Nathan Spielvogel was a local historian. The Spielvogel Papers consist of the articles he prepared for a series of weekly talks on Radio 3BA in 1936 and 1937. In 1980 M.B.John was Council President. In 1980 the School of Arts moved into their new building, 1870 Founders Hall was financed - at a cost of $800,000 - from the proceeds of the SMB Centenary Appeal, and was completed late in 1980. Extensive work was carried out on the Student Residences and the former Education Department Hostel in Victorian Street. The amphitheatre adjacent to the eastern side of the Education Buildings was constructed, together with the nearby disabled ramp. Negotiations with the Shire of Buninyong were continued for access to the campus from the Green Hill Road. Following the creation by Act of Parliament in 1978 of the Victorian Post-Secondary Education Commission (VPSEC) amendments to the same Act early in 1980 made provision for the repeal of the VIC and SCV Acts. From mid-December 1980 these latter two bodies ceased to exist when the provisions for repeal of their Acts were proclaimed. The Victorian Institute of Colleges had been set up in 1965 to aid in the co-ordination and development of a number of non-university tertiary institutions that affiliated with it from 1965 on to become Colleges of Advanced Education. In taking up this role which had been spelt out in 1964 by the martin Committee, the VIC broke new ground in a whole range of operations. It became responsible for the physical development of new building programmes and new campuses from many of its colleges, for the procurement of operating funds from the Commonwealth, for the accreditation of new courses of study, for the first non-university degrees to be awarded in Australia and so on. The Former Ballarat Institute of Advanced Education (the tertiary division of the School of Mines) was affiliated with the VIC from the outset and its progress towards a new status, rapid growth and vastly improved physical resources was closely linked to and dependent upon the efforts of the VIC. The similar co-ordinating authority - The State College of Victoria - was established in 1973 to similarly foster the autonomous development of the former teachers colleges. its early work was highly influential in the transition of the Ballarat Teachers' College into the State College of Victoria at Ballarat. On the merging of the BIAE and the SCVB in 1976, the new college continued under the co-ordination of the Victorian Institute of Colleges. The major contribution made to the progress and stature of became the Ballarat College of advanced Education by both the VIC and SCV, and their Councils and officers, over the formative years of rapid change and evolution is acknowledged and recorded with appreciation. Such efforts by the two central authorities have markedly assisted in bringing the College to the present point where its accumulated experiences and traditions provide a sound basis on which it can confidently and responsibly exercise the greater autonomy gradually passing it. Newspaper clipping documents deputations to the Minister of Public Works for grants to be made available for repairs to bridges and roads damaged by heavy flooding in 1933, in particular, the replacement of a stone and concrete bridge over the Leigh River at Garibaldi in the Buninyong Shire. At the time I was a Buninyong Shire Councilor and as such I was Buninyong's representative on the then Ballarat Development Committee. At one of our meetings we received a request for information on a suitable site for a technology park. The requirements were for a site adjacent to a tertiary institution, secluded for security purposes and large enough to contain such a development. The next morning I contacted our Shire Engineer at the time, Newell Barrett and we drove around the area we both agreed that the current site was the most suitable we saw to meet the requirements. At the time it was owned by George Morrison. however the original enquiry to the B.D.C. came to nothing but the Shire Council and the B.D.C. decided to investigate the possibility of the site becoming a technology Park and information was collected. At about this time Mr Morrison put the property on the market and it was bought by a Ballarat builder, Mr John Beaumont, with the idea of developing it as a residential area. Council then arranged a meeting with Messrs Morrison and Beaumont to discuss the matter. I remember Mr Morrison saying he did not care what was done with it he just wanted to sell it and move down to the coast. Mr Beaumont, on the other hand, said he wasn't ready to retire yet and the idea interested him. As a result a committee consisting of the B.C.A.E., B.D.C. and Buninyong Shire Council (and Mr Beaumont) was formed to plan the development and rezone the area to technology park. It was previously zoned residential land and would seem to have been suitable for sub-division and residential development - its close proximity to the College being a major factor in its favour. The point of this is if Mr Beaumont had insisted on pursuing his original plan and had opposed the rezoning, I am quite confident he would have won an appeal at the A.A.T . (Administrative Appeals Tribunal - forerunner of V.C.A.T.) and the I.T. centre would not have got off the ground and the area would be covered with houses. But Mr Beaumont did go into the project with enthusiasm and the first stage was commenced on the 3rd August 1989 when the first sod was turned by Hon. David White, the Minister for Industry, Technology and resources (See the Courier 4th August 1989) Mr Beaumont went overseas to study similar parks and look for tenants. Unfortunately government did not support the project as they have now and apparently Mr Beaumont was ahead of his time for the private sector so Mr Beaumont could not continue the development and the site eventually passed to the College. I personally think more could have been done ... The work done by the Buninyong Shire Council and Ballarat Development Committee seems to have been forgotten as according to the Courier December 21, 2000 we are told the Park opened in 1995 as a joint venture between the City and the University. As a former Councillor said to me on the day "What happened to the plaque David White unveiled in 1989!" If there is any other information you want, please contact me. Annie Aurelia Jones was born on 22 November 1903 at Buninyong. She was appointed to the staff of the Ballarat School of Mines in 1921 as a Typist and retrenched on 31 December 1922. She was reappointed to the staff on 25 May 1923 as a junior clerk. She retired from the Ballarat School of Mines on 18 July 1962. Annie Jones died on 05 January 1984 at Melbourne, and is buried in Buninyong Cemetery. . Ruby Helen Lonie was born on 09 July 1895 at Ballarat, the daughter of Hugh Lonie of Rothesay, Scotland and Jan McLean from Ballarat. Ruby Lonie was employed on the administrative staff of the Ballarat School of Mines from 1914 to May 1960. She died on 23 December 1979 at Ballarat. The Ballarat School of Mines Annual Report 1935 reported: " I also desire to make special reference to the splendid work performed by Miss R.H. Lonie and Miss A.A. Jones in carrying on the work of the Office during the late Mr Robinson's illness and since his death. The highest praise is due to them for the excellent services they have rendered and I feel very strongly that every effort should be made to obtain a grant from the Department in recognition of the additional services they were called upon to perform."Four typed quarto pages relating to the salary of Miss Ruby Lonie and Miss Annie A. Richard and Amelia (Job) Vincent arrived from Cornwall in 1855. richard was a farmer at Warrenheip. Their children were Richard, Mary, Thomas Job (died in infancy), Thomas Job, Annie, Emily, Selina, Amelia, Ada and George. Annie Vincent married Edward huggins in 1884. Their children were Edith, Robert, Ada, George, Stella, Roy, Lillian, Harold and Ronald.
