The E.J. Tippett Library is named after the late E.J. Tippett who was a long time President of the Ballarat School of Mines Council, and library advocate. In February 1985, the first sod for the new SMB Campus building was turned by the Minister for Planning and the Environment, the Hon. Evan Walker, M.P. The overall responsibility for the building rested with the Public Works Department in association with the SMB Campus architect, Ewan Jones & Associates and the builder, S. J. Weir Pty. Ltd. They put together the facility that is both functional and of a style that merges with the surrounding architecture. The new building was opened on 04 July 1986 by Governor of Victoria, His Excellency Dr Davis McCaughey.Photographs of the opening ceremony at the E.J. Photograph: Norm Borchers with Colin Cleary Colin Cleary is the author of "Ballarat Labor". The photograph is taken at the book launch at Ballarat Trades Hall. Norm Borchers contributed many stories to Cleary's book. Several copies of the book are held at Ballarat Trades Hall and are available for loan. Cleary also wrote a book called "Bendigo Labor". Norm Borchers passed away in 2008. Borchers was a Club President of the Sebastopol Lions Club (1975-76). He worked for the railways as an engineering employee and was long-term trade unionist (Amalgamated Engineering Union and the Australian Railways Union) and ALP member; he lived and worked in the Ballarat area. Norm was active in workplace disputes during the ALP split in 1955. He was a long time supporter of Ballarat Trades Hall. Joseph Edward Teague (1859 -1925) Son of John and Annie Ellison, Joseph was born at Heathcote. Joined the police force in 1890 and had the number 4324. He served at several stations including Elmore and Strathfieldsaye. During his career he received several commendations for arrests and convictions. He left the Police Force in 1912 and died 112/11/1925. He is buried at Fawkner cemetery Two documents.
