This certificate was presented at the East Gippsland Shire Council Australia Day celebrations on 26.1.2003. The veiling of McKillops bridge was a 'Year of the Outback' event. The event was organised by Orbost resident, Sr Helen Barnes RSJ. to show solidarity with rural people. The local community transformed the bridge into "a symbol of communal love and hope", when its sides were draped with hundreds of personal messages. McKillop's Bridge, located high in the Snowy Mountains, is named after George McKillop, a pioneering explorer of the area. The bridge is a vital link for isolated farming communities living beyond the Bonang highway. The Veiling of McKillops Bridge was a significant community event.A large framed certificate. The Port of Warrnambool - In the early years the Port of Warrnambool was a busy port. Steamships and sailing ships were frequent visitors to the port. Steam navigation companies were plentiful, carrying passengers and freighting cargo such as coal, timber, food, livestock, furniture, hardware and haberdashery between Melbourne and the ports along the southwest coast of Victoria, including Warrnambool. The carts would take their loads into the township for distribution. The Breakwater was built (using 32 ton blocks of concrete) between 1874 and 1890 to provide ships with greater protection from the Southern Ocean. The Lifeboat and Rocket House - The coastline of South West Victoria has had over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built to house it, followed in 1864 by a rocket house to safely store the Rocket Rescue equipment. In 1878 the buildings were moved to the Breakwater area, and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost one hundred years the lifeboat and rocket crews, mostly local volunteers, trained regularly to maintain and improve their skills, summoned when needed by alarms, gunshots, ringing bells and foghorns. Some became local heroes but all served an important role. By the end of the 1950s the lifeboat and rescue equipment had become obsolete. Joseph Jordan - Joseph Jordan was born in 1841 in Leicester England. When he was 16 he joined the 7th Queen's Own Hussars and was sent to India at the outbreak of the mutiny. He took part in the relief of Lucknow and remained in India for eleven years. It was during this time, he became interested in photography. He was posted to New Zealand and later came to Victoria, becoming a sergeant major of the Mounted Rifles. In the mid 1880s he came to the Western district where he was responsible for establishing units of the Mounted Rifles in various country towns such as Dunkeld, Mortlake, Panmure, Bushfield, Koroit etc. He resigned from the army in 1889 and set up a professional photography studio in Liebig Street, Warrnambool. He became very well known in the Western District for family photographs, official photographs of local councillors and groups as well as views of local scenery. In 1891 he photographed the wrecked barque "Fiji" at "Wrecks Beach" near Princetown. His business was taken over by his son Arthur around 1917. Joseph was a keen rifle shot and in 1924 he donated the "Jordan Shield" as a prize to the Victorian Rifle Association. He was made a "Life Honorary Member" of the Warrnambool Returned Soldiers League and in 1933 he was recognised as being the oldest living soldier in Victoria. Joseph died in 1935 aged 95.This photograph is significant for its association with the Port of Warrnambool and the Warrnambool Breakwater as it shows a point in time when shipping activities were an important part of Warrnambool's commerce and social development. It is also a record of the Warrnambool Lifeboat and Rocket house which was important in aiding ordinary citizens, harbour employees and the volunteer boat and rescue crew in saving the lives of sailors and passengers due to the high number of shipwrecks that occurred along the coastline. Joseph Jordan is a significant figure in Warrnambool history as he helped to establish early units of the Mounted Rifles (G Company) in local towns during the late 1880's and later, photographed local scenes, groups and citizens of early Warrnambool. Bushfire perimeter rather than bushfire area is the main control problem for firefighters on the ground. A conundrum rapidly compounded by spot fires. A small 5 ha fire can be nearly 1 km around the perimeter. That's a long way to build a control line by hand in rough bush. Dry firefighting techniques by hand were mostly confined to “knocking down” or “beating out” the flames, as well as "digging out". Digging or raking a “mineral earth” trail down to bare dirt proved most effective in forest fuels which, unlike grass, tend to retain heat and smoulder. Early tools were whatever happened to be close at hand. They were simple and primitive and included shovels, slashers, axes, hoes, beaters and rakes. A cut branch to beat the flames was often the only thing available. Farming and logging tools, developed over centuries of manual labour, and readily available at local hardware stores came into use, but little thought was given to size, weight, and balance. This canvas hose beater was based on a century-old design which used lengths of canvas fire hose rivetted together and lashed with wire to a broom handle. The hose was be soaked in water to improve its effectiveness. If the flames were more than a metre or so the user was generally not able to get close enough to extinguish the fire It's recommend that users lift no more than above knee height to conserve energy and let the beater to the work. For years foresters experimented with combination tools. The bottom edge of the screenprints are undulating, meeting the upper edge of the embossing that occupies remaining lower area of the print. Sergeant Keith McDowell gave a cone he collected from Gallipoli to his aunt to try and grow. One seed was planted in the Warrnambool Botanic Gardens and another at the Shrine of Remembrance in Melbourne. These pine trees have symbolic importance as a representation of Australian soldiers' "tenacity and fortitude". They are an important link to the remembrance of those men and women from Ballarat who saw action in World War 1.3 pages (pp.44-46). p.44 in black print on white paper, a photograph of the planting of one of the pines in 1934 at the Australian War Memorial, Canberra. p.45 is a coloured picture of the pine in Canberra. p46 has a history of the seeds brought from Gallipoli by Smith and Mcdowell on the right-hand side of the page and a photograph of the Pines being labelled. This is a pennant from the Warrnambool District Bowls Association. This association is a division of the West Coast Bowls Association and the members are the Bowls Clubs of Dennington, Koroit, Lawn Tennis Club, Mortlake, Terang, Port Fairy, Timboon, Warrnambool and City Memorial. This pennant was awarded for the premiers of 1975/76 and, as the pennant came from St.John’s Bowls Club (Presbyterian Church Warrnambool) it is presumed that this club was the winner of this pennant. St. John’s Bowls Club, in Princess Street, Warrnambool, was prominent in the 20th century but has now been disbanded (early 21st century) with the land sold in 2014. The maker of the flag, Evan Evans Pty Ltd, is a well-known Australian flag-making business. It was founded in 1877 and a member of the family was a co-designer of the Australian flag in 1901. This pennant is of some interest as it was awarded by the Warrnambool District Bowls Association to St. John’s Bowls Club in Warrnambool. As the St. John’s Club no longer exists it is an important memento of this Warrnambool sports club. Bowls is a popular sport in Warrnambool. This is a large triangular-shaped pennant from the Warrnambool District Bowls Association (1975-6). It is a white cloth pennant made in two sections with stitched hems on the edges and through the centre. The side holding the cord is made of thicker folded cloth with a white plaited cord inserted. The lettering is made of blue cloth and machine stitched on to the pennant. The material is nylon and wool. This blazer was worn by John Freckleton at the Ballarat Teachers College in 1949. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University. It has a patch pocket on either side near the bottom hem line and a breast patch pocket with an embroidered emblem of the Ballarat Teachers College. Under this emblem is embroidered in stem stitch 'B B' in brown and yellow. The pockets are all bound at the top and the sleeves have a trim binding about 8.5 cm from the cuff.
