The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. Plan, Melbourne & Metropolitan Board of Works : Borough of Kew : Detail Plan No.1564, 1905
The Melbourne and Metropolitan Board of Works (MMBW) plans were produced from the 1890s to the 1950s. They were crucial to the design and development of Melbourne's sewerage and drainage system. The plans, at a scale of 40 feet to 1 inch (1:480), provide a detailed historical record of Melbourne streetscapes and environmental features. Each plan covers one or two street blocks (roughly six streets), showing details of buildings, including garden layouts and ownership boundaries, and features such as laneways, drains, bridges, parks, municipal boundaries and other prominent landmarks as they existed at the time each plan was produced. (Source: State Library of Victoria)This plan forms part of a large group of MMBW plans and maps that was donated to the Society by the Mr Poulter, City Engineer of the City of Kew in 1989. Within this collection, thirty-five hand-coloured plans, backed with linen, are of statewide significance as they include annotations that provide details of construction materials used in buildings in the first decade of the 20th century as well as additional information about land ownership and usage. The copies in the Public Record Office Victoria and the State Library of Victoria are monochrome versions which do not denote building materials so that the maps in this collection are invaluable and unique tools for researchers and heritage consultants. A number of the plans are not held in the collection of the State Library of Victoria so they have the additional attribute of rarity.Original survey plan, issued by the MMBW to a contractor with responsibility for constructing sewers in the area identified on the plan within the Borough of Kew. The plan was at some stage hand-coloured, possibly by the contractor, but more likely by officers working in the Engineering Department of the Borough and later Town, then City of Kew. The hand-coloured sections of buildings on the plan were used to denote masonry or brick constructions (pink), weatherboard constructions (yellow), and public buildings (grey). In 1905, when Plan No.1564 was printed, that part of Kew bordered by Brougham Place (now Daniell Place), Mount Street, Sackville Street and Ross Street was already the location of a number of large mansions. Here, subdivisions, at least at this stage, produced larger blocks than in Central Kew. Many of the houses on this plan are named: ‘Faybrook’, ‘Northumbria’, ‘Parkholm[e]’, ‘Dunboe’, ‘Katoomba’ and ‘Eschol’ fronting Sackville Street. Eschol was once the home of the manufacturer Robert Harrison, whose cordial factory in Spring and Argyle Streets Fitzroy are noted on the Victorian Heritage Register. ‘The Hawthorns’ on the corner of Brougham Place and Mount Street was the home of the medical practitioner Frank William Fay, who won the military cross and other honours for conspicuous gallantry and devotion to duty in World War 1.melbourne and metropolitan board of works, detail plans, mmbw 1564, cartography -

In Kew’s Civic Century (1960), Cr. W.D. Vaughan described William Dickie Birrell M.B.E. (1899-1974) as follows: “Mr. W. D. Birrell, who had been on the staff of the Country Roads Board after his return from active service with the First A.I.F., was appointed assistant town clerk on February 15, 1921. On Mr. Harrison’s retirement he was appointed town clerk and city treasurer, and has given outstanding service. His knowledge of municipal administration has been acknowledged by the Government calling on his services to advise on amendments to the Local Government Act. He is a past president of the Town Clerks Institute, and on the nomination of that body was honoured by Her Majesty the Queen in 1958 with the award of the M.B.E. He still occupies the position and is held in the highest esteem not only by the Kew Council, but also by local government administrators throughout the metropolitan area.” (page 132) He died on 7 May 1974, and his ashes were interred at the Boroondara General Cemetery. This portrait is one of a series of mounted and framed photographic portraits of Mayors and Town Clerks of the former Borough, Town and City of Kew, for the period 1863 to 1969. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series. Framed portrait of W. D. The mounting and framing of the photograph follows a typical layout or style in that it each is framed in dark wood, glazed, and laid down on an inscribed board. The inscription identifies the name of the town clerk and the year/s that he served.W.D. It is thought the signs were used for Ballarat's Gold Centenary in 1851.Seven window signs by Keith Rash painted onto wallpaper. The signs were designed to sit in shop windows to tell the history of the shop of company. .1) In 1862 Eurgene Bourdet conducted the "Imperial Dining Rooms" here. Board 20/- Board & Lodging 25/- week .2) On 16th Feb. 1853 at the Government Land Sale, Mr C.N. Thorne purchased this area. In 1893, R. Ludbrook used this property as Auction Rooms. .3) McArtney & aldred first occupied these premises in 1856. There were coachbuilders. .4) From the Single Storeyed wooden building once her J.P. Clarke operated as a carrier until 1865. Welsh & Surplice took over as Estate Agents until 1870. .5) Dr James Stewart built this property H.G. Harrison, 1957. J.C. Proctor 1862, John Stokes 1865, were chemists here. In 1856 The Savings Bank commenced here. W.H. Pooley, actuary .6) Wm Moss, tinsmith, occupied this site in 1865. Thos. Freeman,a uctioneer in 1882. .7) Doig & Cant. Gasfitters & Plumbers came here from Main Road in 1866. After 38 years A. Minutes, Victoria Institute of Colleges Minutes (selected), 1967-1969
In 1966 E.J.T. Tippett, President of the Ballarat School of Mines Council was on the interim council and committee member of the Victorian Institute of Colleges.Foolscap typed Victorian Institute of Colleges (VIC) minutes .1) Minutes of the inaugural meeting of the Victorian Institute of College held at the State Electricity Commission of Victoria, 15-23 William Street, Melbourne on 26 June 1967. This meeting followed 25 meetings of the Interim Council. The Council included E.J. Barker of the Ballarat School of Mines, representing principals of affiliated colleges outside the metropolitan area. .2) Building Committee minutes of the Victoria Institute of Colleges, 11 April 1969. These minutes mention Ballarat Institute of Advanced Education including the request for approval to purchase recording double beam spectrophotometer, Logic panel for Hitachi 505 analog computer and Nuclear-magneto-resonance gaussmeter system). The also requested approval to appoint L.H. Vernon and Associates and G.J. Harrison as joint campus planners, and outlined how water would be supplied to the Mount Helen site. The minutes outline a request for State.Commonwealth approval to purchase a concrete testing machine and an Hydraulic Flow Channel for Yallourn Technical College. The request was moved by E.J. Barker of the Ballarat School of Mines. .3) 'Colleges of Advanced Education - The Vision and the Reality' an address delivered at the Diploma Conferring Ceremony, Yallourn Technical College by R.E. Parry, registrar of the Victoria Institute of Colleges on Friday 18 April 1960. .4) Minutes of the Victoria Institute of Colleges Buildings Committee minutes, 8 November 1968. William James Capewell, Ernest James Andrew and George Harrison all of Eltham collected the sum of £150 towards the purchase of Lot 20 Henry Street and whereby a Contract of Sale dated 30 December 1921 agreed to purchase (as Trustees of The Eltham Hall to be used in perpetuity for the benefit of the inhabitants of the Eltham District) the land, furniture, fittings and chattels from Jack Alfred Harrison, George Hugh Bird and Edward Samuel McColl for £750. The first President was declared to be Ernest James Andrew, Honorary Secretary, A.J. This hall was eventually replaced with the new Shire Offices and Hall built on the corner of Arthur Street and Main Road, which was opened in 1941. George Birchall replaced George Harrison 6 August 1925 but after being absent from the State for more than two years and William James Capewell and Ernest James Andrew desirous of being discharged as Trustees, under the power of appointing new Trustees vested in the Committee, the Committee resolved on 14 November 1935 that Albert Henry Charles Price, Cecil Martin and Albert John Fahle should be Trustees in place of George Birchall, Ernest James Andrew and William James Capewell however the said resolution was never carried into effect and the said writing was never completed. Subsequently in 1940 Albert Henry Charles Price, Cecil Martin and Albert John Fahle each resigned in writing as Trustees even though never appointed and so the Committee appointed John Neville Burgoyne, William Hickey and David Andrew Lyon as Trustees in place of William James Capewell, Ernest James Andrew and George Birchall. Hugh D.T. WIlliamson C.B.E. was born in Ballarat on 04 February 1901 and died on 20 December 1985. "He witnessed first-hand the difficulties of rural life exacerbated by a world war that had stripped whole towns of their young men, and the long, lean years of the Depression were to define the way he lived the rest of his life. Hard work, constancy, eschewing wastage of any kind along with a hunger to seize opportunities wherever they presented themselves were the principles that informed his life and career and which, in time, gave rise to a commitment to others and to organisations and communities in which he saw the same ideals. Hugh attained the rank of Honorary Colonel in the Salvation Army and attained its highest award in 1978 when he was presented with its Distinguished Service Medal. In his time with the Salvation Army, Hugh helped establish the Red Shield Appeal and established scholarships to support senior officers to obtain business management training at the Australian Administrative Staff College in Mt Eliza (operated from a property formerly owned by Sir Reginald Ansett). He began his working life at age 16 at the Ballarat Banking Company. He steadily worked his way up through the ranks of the banking industry to become General Manager of the ANZ Bank from which he retired in 1961. Lemonade, Non-alcoholic Hop Beer and milk bottlkes recovered from Killeavey give an insight into the types of drinks consumed by the Morrison family. Beatrice Wanliss Irvine was the daughter of former Victorian Premier Sir William Irvine. From age 13 she lived at “Killeavey” off Laughing Waters Road (later accessed from Reynolds Road). In 1923 she married James Morrison and the couple received Killeavey as a wedding gift. The property supported fruit and vegetable growing as well as an impressive botanical garden. But James died in 1936 after a period of ill health, leaving Beatrice to support their six children. The Killeavey house was built atop a cliff, 40 metres above the Yarra River. The garden was designed in 1910 by William Guilfoyle who was the second director of the Royal Botanical Gardens. The house was totally destroyed in the Black Friday bushfires in 1939, but was rebuilt. Beatrice continued to live at Killeavey and became well regarded as a botanist and naturalist. She died in 1989 and is buried in Eltham Cemetery with her husband and one of their sons. The (rebuilt) house was demolished by Parks Victoria. It contains significant garden remnants.
