A hat pin is a decorative pin for holding a hat to the head. During the 1880s, bonnets gave way to hats, and the popularity of hatpins soared. They remained a standard women's accessory through the 1910s and were produced in a vast range of materials and types. They were typically around 20 cm in length, with the pinhead being the most decorated part. In some countries they were viewed as a potentially dangerous weapon which could be used by women in self-defence, so regulations were introduced to limit the length allowed. Alan J. McConchie, a manufacturer’s agent, was elected to Kew Council in 1924, serving as a councillor for 21 years. He was elected Mayor of Kew in 1927-28, and again in 1945-46. During his second term as Mayor, he gained the support of Council for a pre-school plan which was the first of its kind in Victoria. The scheme established nursery schools and kindergartens as an extension of the existing baby health centres. Alan McConchie was active in Methodist Church work, and was one of the founders of the East Kew church, of which he was a trustee for 29 years. He was well known in the district as a cricketer and was a founder and past president of the East Kew Bowling Club. A Resident of Strathalbyn Street, he died in 1945 aged 60, while attending morning service at the East Kew Methodist Church. He is buried in the Burwood Cemetery. Victoria became a separate colony of the United Kingdom on 1 July 1851; however it took until 1864 for a workable system of weights and measures administration to be introduced. Standard of weights and measures were obtained and issued to local authorities to administer in their local areas. These standards were numbered, as were the Crown stamps used by inspectors to indicate that trade weights and measures had been checked and found to be legal to use in the day-to-day businesses of local traders.
