From Wikipedia: Major General Sir John Gellibrand, KCB, DSO & Bar (5 December 1872 – 3 June 1945) was a senior Australian Army officer in the First World War, Chief Commissioner of the Victoria Police from 1920 to 1922, and a member of the Australian House of Representatives, representing the Tasmanian Division of Denison for the Nationalist Party from 1925 to 1928. Concerned about the plight of fellow ex-servicemen, whose businesses were often failing, Gellibrand banded together with like-minded individuals to form the Hobart Remembrance Club. This organisation aimed to support ex-servicemen by providing employment and support for their businesses. The Hobart Club inspired the formation of Legacy Australia in Melbourne, which over time became a national movement, expanding its scope to the care of ex-servicemen's widows and their families. Sir John Gellibrand is considered to have influenced Stanley Savige to commence the process to form Legacy in September 1923. It was a magnificent residence built in the regency style to the design of architect John Gill and set in landscaped grounds of nine acres and included an ancient Swiss cottage. When Green died in 1861, his executor was his neighbour, William Nicholson (1816-65) who owned Fernleigh immediately to the north in Grey Street, but actually lived in Barham House during his time as Premier of Victoria 1859 - 1860 until his death in 1865. In 1866 Richard Twentyman purchased Fernleigh from the Nicholson Estate and a year later he married Nicholson's widow, Sarah. Both remained at Barham House until June 1870. In 1871 the building was substantially remodelled and re-named Eildon. The portrait of Chief Justice Sir Edmund Herring is significant because of whom it portrays and who painted it. Sir Edmund Herring (1892-1982), had a military career before becoming the Chief Justice of Victoria in 1944. Sir Edmund served as an artillery officer with the British Army in World War One and was awarded the Military Cross. While he returned to the Law between the wars, becoming Kings Counsel in 1936, he continued his military associations through the Australian Militia forces rising to colonel by the start of the Second World War. At the outset of World War Two Herring was appointed as Commander of the Royal Artillery for the Australian Sixth Division. Herring saw service in North Africa and Greece and was in charge of Australian Northern forces in 1942, afterwards working with General Blamey in Papua New Guinea. It was at this time that Herring confirmed the death sentences of 22 Papuans who had been found guilty of murder and treason. Sir Edmund was appointed Chief Justice, straight from his army command in 1944. As Chief Justice he quickly established the Law Reform Committee and after the war oversaw the extension of the Supreme Court buildings, with the creation of new Courts. He was considered an able administrator, but his refusal to appoint Joan Rosanove a Queen’s Counsel throughout the 1950s, did not sit well with many legal practitioners. After his retirement from the Bench, he continued in his many public activities, including trustee of the Shrine of Remembrance and the Australian War Memorial and a member of the Melbourne Grammar School Council, as well as Lieutenant Governor of the State of Victoria a position he held from 1945 to 1972. Herring was also an outspoken social critic, between the wars he had been a member of the White Guard, who were a far right group acting against communism. During the Cold War period of the 1950s, Herring spoke out in favour of the British Empire and the American alliance. This plan is of great significance to the local history of Warrnambool, in particular the Breakwater and its impact on Warrnambool's maritime and trade history. The plan shows the existing jetties at the Port of Warrnambool, plus the partially erected Breakwater and proposed works to the Breakwater by both the Borough of Warrnambool Surveyor and Sir John Coode. The plan was signed 28th February 1879 by Sir John Coode. The legend at the bottom left describes the existing works and the proposed works. The Warrnambool Breakwater Sir John Coode was a British harbour engineer. He was brought to Melbourne by the Melbourne Harbour Trust to advise on works to improve the Port of Melbourne. The Victorian Government commissioned him to present a plan to complete the Warrnambool Breakwater. His original plan was too expensive so he prepared a revised plan for a shorter structure. The work was completed in 1890. The construction proved to be too short to protect adequately from the weather and didn't allow enough depth for larger vessels to come into port. The decreasing trade was further affected by siltation in the bay due to the breakwater, and the completion of the railway line. The situation of the harbour became a real problem that, by 1910, required continuous dredging. In 1914 the Breakwater was extended but proved to be a failure because the work began to subside and by 1920 about two thirds of the harbour was silted up. Alterations made in the 1920's increased the silting problem and by the 1940's the harbour was no longer used. More alterations were made in the 1950's and 1960's. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database. This plan of the proposed works for the existing Warrnambool Breakwater is of great significance to the local history of Warrnambool, in particular the Breakwater and its impact on Warrnambool's maritime and trade history. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database (VHR H2024). It is historically significant to Victoria as one of the most important maritime engineering projects in Victoria in the late 19th century. The Warrnambool Breakwater is of historical significance as one of the most important maritime engineering projects in Victoria in the late nineteenth century. It is evidence of Victoria's nineteenth century investment in regional port infrastructure and the development of Victorian coastal shipping. It is of significance for its association with the English civil engineer Sir John Coode, the most distinguished harbour engineer of the nineteenth century, who was brought to Victoria to advise on works to improve the Port of Melbourne, but was retained by the Government to advise on improvements to the harbours at Portland, Geelong, Port Fairy, and Lakes Entrance, as well as Warrnambool. His projects for Melbourne, Lakes Entrance and Warrnambool were major engineering projects of the nineteenth century. The breakwater is historically significant as a reminder of Warrnambool's early maritime history as a Western District port, and as one of Victoria's major 'outer ports'. Arthur was a well-known Surrey Hills identity until early 1990s. He was a welder and ran his business from his home at 55 Sunbury Crescent. His father had been a hansom cab owner/driver changing to taxis when cars took over. Arthur known to most locals as "Tiger" was a mine of information on local history and supplied many photographs of Surrey Hills. REF: Oral testimony - Rudi Mineur, 22/7/2019: Arthur was born at 55 Sunbury Crescent and was an only child; he lived all his life there, and did not marry. This photo was taken at the home in Sunbury Crescent of Rudi and Betsie Mineur. Rudi worked as a taxidermist and often had large fish to mount as trophies. This photo was taken at Arthur's request as a ruse. He did not catch the fish. Arthur was the only son of Frederick Adolphus Lyons (1891-1980) who was born in Surrey Hills, son of Thomas and Catherine Lyons. He married Elizabeth Ruby Hall in 1918. They lived at 55 Sunbury Crescent. The Lyons’ home was called ‘Knopshambury’ - this was probably a misspelling of Knockshanbally in Co Kilkenny, the birth place of Fred’s father, Thomas Edmund Josias Lyons (1846-1915). Arthur Lyons was born in Surrey Hills on 12 Jun 1920. He became a motor mechanic / welder and lived at 55 Sunbury Crescent. This is one of a series of photos donated by Arthur Lyons. The donation was made while he was in hospital. He died shortly afterwards (23 Sep 1990). Donation was finalised by a neighbour, Mrs Florence Ann Armitstead, wife of Glen Victor Armitstead. Glen was a local hairdresser. They moved to 11 Sunbury Crescent after their marriage in 1939. Arthur had no relatives to distribute the material to.
