The 1st Kew Scouts was one of the first Scout Troops in Victoria, being formed in 1909. From 1927 they met in a magnificent Scout Hall in Disraeli Street, Kew until it was demolished in 1993. Still operating (in 2020) from their new Scout Hall on the corner of Kilby Road and Kellett Grove, Kew.Large sepia photograph of a 1st Kew Scout in uniform. Given that it is a large-sized studio photograph that had been framed and kept for decades, it is likely to be one of the founders of the Scout Troop, perhaps Captain Peowrie. Like many of the early Scout Troops, a man with a military background initially led 1st Kew. Having joined the Scout Troop in 1911 or early 1912, Captain Peowrie went on to serve in the Army during the First World War, rejoining the Scout Troop at war’s end. Bill Waters (b. Traralgon 1897, d. Fitzroy 1968) served as Commissioner of the Victorian Rovers, a section of Scouts Victoria, 1930-65. An award is named in his honour. The 1st Kew Scouts was one of the first Scout Troops in Victoria, being formed in 1909. From 1927 they met in a magnificent Scout Hall in Disraeli Street, Kew until it was demolished in 1993. At this time the Scout in charge of a patrol was called a patrol leader (‘PL’) and his assistant a ‘second’ (‘Sec’). Each patrol of boys would chose a patrol name, often an Australian animal or bird. Other 1st Kew patrols called themselves the Kookaburra Patrol, the Kangaroo Patrol and so forth. The shield the Emu patrol is proudly displaying is possibly the trophy for being the ‘Champion Victorian Patrol’. Scouting started in Australia with some informal troops in Western Australia and Victoria in 1907. Scouting was established in Australia in 1908, the year the first Boy Scout training handbook Scouting for Boys was published in England. CHUMS Scout Patrols started forming in Australia in 1908 due to the circulation of CHUMS publication there. R.C. Packer and the Sunday Times in 1908 supported the formation of the League of Boy Scouts. The photograph was most likely taken while the Scouts were camping beside the river one summer, with the programs generally including not only fun and games but also varying training activities. At the time many locals swam in the river. 1924 was well before the construction of major water storage dams and urbanisation of the upper reaches of the Yarra River, which significantly reduced downstream flows and water quality. These days, the Scouts tend to raft and canoe in the Yarra, rather than swim. On front: 1924. The Box Hill Reporter noted on 22 January 1926 that at the monthly meeting of the Surrey Hills Progress Association the Secretary reported that “the ground had been purchased for the Boy Scout Hall, that plans had been prepared, and accepted by the building committee. As soon as the timber was available the work would be proceeded with. The Boy Scout Hall movement has been taken up by the association to try to secure a permanent meeting place for the boys of the district. Up till now they have no fixed place, nor have they had a qualified scout master. Mr. Bert Chenu, one of the committee, has been appointed to that position, and is carrying out his duties energetically. Having raised enough money to purchase the land (situated in Robinson's road, Surrey-Hills near the Drill Hall) the association's committee is now about to erect the building by means of properly organised working bees.” The Association organised markets, card evenings and dances to raise necessary funds. The volunteer labour included the parents of boys who had become scouts, led by builder Robert Hayes of 186 Union Road and his son, who was also a builder. Early ownership is unclear as it is believed that it was not purchased by the scouting movement until 1955. The hall was used by other groups as well as the scouts. Benmont Kindergarten operated on the site from c1930. This is confirmed by oral testimony, Sands & McDougall entries and the Alan Hold property register (part of the SHNC Heritage Collection.) It was also used as a ballet school and for local dances. The hall was situated on a small block of land, just 410 sq m, and in late 2019 it was put up for sale by Scouts Victoria. Most recently home to 1st Boroondara Scout Group and previously 11th Camberwell Scouts, it was sold for something near $1.3M. During May 2020 the modest hall was demolished. Items of significance were removed before the sale by Scout Heritage. A Volunteer Fire Brigade was established in Kew in 1879 and a fire station established in Walton Street, Kew. The Brigade was formally disbanded by the Fire Brigade Act of 1890 and the volunteers replaced by a unit of the Metropolitan Fire Brigade in 1891. The building shown in this rare photograph was constructed in 1893. In the background can be seen a house on the corner of Walton and Peel Streets, one of two, built in 1893 for firemen of the Brigade. An article in The Weekly Times (1 April 1911) records that: "Kew Troop - A,S.M. Williams reports:- The troop under S.M. Kellett. marched to the Kew Fire Brigade station, to receive instruction in fire drill from Mr Gross, the officer in charge, but as he was unexpectedly called away, the S.M. S and A.S.M had to instruct the Troop. Every boy was taught how to sink the hydrant, and how to couple and uncouple the hose. The hose reel was then brought into action, and the boys were divided into sets of six, each division taking its turn in pulling the reel up a hill to the water plug, where the hydrant was quickly sunk by one Scout, two more uncoupling the hose and coupling it on to the hydrant. We have gained four recruits during the last week, and are expecting two more next week."This is a fine, original photograph, probably taken by a commercial photographer, showing the 1st Kew Scouts in front of the old Kew Fire Brigade building in Walton Street in 1911. The building, constructed in 1893 was later demolished in 1941. This is a rare historic photograph of the Station. The reverse details the names and addresses of the Scouts featured in the photograph. An integral part of the Scout program is service to others and working with the fire brigade would have been just one of many such training activities enthusiastically undertaken by the Scouts. The Kew Fire Brigade had hand-drawn fire appliances up until 1919 when a motorised vehicle was purchased. The fire station was replaced by the Belford Road station in 1941 and subsequently demolished. Theodore Hendy (architect) established the 1st Surrey Hills Scout Troop on 18 June 1909. His daughter was Mrs Alan Duck of Blackburn. The first edition of the troop's bulletin 'The Boomerang' was printed in January 1937. The Scout Association of Victoria have no records before 1914.Thereafter records are incomplete. Christ Church Warrnambool was one of the first hosts of the scouting movement in Warrnambool and in 1909 a bivouac was held in the church grounds under Scoutmaster Jones. It became a boys club in 1920 but the scouts were reformed in 1926, the date of this certificate. Vehicles in the Heritage Vehicle Section were maintained as an extracurricular activity of serving soldiers of 8/13 Victorian Mounted Rifles.The 8th/13th Victorian Mounted Rifles was raised as a regiment of the Royal Australian Armoured Corps on 1 May 1948 with Headquarters in Melbourne and squadrons in Sale, Benalla/Wangaratta and Albury. In 1955 Regimental Headquarters moved to Wangaratta and a second squadron was located at Albury. The Sale squadron transferred to 4th/19th Prince of Wales’s Light Horse.
