Malcolm Fraser was a Liberal Party Prime Minister of Australia from 1975 to 1983. He was appointed as caretaker Prime Minister following the dismissal of the Whitlam government in 1975 and subsequently won the double dissolution election. He was defeated by Bob Hawke in 1983. Ewan Ogilvy, former Melbourne Councillor and also of Community Services Victoria, Inner Urban Ministerial Advisory Committee and Uniting Church's Centre for Urban Research and Action (CURA), was instrumental in social justice approaches to town planning. He and CURA's Social Justice and the City Project funded Port Melbourne community groups protesting against the SCDC development in 1987. Ordained into the Methodist Church in 1916.He served at Beechworth, Woomeland and Nhill before being appointed minister of the Piedmont Community Church in California in 1926. Whilst in the U.S. he graduated Th.D. at the Berkley Pacific School of Religion. In 1937 he returned to Australia as minister to Henley Beach S.A. Congregational Church.
