Ian Gordon played a prominent part in both the development of the Mt Helen Campus and in the progress the Institution made prior to becoming a University on 01 January 1994; In 1973 he was appointed President of the Council of hte newly created State College of Victorian at Ballarat (SCVB) which absorbed the former Ballarat Teachers' College. As President, he led the merger of the SCVB with Ballarat Institute of Advanced Education (BIAE), the tertiary division of the School of Mines and Industries, Ballarat. Out of the merger the Ballarat College of Advanced Education (BCAE) was established on 01 July 1976. Ian Gordon, a partner in the Ballarat law firm Heinz and Gordon, became the first Vice-President of the new Council and was involved with the plan to transfer the former SCVB to the Mt Helen site. In June 1981, Ian Gordon became President of the Council of BCAE and held that position until June 1989. He remained a member of the Council of the BCAE (later Ballarat University College) unti l31 December 1993, the eve of the creation of the University of Ballarat. He was the only person to remain a member of the BCAE and the BUC Councils for the whole of their existence. Academic gowns distinguish between the University's senior office holders and our graduates. Federation University's Chancellor wears a blue robe that is trimmed with gold and features a gold embroidered frog at the shoulder and gold oak-leaf braid below the arm hole. The Deputy Chancellor and the Vice-Chancellor also wear blue robes, with gold trims and different designs inclorporating the gold oak-leaf braid, ord or tassels. The Ballarat Junior Technical School (BJTS) was the junior division of the Ballarat School of Mines.The honor board was unveiled on 17 June 1922 by Sir Alexander Peacock, the Minister for Public Instruction. it was witnessed by a large gathering of parents, friends, students, past student, Albert Steane (Headmaster) and the president, Council and Staff of the Ballarat School of Mines. At the conclusion of the ceremony the junior Technical School was opened for public inspection and afternoon tea was provided by a ladies committee. The Honour Board contains 28 names and of these only one lost his life on active service. this was Francis G. Davis. After the unveiling his father, A. Davis, planted a tree in the grounds of the Junior Technical School in memory of his deceased son. The following names are on the Honour Board Adair, S.H. Carolyn Blackman took up an appointment to teach Chinese at the University of Ballarat (UB) c1992. During her time at UB she developed, coordinated and taught Chinese language and associated Asian studies. She was the Director of Asian Studies Unit, University of Ballarat. Prior to this Carolyn was a broadcaster in Chinese at Radio Australia. She moved to Singapore in 1968 and worked in broadcasts of Radio Singapura. She was also a foreign correspondent in Taiwan. In 1976 Carolyn Blackman set up Chinese language and studies at Melbourne Grammar School. Carolyn was appointed Director of the Centre for International Business at UB, and served on the Victorian Executive of the Australia China Business Council.
