The pennant was part of the collection owned by Helen Veitch when she was a student at the Ballarat Teachers' College in 1948. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University. "Wangaratta's Own", the 2nd 24th Battalion was formed in Wangaratta on 1st July 1940, during World War Two. They camped at the Wangaratta Showgrounds, where they trained until they marched out of Wangaratta on 28th September 1940. Before they marched out Alan MacFarlane and the Battalion were presented with the Battalion pennant by Wangaratta Mayor, Cr Thomas Nolan. They fought in . On 28th September 1990, the 50th anniversary of the Battalion leaving Wangaratta, (retired) Alan MacFarlane, President of the 2nd 24th Battalion Association were presented the Freedom of the City and represented with the Battalion pennant by Wangaratta Mayor, Cr Kevin Gleeson & Cr Val Gleeson, Cr Thomas Nolan's son in law & daughter. This was an Army Battalion formed in Wangaratta. The young men interacted with the businesses, sporting & social societies & families of Wangaratta in the early 1940's. A collection of papers made by Betty Williamson for a presentation at RVIB, and includes newspaper articles as well as a potted history of the Club. In the 1960's, the RVIB approached engineer George Glover to produce equipment to allow blind people to shoot, based upon that made available at St Dunstan's Hospital in the UK. The rifle range opened in February 1966 at the rear of St Kilda Road with 30 members, and soon became involved in matches with sighted rifle clubs in the area. The club had many successful years, competing against teams from Canada and New Zealand in 1968, and had the support of ICIANZ which provided them with free munitions as well as teams to compete against. This pennant was donated to the Mission by June Muirhead (nee Richardson) who visited the Mission on two occasions: on the 13 November 2014 and then in 2016. She lived from age 3 to 8, with her parents, Cuthbert (Bert) Richardson and Jane (Jenny) Richardson, and her sister, Edna, in the Cottage at 717 Flinders Street. Her father, was the caretaker of the Flinders Street building between 1943-1949. . In 1943 her father was hired to work at the Mission as a caretaker. The family moved from Wonthaggi. When she lived in the Mission, she would sometimes sneak into the club to look at books and pictures. Some seafarers would give her badges, tokens. One of them gave her this felt pennant. In 1949, the family moved back to Wonthaggi and June started year 5 over there.A number of souvenir gifts and small boxes were apparently available through the Mission To Seamen in the 1940s. This acquisition adds to the small collection of items from the period which could be used to form the core of an informative exhibition. Similar flags were made in other countries depicting an animal (kiwi bird in New Zealand, springbox in South Africa) and other Australian towns.A triangular felted, dark blue pennant with printed cursive inscription and motifs including: the Mission to Seamen Flying Angel flag, an outline of Australia; a Koala wearing a captain's hat; an insignia emblem for the Merchant Navy.
