Information relating to Charles Anderson and Charles Anderson Grove, Lake Gardens, Ballarat. The Old Colonists' Association Ballarat Inc. is a not for profit charitable organisation providing accommodation for elderly people. It manages a 27 Home retirement village at Charles Anderson Grove, Ballarat. Accommodation is offered at significantly below market rates. It has been providing low cost accommodation to the elderly since the 1920s. The Association Council overseas the running of this facility on a voluntary basis. HISTORY OF THE BALLARAT OLD COLONISTS' ASSOCIATION HOMES AT CHARLES ANDERSON GROVE, LAKE GARDENS One of the original objectives of the Association was “to provide the shelter of a house for those Pioneers of the Goldfields whom the reverses of fortune have deprived of the means of procuring the comforts of life in their declining years.” While the first home at Charles Anderson Grove was built in 1925 the Association had previously provided relief for needy pioneers from the time it was formed in 1883. Relief included monthly monetary payments, loads of firewood, medical assistance and distribution of Christmas boxes of groceries to deserving pensioners and in some cases payment of burial costs. Records indicate that in September 1922 three of the pensioners being assisted by the Association were accepted as residents in the newly erected Hassell Homes in Gillies Street (now demolished-opposite the High School). The first site for an Asylum for Indigent Members of the Old Colonists' Association was temporarily reserved from sale in October 1891. The site was approximately 28 acres in area in Mt Clear nearly opposite Midvale Shopping Centre in Main Road. The site was heavily timbered and when cleared over 260 tons of wood was sold to the Woah Hawp Gold Mining Company. A set of gates were erected but no homes built, although a plan for this reserve was drawn which showed twenty buildings ranging from one to four unit per building. The reserve was revoked in November 1909. The second site temporarily reserved in November 1909 as an Asylum was in Alfredton and consisted of some 7 acres and was adjacent to land reserved for an Abattoirs for the Ballarat Council. The reserve was revoked in February 1912 as it was deemed more appropriate to be added to the Abattoir site. Council suggested four (4) other sites in exchange for this land and they were inspected by the President, Vice President and Secretary on 22 December 1912. The first site inspected was land on the west side of Creswick Road opposite the brick kilns (now occupied by the showgrounds and oval). The land was described as being good quality, well fenced, no trees, good drainage and ample acreage but some distance from trams. The second site was Perry Park which was described as being good land, well fenced, having frontage to Gillies Street, good drainage and about 26 acres (but subsequently reduced to 10 acres). It was closely planted with Pinus Insignias and Wattle and had easy access from the Botanic Gardens tram. The third site was the North West portion of Victoria Park (corner of Sturt and Gillies Street) and was described as good land, well fenced and drained and well located. The fourth site was the South West corner of Victoria Park and known as Pound Paddock (corner of Winter Street and Gillies Street). It was considered to be low lying and too close to the Abattoir, and was also a considerable distance from trams. While the third site was recommended as the most suitable for the erection of homes it was considered unwise from the point of view as citizens to reduce the acreage of the park and therefore it was recommended that the Perry Park site be asked for as the most acceptable to the Association for the building of homes. The site was eventually temporarily reserved for an Asylum for Indigent Members of the Association in April 1914 with the gates from Mt Clear having been removed to the site a year earlier and eventually erected in 1917 for £12.10.0. In the same year the first 290 pine trees were advertised for removal in July and sold for £16. A sign indicating that the site was reserved for the erection of cottages was erected in September 1917. Stripping of the wattle bark (for tanning) and the cutting of the wood occurred in November 1918 with the land then being leased until it was required for the construction of the first homes in 1924. While the site was the third to be reserved it was the only one which was used for its intended purpose. It was named as Charles Anderson Grove in honour of Charles Anderson who joined the Association in 1918 and was President of the Association from 1942 to 1944. CHARLES HENRY GRATTAN ANDERSON C.H.G. Anderson (Electoral Returning Officer) was elected to membership of the Old Colonists' Association, Ballarat, in October 1918. He was elected to the Association Committee in 1926, and appointed Treasurer of the Association on the resignation of F. Ellis until the end of the financial year in 1933. In 1936 Charles Anderson indicated he would not be available for the President's Chair and that he would retire from the Committee owing to pressure of work. C.H.G. Anderson was welcomed as a new member of the Association in 1938, and served as President of the Old Colonists' Association from 1942-1944. Midway through 1949 Charles Anderson was appointed Members Secretary and Manager of the Ballarat Old Colonists' Club at £5.0.0 per week and 10/- for entertainment, to commence work prior to 01 August 1949. He was to do 30 hours per week and be present on Friday and generally on Saturday nights. In 1957 a minute of sympathy was extended to Club Manager Charles Anderson on the loss of his son. In 1958 a bonus of £20.0.0 was paid to Charles Anderson in recognition of his service in assisting the Secretary/Manager taking over under difficult conditions. In March 1964 the Shire of Ballarat would not permit a private road to be named Anderson Grove as Anderson Street already existed in Ballarat but Charles Anderson Grove was deemed acceptable. A recommendation of the Committee was put to the AGM in 1967 that Charles Anderson be made a Life Member. In 1969 an Association meeting observed a minutes silence in memory of Chas Anderson. Charles Anderson was also a Committee member of Ballarat Mechanics' Institute from February 1940 to February 1970. He was President in 1948. PROPERTY MARKET Fortuna, Bendigo The Bendigo mansion property, Fortuna, for many years the home of the late Mr George Lansell, will again be offered for sale by auction. Some few years ago the property was purchased by Gold Mines of Australia Ltd., and it was used for a time for the offices of Bendigo Mines N.L. The company now has no further use for the building. As a last effort to retain this historic 52-room mansion, it will be offered as it now stands, with the spacious grounds which contain three lakes, a terrace, a rose garden, a swimming-pool, and a Roman fountain. It is hoped that it may be purchased by some organisation for use as a school, hospital, or other institution. If a sale is not effected the building will be sold immediately for demolition. In an era predating the computerisation of equipment on public transport, where trams in Melbourne were driven by drivers and conductors sold fares, destinations were shown at the front and rear of the tram within a glazed box. A driver adjusted the roll to select each new trip destination. Given the length of rolls, in this case approximately nine metres, this could be a time consuming process. In addition to the named destination roll, each tram included a separate roll listing the route numbers.The roll was purchased at a Leski Auction in Armadale as part of a large group of tramways memorabilia including tram 'rolls' from New South Wales, Victoria, South Australia and Tasmania. The auction house described the collection as "The collection of destination blinds or rolls that forms the core of the Railways Trams & Buses Section (Lots 655 – 732) is the best we have ever offered and represents a life-time of collecting by an Adelaide enthusiast, now deceased." In 1964 Camberwell City Council commissioned Professor Geoffrey Blainey to first write this history. Since that time, many changes have taken place and therefore the Council asked Professor Blainey to bring the book up to date. Bibliography, includes index. The author presents a century of pioneering development and endeavours. He has traced the coming of the wood-cutters and the farmers, the transition from rectangular paddocks to a grid of roads and streets, the growth from shire to borough, town and city, the filling up of thirteen squares miles into residential suburbia - in successive waves of invasion, along new transport routes - including the Outer Circle Railway. This photograph depicts the steel tramway (or tram plate) along Centre Dandenong Road, Cheltenham near the Moorabbin Airport entrance in the 1970's. These tramways played an important role in transportation along Moorabbin's major roads. Heavily laden carts could travel smoothly and safely along the steel plates when the road surfaces were often rutted and hazardous. This surviving section was later moved for road improvements. The area now known as the City of Kingston was a market garden region and the round trip to market could take as long as eight hours on poorly maintained roads. The installation of the steel tramway transformed the arduous journey faced by market gardeners in transporting their produce to market. As there was only a single tramway, the carts often travelled in convoy, enabling drivers to leave piloting to the first cart and having a rest. Moorabbin Airport was acquired in 1946 by a group of aviators and the Civil Aviation Department, Moorabbin Airport opened as a fully-functioning aerodrome in December 1949, chosen for its ideal location in the Market Gardens for an aviation base to be situated southeast of Melbourne. This image shows motorbike despatch riders who were tasked with transporting intercepted Japanese communications from the wartime wireless receiving station established in Chesterville Road, Moorabbin to Queens Road, St Kilda where the Directorate of Naval Communications and the code-breaking unit called FRUMEL (Fleet Radio Unit - Melbourne) were housed. The despatch riders would travel every two hours, all day and night. The wireless receiving station was established in Moorabbin because it was considered an area free of significant electrical interference and was not too far afield from the Melbourne headquarters in Queens Road. Moorabbin was originally established as a rural market gardening community.A secret wartime wireless receiving station was established in March 1942 in Chesterville Road, Moorabbin. The station was established on requisitioned market garden properties, and soon housed WRAN (Women's Royal Australian Navy) personnel and up to 35 US Navy servicemen. The Navy personnel intercepted Japanese coded communications and then despatched these by motorbike riders to Queens Road, St Kilda where the Directorate of Naval Communications and the code-breaking unit called FRUMEL (Fleet Radio Unit - Melbourne) were housed. The information intercepted by the wireless receiving station helped shape the Allied response to Japan's advances in the Pacific. Declassified defence records show that this unprepossessing station handled some of World War II's most sensitive secrets, and the despatch riders were a familiar sight in the Moorabbin area, though few were aware of their purpose. Roderick William Mills, known as Saltbush Bill, was the inspiration for several poems by A.B. Paterson. Born at Balnarring in 1869, Mills earned the title of Saltbush Bill whilst working on a cattle station in Queensland. On these long droving trips, he learnt the art of cracking stock whips of many different lengths and sizes, a skill that earnt him £100 after a Melbourne saddler, J.K. Jennings, suggested that no man could crack a 65-foot stock whip in three tries. Saltbush Bill succeeded on his first attempt and decided to make a career in entertainment with his skill. Over his career he performed for royalty, travelled and performed extensively overseas and lent his skill to fundraising efforts, particularly during the war. His last concert was given in the Boomerang Hall in Dandenong in 1926.A local resident of the City of Moorabbin, Saltbush Bill was an ambassador for Australia and a literary inspiration to A.B. (Banjo) Paterson. Saltbush Bill, his wife Hannah Louise Porter and their 11 children lived in Old Dandenong Road, Heatherton, where Saltbush Bill and Hannah conducted a market garden for many years. Roderick William Mills, known as Saltbush Bill (left) with his sons, James Charles Mills (centre) and John James Mills (right), in London. In 1917 Saltbush Bill travelled from America to London after giving shows in various cities of the US, to spend time with his sons. James and John Mills were serving with the AIF and on leave from the French front in London. Saltbush Bill remained in London for the rest of the war as he was unable to return to Australia. On these long droving trips, he learnt the art of cracking stock whips of many different lengths and sizes, a skill that earnt him £100 after a Melbourne saddler, J.K. Jennings, suggested that no man could crack a 65-foot stock whip in three tries. Saltbush Bill succeeded on his first attempt and decided to make a career in entertainment with his skill. Over his career he performed for royalty, travelled and performed extensively overseas and lent his skill to fundraising efforts, particularly during the war. His last concert was given in the Boomerang Hall in Dandenong in 1926.A local resident of the City of Moorabbin, Saltbush Bill was an ambassador for Australia and a literary inspiration to A.B. (Banjo) Paterson. Saltbush Bill, his wife Hannah Louise Porter and their 11 children lived in Old Dandenong Road, Heatherton, where Saltbush Bill and Hannah conducted a market garden for many years. The unidentified man has decorated his wagon to take part in the Easter Carnival of the Australian Native's Association. The Australian Natives Association was formed in Melbourne in 1871 and originally known as the Victorian Natives Association. The association was a friendly society and membership was restricted to white people born in Australia. Friendly society membership required a small fortnightly contribution and, in return, members received free medical care for their whole family, a funeral benefit to avoid a pauper’s grave and sick pay if they were unable to work. A leaflet from the annual meeting of the ILC in 1942. The evening was for the presentation of the annual report and financial statement plus the installation of office bearers. It was held at the club rooms at 55 Market St, Melbourne. The menu included 'Musso (spaghetti) on toast / Sausages and garden salad / Peaches, jelly and ice cream / Coffee.' It includes a comic drawing of members and humorous characterisation of the members. Background: The ILC was formed in 1929. The idea of the club sprang from those boys who had outgrown the Junior Legacy Club. In the early days it fielded a lacrosse team and it was this that mainly held the members together. Enthusiasm wained after a few years as it lacked a solid objective. The answer came from one of its members and in 1938 they founded the Don Esses Club. This was a club for the children of incapacitated ex-servicemen which met every Thursday night at 7.30 run by the ILC members. The name came from the signallers' code Disabled Servicemen's Sons. During the second world war 80% of the members of the ILC enlisted in the services. Leaving only 8 members that could not join due to ill health or reserved occupations. They continued the Don Esses and whatever aid they could to Legacy. ILC members had always helped Legacy where possible including being camp leaders or camp staff, with the annual demonstrations, and coffee stalls at the ANZAC dawn service. Post second world war some ILC members were nominated into Legacy, others drifted away in civil occupations. It was found difficult to recruit new blood into the ILC and eventually membership waned when the boys from the Don Esses clubs found other youth activities to join. The ILC ceased to meet regularly in the mid fifties. However a strong comradeship still existed between members and they would meet in one anothers homes. Members were always ready to help the senior Legacy Club in any way in their power and still helped at Christmas parties and summer camps. ILC was a service rendering organisation and was self governing. Non-sectarian and non-political, the members were ex-junior legatees over 18 years of age. After serving in World War 2 members were eligible to become members of Legacy. Was in a folder of material collated about the ILC by an early archive committee. Ena Sophia Jarvis, nee Morant 1914-2004 migrated with her family from England and arrived in Eltham about 1938. Ena helped establish Eltham's first kindergarten and worked as an assistant and volunteer at Eltham Pre School for many years through to the early 1990s.
