Eltham Town Park was partially constructed on a tip site. The park and lake were landscaped in 1973-1974. As early as late 1980 a proposal to rename it Alistair Knox Park was met with significant community resistance with a petition of 1600 signatures against however Council ultimately pushed the name through in 1987. Many residents continued to call it Eltham Town Park for some years later. SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. The new Eltham Library was opened 22 May 1994 and celebrates its 30th anniversay in 2024. This audio recording, presented by Harry Gilham, President of Eltham District Historical Society at the time of the opening is a summarised history of the Eltham Library service to 1994. Eltham Library Service 1930s - 1994 Originally collated by Harry Gilham, President, Eltham District Historical Society Inc (1993-2009) (edited 2022) In the Eltham township area, in the early 1930s, library books for adults were available from E J Andrew's newsagency in Main Road. In the newsagency come haberdashery, some shelves were set aside for a lending library of adults' books. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. Since 1994 the library has undergone a major extension to cater for children’s services and others. The sugar bowl is part of a larger dinner set which includes tea cups, saucers and dessert bowls. The set was specially made for the City of Caulfield council to be used during special events and official dinners and functions.The sugar bowl is from the first official dinner set specially made for and used by the City of Caulfield council during the late 20th century.The object is a hard, white, glossy ceramic sugar bowl with matching lid. It has a ring of gold lustre around the rim of the bowl and the edge of the handle of the lid.The body has "City of Caulfield" inscribed on the front underneath an image of the City of Caulfield crest. Believed to have been taken bewteen Croydon Railway Station and the Dorset Road bridge. Taken late afternnon by George Coop's father. There is a Landrover parked on the grass with a person standing on it - believed to be Security. George recalls originally being located closer to the fence and being ushered up the hill where it was 'safer' to stand. In 1954 at age 27, Queen Elizabeth II was the first reigning British monarch to visit Australia.. She visited Victoria between March 1-10. Where to see the Queen (1954, January 21). Shillinglaw Cottage looks stable enough now but it was the first colonial building in Australia to be pulled apart brick by brick and reconstructed on a different site. Community outrage prevented the council from demolishing the cottage in 1963 to make way for Eltham’s Shire Offices and local people paid for the cottage to be moved. Originally built by respected local builder George Stebbing in 1859, the cottage is typical of European farmhouses, but is constructed of handmade local bricks in a style known as “Flemish Bond.” The chequered pattern created by the burnt “header” bricks is a unique feature of this style. The cottage’s name comes from its long association with the Shillinglaw family, who loved there for more than eighty years. The Cottage is classified by the National Trust. Minutes of the Kangaroo Ground War Memorial Bazaar Committee, 1922-1926 EDHS Newsletter No. 123 November 1998 PRESIDENT'S REPORT ACQUISITION FROM NILLUMBIK SHIRE'S MEMORABILIA Recently found in a storage box of old Shire of Eltham items was a school size, blue lined black covered writing book. It is recognized as the minute book and cash receipt book of the period 1922-1926 when the Memorial Park Committee, who it seems were part of the Shire of Eltham Soldier's Memorial League, was requested to raise funds for building the Shire of Eltham War Memorial Tower at Kangaroo Ground. History tells us that the tower, which is currently being refurbished, was officially opened by the Governor General of Australia, Lord Stonehaven on 11.11.26. The ladies invited to the first meeting at the Shire Hall did so on 21st September 1922. The minutes book reads: Present: Mesdames Bell, Bourchier, McMahon, Gosling, Cockcroft, Wraight, E Coutie, R Rogers, A Jones, AH White, Davies, Everitt and the Misses Lacey, Harris, N Weller, Gosling, Bell and D and G J Bourchier. These people became the Kangaroo Ground Memorial Bazaar Committee along with others named at further meetings. They conditionally accepted the role of raising funds, their condition being that the Bazaar Committee be given representation on any committee empowered to deal with the memorial in proportion to the amount of money raised by the bazaar'. ... across Australia, Nillumbik Shire Council called for writers ...In response to impacts of COVID-19 on the lives of the people of Nillumbik, and on creative practitioners across Australia, Nillumbik Shire Council called for writers to provide short texts, reflecting on their pandemic experiences. At the time, and for months afterwards, walking was one of the few sanctioned recreational activities, and in that way a reminder of 'normality' and the importance of community. Twenty texts were selected to be stencilled onto public walkways for the Written in the Time of COVID-19 project. There, on the pavements of locations throughout Nillumbik, they could intersect with the precious pleasure of the daily stroll, jog or cycle.Such was the quality of writing received, that many other texts could have been chosen. Writers responded with humour, sadness and passion to the extraordinary times. Given this response from writers, who submitted work from across the country, and the importance of recording the public experience of COVID-19, it was determined that a collection should be created, gathering in one place the very best of Written in the Time of COVID-19 submissions.This anthology is the result. It takes its name from a phrase in the piece, Moss, by Eltham writer, Lucinda Bain. Within these pages are tiny threads that exist only because, in 2020, a virus changed our lives and caused us to reconsider how we lived them. The dray had a tipping device so that when full, it could be tipped up like a dump truck to empty the load. In July 1947, the Commonwealth Defence Council approved the formation of a Fleet Air Arm which would be controlled and operated by the RAN. The initial planning included purchase of two aircraft carriers, aircraft and establishment of shore facilities. The carriers were named HMA Ships Sydney and Melbourne, and the shore facilities were at Nowra. HMAS Albatross was commissioned in August 1948 and the 20th Carrier Air Group, comprising Sea Fury and Firefly aircraft, was brought from England to Australia by HMAS Sydney. These aircraft, operated by 805 and 816 Squadrons, disembarked to Nowra in May 1949. In November 1950, they were joined by the Carrier Air Group of 808 and 817 Squadrons, also flying Sea Furies and Fireflies. HMAS Albatross has been expanding ever since. As more capable aircraft have been acquired, so ground support facilities have had to be built. In 1955, Sea Venoms and Gannets arrived, requiring radar workshops and test facilities. More aircraft necessitated stricter standards of air traffic control and a new control tower was built in 1958. In 1964 the introduction of Wessex helicopters, with a dunking sonar capability, required a further expansion of services. In 1965, it was decided to buy American aircraft to replace the ageing British Gannets and Sea Venoms. McDonnell Douglas Skyhawks and Grumman Trackers were chosenand additional avionics facilities were built to service the complex equipment they carried. The helicopters now based at HMAS Albatross have restored to the RAN much of the anti-submarine capability lost when the Tracker squadron was disbanded in 1983. In recent years significant redevelopment has taken place, continuing the operation of HMAS Albatross and recognising its strategic importance as the sole Royal Australian Navy Air Station.Wooden Plaque 15cm x 13cm with insignia of H.M.A.S.
