The Post War Planning Report was prepared by Leslie M. Perrott & Partners: (City Planning Consultants) and according to the report, it was submitted to the Council of the Municipality of Caulfield through its Special Committee on Post War Planning. The report has no evident date however the introduction text suggests that it was prepared before the end of World War II. The report is the only known extant copy and therefore considered rare. Bound report with grey cover titled: "Report to the Post War Planning Committee Caulfield City Council". Interior pages include x83 pages typed text printed on blue print paper; x3 pages copies of black and white photographs; 10 blueprint plans. 86 pages consistent in size with book cover, 10 x blueprint plans varying dimensions, folded and bound within the report. Printed on white sticker on spine of book "LH 994. 51" and on first page inside "CAULFIELD LIBRARY SERVICE REFERENCE BOOK" and on the verso of this page, another stamp with CAULFIELD LIBRARY SERVICE and LH REF 12/7 hand written in black ink and a 14 digit reference number below this. On the back of the last plan in the book, there is a blue stamp with "REFERENCE BOOK TO BE USED IN THE LIBRARY ONLY". Below this is a black and white barcode with a black line through it and a round, blue sticker beside it.

As part of a program to acknowledge the Anzac Centenary Nillumbik Shire Council partnered with Yarra Plenty Regional Library to provide a bus tour with commentary of local sites of significance. When Norway surrendered in 1940, citizens in overseas locations banded together to form a volunteer force. On November 11th 1926 the Shire of Eltham War Memorial Tower at Kangaroo Ground was opened. It is regarded as one of Melbourne’s most outstanding lookout towers. It commands a magnificent 360 degree panorama from Kinglake across the Diamond Valley to Macedon and the You Yangs. It is built on a peak which was once a volcano, 237 metres above sea level. After World War one a memorial cairn was erected on the site, and in 1925 a committee of public-minded citizens began to plan for a tower. Many generous donations of material and money were forthcoming so that in 1926 the Governor General Lord Stonehaven was able to unveil the plaque before a crowd of 500 people There was some concern in the 1960s when the Forests Commission wanted to build a firespotters cabin on the top. At first R.S.L. branches opposed the idea, but it was realised that this use could combine with its use as a tourist attraction, and would ensure its maintenance for the future. Today the Kangaroo Ground tower provides one of the best views around Melbourne and is a fitting memorial to those who died in two world wars.
