Financial record - Housing Commission Victoria House Purchaser's payment book, C. 1950's
The Housing Commission of Victoria (HCV) was established by the Victorian Government in 1938 after a public campaign for housing reform. After 1942 the HCV was responsible for developing regional and outer suburban housing estates where low-income families were located in proximity to expanding population areas and post-war industries. With greater funding and a severe housing shortage, the Commission's activities greatly expanded through the late 1940s into the 1950s. They began to build larger and larger estates of housing in the suburban fringes, as well as country towns The Housing Commission was largely responsible for the development of Wodonga up to 1973 and in 1975 was said to have built one-third of all homes in Wodonga, though many of these were handed to the Army. Criticism of the bureaucratic and undemocratic nature of the Commission and scandals over corruption in relation to housing developments in Melbourne's fringe areas resulted in the disbandment of the HCV and the formation of a Ministry of Housing in 1984. The work of the Housing Commission of Victoria allowed many people in Wodonga to acquire affordable housing and pay it off over time through monthly instalments. This booklet is of local and state significance as it is evidence of the role of the Victorian Government is providing access to affordable housing. It supported the development of Wodonga and the realisation of the "Australian dream" of home ownership.A small receipt book issued by the Housing Commission of Victoria to record payments and receipts for tenants who were purchasing their home through the Housing Commission. Monthly installments allowed people to access and purchase, affordable housing. In December 1941, 20th Light Horse (Victorian Mounted Rifles) converted from horse to mechanised, initially as 20th Motor Regiment. In 1943 the Regiment was deployed to Merauke, Dutch New Guinea. Upon its return in April 1945, the Regiment was redesignated 20th Pioneer Battalion. It was disbanded following the end of the war. 20th Light Horse was the only light horse regiment to serve overseas in WWII.This is one of a collection of photographs featuring a Light Horse regiment drawn from rural and regional Victoria in the period immediately prior to mobilisation for World War 2 (1939-1945). Sarah Coventry Pty. Ltd. was a North American jewellery company that was established in 1949 by the Stuart family as part of Emmons Jewelry, Inc. It began operations in England and Australia in 1968, and in Australia it moved from Carlton in Melbourne to Wodonga in 1969. The premises were originally on High St. in Wodonga, but a new warehouse was built in Melbourne Rd in 1969. It was a direct selling jewellery business using a party-plan model similar to Tupperware and Avon. The sales reps or 'Hostesses' were provided with jewellery samples in demonstration kits, which they displayed at jewellery parties in their homes. The designs for jewellery such as brooches, necklaces, earrings, chokers and bracelets were purchased from freelance designers and jewellery manufacturers rather than in-house designers. In 1979 Sarah Coventry Pty. Ltd. in Wodonga was bought by three Australian businessmen, including Wodonga local Jim Sawyer, and continued to sell jewellery under the name "Sargem Pty. Ltd”, for several more years in the 1980s.As part of the Sarah Coventry collection, this item has local significance with the decentralised commercial development of regional centres such as Wodonga in NE Victoria, as well as national and international significance from the perspective of social and economic developments for women after World War II. The direct selling party-plan business model Sarah Coventry was based on is also considered the first of its kind for jewellery.A small silver plate elephant on a double linked chain. A diamond shape at the end of the chain bears the company logo. This black and white photograph shows the front view of the Ovens Benevolent Home with one person sitting on a bench seat against the nearest part of the building and another person walking on the grass. This photo is estimated to have been taken in the early 1900’s when the Ovens Benevolent home would have still been fairly contemporary. According to Woods (p. 121) in the 1860’s the government spent considerable sums to establish several public buildings such as the Benevolent Asylum, the Hospital and Insane Asylum to support those in need of care in the area directly after the Indigo gold rush which had left Beechworth, a fairly remote regional and newly formed township (Gold was first discovered in Beechworth in 1852) with a number of infirm and destitute people in its wake and which due to the support and establishment of these facilities ‘made Beechworth a significant social welfare centre in Victoria’ (Woods, p. 121). Originally named the Benevolent Asylum, the building was renamed as The Ovens Benevolent Asylum in 1935 and again to The Ovens and Murray Home in 1954. The building construction began in 1862 and was unique in its features of Flemish Gothic Revival style which utilised red brick and granite, ‘the main facade is dominated by four curved, Flemish gable ends, […] incorporates paired windows of pointed Gothic form and dark brick diaperwork patterning. The adjacent J. A. Wallace Wing of 1899 was designed by Donald Fiddes as a separate building. Also constructed of red brick, Fiddes adopted a conservative approach, designing a simple domestic scale building with central projecting gable porch and flanking bull nosed verandahs.’ (https://vhd.heritagecouncil.vic.gov.au/places/118). Initially established to provide housing and care for aged, orphaned or widowed members of the population, over time the Ovens Benevolent Home focused more on the age care responsibility which functioned as such up until 2005.The Ovens Benevolent Home is significance due to its association with the early development of Beechworth. It shows the civic, social welfare development that took place in the town after the peak of the gold rush which helps to establish the character of the community being built at the time and their cultural values at play. The 'N' Class steam locomotives were built by Victorian Railways to be used on branch lines throughout the state's regional areas. A total of 73 of these locomotives were built between 1925 and 1951. The locomotive in the photograph carried the Jubilee Train that travelled throughout Victoria in 1951 and had a display featuring 125 years of European settlement in Victoria. When the photograph was taken the train was steaming into Sunbury where it stopped to allow people to board it and look at the exhibitionSunbury Station was an important stop for steam locomotives travelling on the Bendigo line. Ramon (Ray) Francis Honisett (11.04.1931 - 30.08.2019), Fellow RMIT and medallist specialised in philatelic design, marine and military aircraft painting art and was active in the 1960s - 1990s. Ray Honisett used to live in Rye, in the Mornington Peninsula. According to Gavin Fry's book: The painting likely depicts the Lysaght Endeavour loading at Hastings. "The Lysaght Endeavour and its sister ship Lysaght Entreprise were built in Newcastle in 1973 specifically to serve the regional steel industry on the route Port Kembla - Westernport - Adelaide. Even after being lengthened by 17 metres, the two ships had remarkably short working lines, with both being broken up by 1988."Maritime artLarge framed unglazed landscape format painting predominantly green depicting in foreground a merchant vessel, a roll-on roll-off cargo ship moored at a single quayside on a river or river mouth. The middle ground shows a moderate solid jetty leading to large storage sheds at right. The background appears primarily rural with fields and hills in the distance. The location is probably Hastings Western Port in Victoria - notice the forklifts loading rolls of steel produced at the nearby steel rolling mill - the buildings in the distance. You can see the rolls of steel lined up on the hard stand to the right of the ship. The funnel colours suggest the Australian National Line. The frame incorporates a beige fabric slip with gilt edge the actual dark wood frame also with inset banded gilt edge. The back of the painting is covered with brown paper in places damaged. Built by artist and cartoonist Percy Leason in 1927 in what was then New Street but renamed Lavender Park Road in the late 1950s/early 1960s. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p121 Said to be a genius, cartoonist Percy Leason’s career was at its peak when in 1925 to 1926 he built his home at New Street (now Lavender Park Road) Eltham. The Herald newspaper owner, Sir Keith Murdoch, had hired Leason for his newly acquired Melbourne Punch magazine at a salary of £1750, making him ‘one of the highest paid cartoonists in the world’.1 With this salary and financial help from Murdoch, Leason was able to build his lovely home in Eltham. At the crest of a sweeping drive, the home now two-storey in white brick with a gabled grey slate roof and dormer windows is flanked by an extension built by another owner in the 1980s. Leason lived in the home with his wife, Isabel and children, until 1937, when he left for the United States of America, where he lived until his death in 1959. The four-bedroom house and garden would have been well-suited to bringing up his family and to entertaining their friends in style. Large airy rooms have high ceilings with moulded plaster, timber floors and several are brightened with bay windows. Leason made friends with many of the artists and personalities who gravitated to Eltham. Around 1931 Justus Jörgensen, founder of the Montsalvat Artists’ Colony, helped Leason build his large studio at the back of the house. Another friend was journalist Mervyn Skipper, father of jeweller and sculptor Matcham, and artists Helen and Sonia. Leason’s teacher, artist Max Meldrum, also visited and rented accommodation in Eltham, opposite Wingrove Park. Punch folded in 1925, but Leason continued as cartoonist for Table Talk. In 1926 Leason began the cartoons of a mythical Australian town Wiregrass, which were inspired by Kaniva, his home town. The art gallery in Main Road Eltham was named Wiregrass in Leason’s honour. Leason completed 1000 drawings from 1919 to 1937, which author Garrie Hutchinson claimed, were technically unsurpassed and had regional and universal interest. Leason’s acute observations of country life stemmed from his childhood in Kaniva in Victoria’s western Wimmera, where he was born, the son of a selector, in 1889. Meldrum claimed that Leason could name every plant and the habits of every animal.2 Leason also painted 28 portraits of the last full-blooded aboriginals in Victoria at Lake Tyers in Gippsland, most of which are in a private collection. In Sydney Leason illustrated Henry Lawson’s Selected Poems and worked for The Bulletin. Leason had begun his career at 13 as an apprentice lithographic artist at Sands and MacDougall. He attended night classes at the National Gallery and the Victorian Artists Society. Leason first visited Eltham in 1910 to paint with fellow artist William ‘Jock’ Frater. They camped near Bible and Pitt Streets and along the Diamond Creek on the site of the present Eltham Retirement Centre. Despite his success as a cartoonist, Leason wanted to be recognised as a serious painter and for his anthropological work.3 He was also conservative and felt uncomfortable with the modern art scene in Melbourne.4 So he left for the United States of America to work as a painter. Ironically his time in New York saw the burgeoning of modern art, notably by artists such as Jackson Pollock. But Leason found his niche by running an art school, painting society portraits and illustrating books and magazines.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. "The State Battery was the central component in the gold mining of this area from the 1920s. The battery crushed the gold bearing quartz extracted from the mines and was a sizeable weatherboard building enclosing the engine and stampers. All that now remains are the bases for the machinery that comprised the battery, one timber and a couple of concrete bases and the nearby dam, which supplied water. Rodney SCHERER (24/02/1951 - ) Born Campbelltown, NSW Rodney Scherer studied at the National Art School, East Sydney Technical College (1968 -1972); the Canberra School of Art (1973-75) Dip, Art Gippsland Institute of Advanced Education (1978); and a Grad, Dip, Art (Painting) at Gippsland Institute of Advanced Educaton (1985). He curated a number of significant exhibitions for the Gippsland region of Victoria, including the first national travelling exhibition of regional artist "Contemporary Gippsland Artists 1990-92". Rodney Scherer is a painter, printmaker, sculptor, Curator, retired Public Gallery Director, and fine art consultant. He was the founding chair of the Art Resource Colelction, arcYinnar. He was an Artist in Residence at teh Gippsland TRades and Labour Council, Yallourn Power Startion in 1991, and site manager of the Fifth Sculpture Triennial at the 1992 Melbourne International Arts Festival. In 2021 he curated "The Happy Wanderer. In 1853, Bendigo Miners protested against the 30 shilling miners licence the had to pay the government. They wore red ribbons to show their protest and shopkeepers hung red ribbons outside their premises in support. Thousands of miners signed a petition to Governor LaTrobe to no avail. A protest gathering in Pall Mall marched to the Government camp on Camp Hill but this was a peaceful event again to no real avail.Various documents. The topics are: 1. Clifton Pugh (1924-1990) was born at Richmond Victoria, and educated at various schools including Briar Hill Primary, Eltham Higher Elementary School and Ivanhoe Grammar. He studied art at the National Gallery School of Victoria 1948-52. Pugh is recognised as a one of Australia’s foremost painters. He is represented in major galleries throughout the country and overseas. He founded the “Dunmoochin” artists colony at Cottles Bridge.This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book, "Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as the 'The Shire of Eltham Pioneers Photograph Collection.' He migrated to Melbourne in “The Hurricane” in 1853 and in 1855 tried his luck at the newly-opened Andersons Creek Goldfield. Two years later he was appointed first postmaster at Warrandyte and ran the store there. In 1863 he took up the 100 acre farm “Pigeon Bank” at Kangaroo Ground where he lived until his death. In 1874 Cameron was elected as the Member for Evelyn in the Victorian Legislative Assembly and held the seat until he retired in 1914 as “Father of the House”. He held a number of ministerial and other important Parlimentary positions. The most notable was Chairman of the Railways Standing Committee, which was responsible for much of the Railway development in Victoria. Concurrently with his Parliamentary career, he was a member of the Eltham Roads Board and later Council for more than 50 years. In 1867 he married Agnes Bell, a daughter of Kangaroo Ground pioneers. They had eight sons and three daughters. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). This plan is of great significance to the local history of Warrnambool, in particular the Breakwater and its impact on Warrnambool's maritime and trade history. The plan shows the existing jetties at the Port of Warrnambool, plus the partially erected Breakwater and proposed works to the Breakwater by both the Borough of Warrnambool Surveyor and Sir John Coode. The plan was signed 28th February 1879 by Sir John Coode. The legend at the bottom left describes the existing works and the proposed works. The Warrnambool Breakwater Sir John Coode was a British harbour engineer. He was brought to Melbourne by the Melbourne Harbour Trust to advise on works to improve the Port of Melbourne. The Victorian Government commissioned him to present a plan to complete the Warrnambool Breakwater. His original plan was too expensive so he prepared a revised plan for a shorter structure. The work was completed in 1890. The construction proved to be too short to protect adequately from the weather and didn't allow enough depth for larger vessels to come into port. The decreasing trade was further affected by siltation in the bay due to the breakwater, and the completion of the railway line. The situation of the harbour became a real problem that, by 1910, required continuous dredging. In 1914 the Breakwater was extended but proved to be a failure because the work began to subside and by 1920 about two thirds of the harbour was silted up. Alterations made in the 1920's increased the silting problem and by the 1940's the harbour was no longer used. More alterations were made in the 1950's and 1960's. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database. This plan of the proposed works for the existing Warrnambool Breakwater is of great significance to the local history of Warrnambool, in particular the Breakwater and its impact on Warrnambool's maritime and trade history. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database (VHR H2024). It is historically significant to Victoria as one of the most important maritime engineering projects in Victoria in the late 19th century. The Warrnambool Breakwater is of historical significance as one of the most important maritime engineering projects in Victoria in the late nineteenth century. It is evidence of Victoria's nineteenth century investment in regional port infrastructure and the development of Victorian coastal shipping. It is of significance for its association with the English civil engineer Sir John Coode, the most distinguished harbour engineer of the nineteenth century, who was brought to Victoria to advise on works to improve the Port of Melbourne, but was retained by the Government to advise on improvements to the harbours at Portland, Geelong, Port Fairy, and Lakes Entrance, as well as Warrnambool. His projects for Melbourne, Lakes Entrance and Warrnambool were major engineering projects of the nineteenth century. The breakwater is historically significant as a reminder of Warrnambool's early maritime history as a Western District port, and as one of Victoria's major 'outer ports'. While the Warrnambool Breakwater is a demonstration of the engineering skills of the nineteenth century, it also demonstrates the limitations of knowledge relating to sedimentology at the time and the confidence apparent in a number of nineteenth century plans which assumed that natural forces could be overcome or contained by engineering.Plan of Warrnambool Harbour, Port of Warrnambool, dated 28 Feb 1879.
