The two semaphore flags were used as a pair for visual signaling by hand. The semaphore system is an alphabet signaling system based on the waving of a pair of handheld flags in a particular pattern to compose words to be communicated to passing ships. The system was introduced by the Royal Navy in 1880 and was later adopted in Australia, with the first School of Signaling opening in Williamstown in 1890. The system was superseded in the 1970s by more sophisticated methods of communication. Information on the Cape Nelson flags indicates that they were made by Evan Evans P/L, Flag makers, 690 Elizabeth Street, Melbourne. Evan Evans (d.1927) started a tent‐making business in 1877 and by 1920 Evan Evans P/L maker of canvas goods, was located at 680 Elizabeth Street, Melbourne. In 1924 it acquired land at 632 Bourke Street and built a new factory. His son Ivor continued the business after 1927 and in 1938 opened a bulk store in Carlton.271 In 2016 the firm was located at 673 Spencer Street, Melbourne. Another pair of white semaphore flags made by Evan & Evans is held at Gabo Island, and Wilsons Promontory also has a pair. Cape Nelson’s white semaphore flags have second level contributory significance. They have historical importance as flags formerly used at the lightstation for visual signaling, a system that is now rarely used in navigation, and contribute to the importance of the lightstation’s large collection of flags.A pair of white flags made of white canvas/heavy cotton, the square flags are attached to dowel poles with staples.

Built in 1888, the building at Port Melbourne was in need of renovation. In February 1929 a fundraising was organised by the Box Hill branch of the Ladies Harbour Lights Guild: "The Mayoress of Box Hill (Mrs. C. Palling) opened a very successful Australian tea, held on Tuesday afternoon in St. Peter's Parish Hall, by members of the Box Hill branch of the Ladies' Harbour Lights Guild, to raise funds towards the cost of renovating the Port Melbourne Seamen's institute. The building is in a very dilapidated condition, and is totally inadequate for the extensive requirements of the Mission to Seamen." It was donated to the Wodonga Historical Society by Fred Rochow, a railwayman who spent many years based in Wodonga. He joined the Victorian Railways on 17th June l947 and retired in 1988. For some time, he was a member of the Australian Federated Union of Locomotive Enginemen and served a term as a member of the Trades Hall Council. He had an extensive knowledge of the struggles that took place to achieve better conditions for railway workers. Fred worked for many years as a fireman and then worked his way up the ranks to driver, experiencing many changes from the days of steam locomotives through to diesel trains, locomotives and even the modern XPT train. He worked throughout Victoria at different stages of his career, with his final working years focused on the northeast of Victoria and the Albury to Melbourne line. After his retirement, Fred continued to share his love of steam miniature trains with the community.This collection has local and statewide significance as it captures images of trains, locomotives and personnel who operated the railway services in Wodonga and throughout Northeast Victoria. Parent/Guardian named in Registry as Ed Bailey residing in [Mt. Rowan?]. It is also noted in the Register that Amy came from Miss. [Keeps?] Ladies' School.During 1877 - 1891 Ballarat College accepted enrolments from female students. The school holds the original register of this period and notes that Amy Bailey entered the College at the age of 12. Presbyterian educators placed great value on a classical education matched with diligence in study. Book prizes were highly regarded and academic success admired. In the school’s early years prizes were ordered direct from London and had the school crest embossed in gold on the front or back cover. Selena Powell came from Eden to Orbost at the age of 18. In the earliest years of the Colac-Beech Forest-Crowes line all trains were hauled by NA-class 2-6-2 tank locomotives. From 1926, with the introduction of articulated Beyer Garrat locomotive G41, it hauled the majority of trains with the NA-class providing supplementary service as required. Late in 1945 G41 was out of action undergoing repairs at the depot in Colac so regular traffic again was handled by an NA-class for a short time before the Garratt returned.
