Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat has a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. In 1990, it was renamed the Monash University College and in 1993 became the Gippsland Campus of Monash University. In 2016, Federation University Australia announced plans to take possession, over a two-year period, of Monash’s Berwick Campus in the south-east corridor of Melbourne. Federation University Australia, or FedUni, is headquartered in Ballarat and offers programs in Higher Education and Vocational Education and Training to regional Victoria and beyond. The University’s commitment to educational and social equity, teaching excellence, research distinction, environmental sustainability and regional capacity building has enabled it to develop in a way that draws on its proud heritage to inform its future. Its regional character sets a framework for the University’s priorities but does not constrain it from serving wider community interests, nationally and internationally. The Port Napean Quarantine Station was established in 1852. It is now a community of hospitals, disinfecting complex, morgue, cemetery and other defunct buildings comprised an infectious disease facility which processed newly arrived humans and livestock alike. A pink document provided with the Education Gazette outlining a summer school for teachers in 1909. It starts with "..owing to the fear of infection, many teachers hesitate to attend the Summer School at the Quarantine Station; but we are assured by the Chairman of the Board of Health (Mr Norris) that such fear is absolutely groundless. At one time Her Majesty's Theatre was known as the Memorial Theatre. When these photos were taken Geoffrey Biddington was highly involved with the Ballarat Branch of the National Trust. The University of Ballarat (later Federation University_ inherited the Camp Street Arts Precinct. As the functions of the former public buildings were moved elsewhere, the Victorian Government of the time recognised the importance of maintaining the heritage buildings and the opportunity to create a cultural precinct extending from the Art Gallery. The 19th century architecture along Lydiard Street and the dogleg bend of Camp Street define the precinct. With substantial financial assistance from both State and Commonwealth Governments, the Art Gallery Ballarat has been extended through to include the 1884 Police Station on Camp Street. The Post Office building (1864-1887) was acquired for the University. The 1904 and 1941 Courthouses and the c1900 Public Library building were also included. Two new buildings have been constructed. Cologne Cathedral is a renowned monument of German Catholicism and Gothic architecture and is a World Heritage Site. It is Germany's most visited landmark, attracting an average of 20,000 people a day. (Wikipedia) Though not targeted itself, the cathedral was very near to the central railway station and suffered fourteen hits by aerial bombs during World War II. Badly damaged, it nevertheless remained standing in an otherwise completely flattened city. The twin spires were an easily recognizable navigational landmark for Allied aircraft bombing deeper into Germany, which may explain why the cathedral was spared. Repairs were completed in 1956. An emergency repair on the northwest tower's base carried out in 1944 using poor-quality brick taken from a nearby ruined building remained visible until 2005 as a reminder of the war, when it was decided to restore the section its original appearance. Equipment - Traveller pulley block, 1860s
The life saving breeches buoy was attached to a traveller block such as this one. The assembly was sent from shore to ship and back to transport the stranded people and goods safely to shore. Saving lives in Warrnambool – The coastline of South West Victoria is the site of over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. Victoria’s Government responded to the need for lifesaving equipment and, in 1858, the provision of rocket and mortar apparatus was approved for the lifeboat stations. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built for it on the Tramway Jetty, followed by a rocket house in 1864 to safely store the rocket rescue equipment. In 1878 the buildings were moved to the Breakwater (constructed from 1874-1890), and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost a hundred years the lifesaving and rescue crews, mostly local volunteers, trained regularly to rehearse and maintain their rescue skills. They were summoned when needed by alarms, gunshots, ringing bells and foghorns. In July 1873 a brass bell was erected at Flagstaff Hill specifically to call the rescue crew upon news of a shipwreck. Some crew members became local heroes but all served an important role. Rocket apparatus was used as recently as the 1950s. Rocket Rescue Method - Rocket rescue became the preferred lifesaving method of the rescue crews, being much safer that using a lifeboat in rough seas and poor conditions. The Government of Victoria adopted lifesaving methods based on Her Majesty’s Coast Guard in Great Britain. It authorised the first line-throwing rescue system in 1858. Captain Manby’s mortar powered a projectile connected to rope, invented in 1808. The equipment was updated to John Dennett’s 8-foot shaft and rocket method that had a longer range of about 250 yards. From the 1860s the breeches buoy and traveller block rocket rescue apparatus was in use. It was suspended on a hawser line and manually pulled to and from the distressed vessel carrying passengers and items. In the early 1870s Colonel Boxer’s rocket rescue method became the standard in Victoria. His two-stage rockets, charged by a gunpowder composition, could fire the line up to 500-600 yards, although 1000 yards range was possible. Boxer’s rocket carried the light line, which was faked, or coiled, in a particular way between pegs in a faking box to prevent twists and tangles when fired. The angle of firing the rocket to the vessel in distress was measured by a quadrant-type instrument on the side of the rocket machine. Decades later, in 1920, Schermuly invented the line-throwing pistol that used a small cartridge to fire the rocket. . The British Board of Trade regularly published instructions for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle, determined by the Head of the crew and measured by the quadrant, inserting a rocket that had a light-weight line threaded through its shaft, and then firing it across the stranded vessel, the line issuing freely from the faking board. A continuous whip line was then sent out to the ship’s crew, who hauled it in then followed the instructions – in four languages - on the attached tally board. The survivors would haul on the line to bring out the heavier, continuous whip line with a tail block connected to it. They then secured the block to the mast or other strong part the ship. The rescue crew on shore then hauled out a stronger hawser line, which the survivors fixed above the whip’s tail block. The hawser was then tightened by the crew pulling on it, or by using the hooked block on the shore end of the whip and attaching it to a sand anchor. The breeches buoy was attached to the traveller block on the hawser, and the shore crew then used the whip line to haul the breeches buoy to and from the vessel, rescuing the stranded crew one at a time. The rescue crew wore scarlet, numbered armbands and worked on a numerical rotation system, swapping members out to rest them.This traveller block is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. In Lady Bay, Warrnambool, there were around 16 known shipwrecks between 1850 and 1905. Many lives were saved but tragically, eight lives were lost. Wood and brass pulley block or 'traveller', used in conjunction with the Breeches Buoy. The block has double brass inline sheaves and brass rollers on each cheek of the pulley. Each shell is scored for the strop. The thimble on the strop has a wooden slat attached for quick release of the Breeches Buoy. This small case is lined with a metal insert and shows remnants of a carry strap. It could have been used for storing and carrying fuses or cartridges for the life saving Rocket Launcher machine. Uniform - Arm Bands, c. 1860s
Members of the Life Saving Rescue Crew would wear scarlet arm bands such as these as part of their uniform, with each member having a different number. The crew would work as a team to haul in the victims of the shipwreck. The leader of the crew would call out one or several member's numbers to give them a break during the rescue, while other members took their place. All members would then be relieved at some time during the rescue. This rocket launcher key was used with the Dennett's Rocket Launcher system to remove the end cap of the Dennett's Rocket to expose the propellant to be fused . Saving lives in Warrnambool – The coastline of South West Victoria is the site of over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. Victoria’s Government responded to the need for lifesaving equipment and, in 1858, the provision of rocket and mortar apparatus was approved for the lifeboat stations. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built for it on the Tramway Jetty, followed by a rocket house in 1864 to safely store the rocket rescue equipment. In 1878 the buildings were moved to the Breakwater (constructed from 1874-1890), and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost a hundred years the lifesaving and rescue crews, mostly local volunteers, trained regularly to rehearse and maintain their rescue skills. They were summoned when needed by alarms, gunshots, ringing bells and foghorns. In July 1873 a brass bell was erected at Flagstaff Hill specifically to call the rescue crew upon news of a shipwreck. Some crew members became local heroes but all served an important role. Rocket apparatus was used as recently as the 1950s. Rocket Rescue Method - Rocket rescue became the preferred lifesaving method of the rescue crews, being much safer that using a lifeboat in rough seas and poor conditions. Captain Manby’s mortar powered a projectile connected to rope, invented in 1808. The equipment was updated to John Dennett’s 8-foot shaft and rocket method that had a longer range of about 250 yards. From the 1860s the breeches buoy and traveller block rocket rescue apparatus was in use. It was suspended on a hawser line and manually pulled to and from the distressed vessel carrying passengers and items. In the early 1870s Colonel Boxer’s rocket rescue method became the standard in Victoria. His two-stage rockets, charged by a gunpowder composition, could fire the line up to 500-600 yards, although 1000 yards range was possible. Boxer’s rocket carried the light line, which was faked, or coiled, in a particular way between pegs in a faking box to prevent twists and tangles when fired. The angle of firing the rocket to the vessel in distress was measured by a quadrant-type instrument on the side of the rocket machine. Decades later, in about 1920, Schermuly invented the line-throwing pistol that used a small cartridge to fire the rocket. . The British Board of Trade regularly published instructions for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle, determined by the Head of the crew and measured by the quadrant, inserting a rocket that had a light-weight line threaded through its shaft, and then firing it across the stranded vessel, the line issuing freely from the faking board. A continuous whip line was then sent out to the ship’s crew, who hauled it in then followed the instructions – in four languages - on the attached tally board. The survivors would haul on the line to bring out the heavier, continuous whip line with a tail block connected to it. They then secured the block to the mast or other strong part the ship. The rescue crew on shore then hauled out a stronger hawser line, which the survivors fixed above the whip’s tail block. The hawser was then tightened by the crew pulling on it, or by using the hooked block on the shore end of the whip and attaching it to a sand anchor. The breeches buoy was attached to the traveller block on the hawser, and the shore crew then used the whip line to haul the breeches buoy to and from the vessel, rescuing the stranded crew one at a time. This rocket launcher key is a necessary part of the equipment for the the rocket launcher, which is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. ... Australia wide on railway fences, stations and other buildings ...In 1873, English grocer James Griffiths migrated to Melbourne with his wife and cousin in order to start a tea business. By 1875 Griffiths Brothers Teas had become a sensation, providing tea, coffee, cocoa and chocolate all over Australia. The Sydney outlet of the Melbourne-based company was built in 1915. In a memorable advertising campaign, a series of Griffiths signs were situated at varying intervals along the rail lines on fences and building, designed to allow travellers to count down the miles until they could drink up. In 1925, James Griffiths was killed by a train and the tea company was sold to Robur Tea, which itself lasted until 1974. Griffiths’ death meant downsizing within the company with the Sydney building being transferred to the Sydney City Council, who then leased it back to Griffiths Teas. The tea craze was over by 1965, and Griffiths relinquished control of the building to a variety of tenants. Griffiths tea became an intrical part of Australian life, during the late 19th to mid 20th century. The company became a household name through the clever use of outdoor advertising with their blue and white enamel “Griffiths Tea” signs. These were visible Australia wide on railway fences, stations and other buildings. Griffiths signs let the rail travelers know the distance to where their tea could be enjoyed, with distances being shown as “miles to Griffiths Tea”, These signs were well known along the eastern states railway lines. The boards each have instructions adhered to each side, printed in four languages (English, French, Dutch and German). At the beginning of a shore-to-ship rescue the instructions are sent to the distressed vessel after the first rocket line was received by them. Methuen's force ...When war broke out in 1899, and early target for the Boers was the diamond-mining centre of Kimberley. This was located near the point where the Transvaal, Orange Free State and Cape Colony met. General Sir Redvers Buller detached the 1st Division under Lieutenant General Lord Methuen to relieve the Siege of Kimberley. This decision was made partly for reasons of prestige. To capture Kimberley (which contained the famous imperialist and former Prime Minister of Cape Colony, Cecil Rhodes) would be a major propaganda victory for the British. Methuen's force advanced north and won two engagements against the Boers of the Orange Free State. Reinforcements from Transvaal under General Koos de la Rey arrived and he convinced the Boers to follow his plans for attacking the British. Instead of relying on the hills for protection and missing their targets, de la Rey proposed they make use of the flat veld and introduced them to the Mauser rifle with its flat trajectory. Trenches were built in the banks of the Modder River from which they could sweep the veld for a great distance. The trenches were built on the south side of the river and on the smaller Riet River where they meet at Modder River Station. Methuen's force began advancing towards the Modder planning to cross the river. The Boers opened fire and the British troops were unable to find cover on the veld. They had to lay flat so as not to be seen or hit. The British guns pounded the buildings near Modder River Station and the north bank of the river, missing the trenches on the south bank. The battle became a stalemate. The British found an opening on the Boer's right flank at Rosmead ford downstream and drove the Boers out of Rosmead. De la Rey drove them back into a small insecure bridgehead. The Boers feared they were vulnerable and withdrew during the night. Methuen reported that the battle had been "one of the hardest and most trying fights in the annals of the British army". The University of Ballarat inherited the Camp Street Arts Precinct. As the functions of the former public buildings were moved elsewhere, the Victorian Government of the time recognised the importance of maintaining the heritage buildings and the opportunity to create a cultural precinct extending from the Art Gallery. The 19th century architecture along Lydiard Street and the dogleg bend of Camp Street define the precinct. With substantial financial assistance from both State and Commonwealth Governments, the Art Gallery Ballarat has been extended through to include the 1884 Police Station on Camp Street. The Post Office building (1864-1887) was acquired for the University. The 1904 and 1941 Courthouses and the c1900 Public Library building were also included. Two new buildings have been constructed. In October 1872, State School 1111 Box Rise opened on the corner of Worthing Road and Dane Road. In order for this school to open, School No 442, a Wesleyan School, on the corner of Wickham Road and Chapel Lane, had to agree to close to meet pupil number requirements. Charles Sadgrove was head teacher of the new State School when it opened on October 1st 1872 and he remained until 1878. The school was renamed South Brighton in 1887 to accord with the nearby railway station which opened around that time. The main part of the present building dates from 1890. By the early 1900s the school had been extended to the north. . The school contains a plaque for Harry G Hawker, one of the pioneers of aviation, who attended the school in the closing years of the nineteenth century. The school was renamed Moorabbin in 1909.During the 1940s and 1950s population in the area surged and school enrolments peaked to over 800 under head teacher CS Lansell. Enrollments decreased to 470 in 1969. By the 1990s however, enrollments began to increase again. The City of Moorabbin Historical Society was formed c 1960 by a group of Moorabbin residents who were concerned that the history of the area should be preserved. A good response to a call for items related to the historical area of Moorabbin Shire brought donations of a wide variety of artefacts which are now preserved by the current members of CMHS at Box Cottage Museum . Helen Stanley, Secretary of CMHS, began producing a Newsletter for members in April 2007 to provide current information and well researched items of historical interest.Helen Stanley has produced a bi-monthly Newsletter, 2007 - 2013, for the members of the City of Moorabbin Historical Society that contains well researched interesting historical items, notification of upcoming events, current advice from Royal Australian Historical Society , Museums Australia Victoria and activities of Local Historical Societies. The Newsletter is an important record of the activities of the CMHS.2 x A4 paper printed on 4 sides Issue 11 of the bi-monthly, City of Moorabbin Historical Society Newsletter produced by Society member and Secretary, Mrs Helen Stanley in April 2009. Notice that Mr Travis Sellars, Friends of Cheltenham and Regional Cemeteries, will talk about ‘The Tragic 20’s’ at the meeting April 26th .
