts. In 1995 I developed an original technique of applying woollen yarn to a woollen background, focusing on the subtle blending of colour to express an idea. The cartoon was drawn by John Nathan, one of the final year students in the first class to graduate with the diploma of Licentiate of Optometric Science from the Australian College of Optometry. His father was Bertram Nathan who played important roles in obtaining registration of optometrists in 1934 and on the Council of the College. John was to become Director of Studies from 1950 to 1964 and President of the College from 1969 to 1978. He also paints in oils.This cartoon is significant to the Australian College of Optometry as a piece of memorabilia from the class of 1944. From 1988 to 2021, Legacy held a public speaking contest for young secondary school students. It was initially called the Junior Plain English Speaking Award (JPESA) and later called Legacy Junior Public Speaking Award (LJPSA). Schools were eligible to send along up to 4 representatives to compete in a preliminary round. Participants gave a four minute prepared speech and a two minute impromptu response to a topic. This badge was awarded to participants in the Preliminary Final. The following was taken from a programme in 1996: "The Award aim is to promote enhanced oral communication skills for 12-14 year old students and to help young people appreciate the ideals of Legacy - voluntary service, caring and comradeship - and the need for remembrance. Minister for External Affairs Lord Richard Casey visited International House in January, 1957, its first year operating as a residential college. Lord Casey was Minister for External Affairs in the Liberal-Country government from 1951 to 1960, becoming involved in patronage of International House with his wife, Lady Maie Casey. Thean Pak Ken, pictured here, was one of six Malaysian students to attend International House in its first year.
