Postcard sent from Ernest and family to Joe, 3 May 1936. Original photo estimated to be circa 1920. Looking west across the original Main Road Bridge and the Diamond Creek from near the intersection of Antoinette Boulevard. To the right of the bridge appear to be orchard trees in flood waters. The long wooden suspension bridge over the Diamond Creek on Main Road at Eltham collapsed during flooding of the Diamond Creek on October 13 and 14, 1923. The original bridge was built around 1840 for the coach road when Cobb & Co.'s coach was the only conveyance between Eltham and Melbourne. Widespread damage was done in Melbourne and surrounding areas by floods resulting from the overflow of the Yarra at many points along its banks. A temporary bridge rigged up was severely damaged by the flooding of the creek and was closed to vehicular traffic in April 1924. A new concrete bridge was constructed to replace it and by May 1926 all the concrete piles and abutments had been completed. The bridge was finally completed and opened for traffic in September 1926, almost three years after it initially collapsed. Original bell from the first Eltham Fire Station in Arthur Street erected on a tower in November 1928, the station opened in January 1929. In 1988 the bell was mounted beneath a wooden sign of Country Fire Authority, Eltham Fire Station, 909 Main Road, Eltham. As of September 2023 the bell is in the same location, with the signboard gone, suspended in a steel metal tower-like frame. The bell has seen service at the original Eltham Fire Station in Arthur Street (1928-1931), Henry Street beside the Rechabite Hall (1931-1935), Main Road (east side, site of present-day Coles 1935-1965) and 909 Main Road (1965-present). Samantha Robertson 1988 Entrant No. 1 Ref: Series 34 Items 1, 2, 42-45 SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. It was also intended to hold the exhibition at a venue in the Shire’s North Riding from Monday, June 20 to Friday June 24. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. It is a time capsule of life in the 1980s of this urban and rural municipality in Melbourne's north. Built by artist and cartoonist Percy Leason in 1927 in what was then New Street but renamed Lavender Park Road in the late 1950s/early 1960s. Published: Nillumbik Now and Then /​ Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p121 Said to be a genius, cartoonist Percy Leason’s career was at its peak when in 1925 to 1926 he built his home at New Street (now Lavender Park Road) Eltham. The Herald newspaper owner, Sir Keith Murdoch, had hired Leason for his newly acquired Melbourne Punch magazine at a salary of £1750, making him ‘one of the highest paid cartoonists in the world’.1 With this salary and financial help from Murdoch, Leason was able to build his lovely home in Eltham. At the crest of a sweeping drive, the home now two-storey in white brick with a gabled grey slate roof and dormer windows is flanked by an extension built by another owner in the 1980s. Leason lived in the home with his wife, Isabel and children, until 1937, when he left for the United States of America, where he lived until his death in 1959. The four-bedroom house and garden would have been well-suited to bringing up his family and to entertaining their friends in style. Large airy rooms have high ceilings with moulded plaster, timber floors and several are brightened with bay windows. Leason made friends with many of the artists and personalities who gravitated to Eltham. Around 1931 Justus Jörgensen, founder of the Montsalvat Artists’ Colony, helped Leason build his large studio at the back of the house. Another friend was journalist Mervyn Skipper, father of jeweller and sculptor Matcham, and artists Helen and Sonia. Leason’s teacher, artist Max Meldrum, also visited and rented accommodation in Eltham, opposite Wingrove Park. Punch folded in 1925, but Leason continued as cartoonist for Table Talk. In 1926 Leason began the cartoons of a mythical Australian town Wiregrass, which were inspired by Kaniva, his home town. The art gallery in Main Road Eltham was named Wiregrass in Leason’s honour. Leason completed 1000 drawings from 1919 to 1937, which author Garrie Hutchinson claimed, were technically unsurpassed and had regional and universal interest. Leason’s acute observations of country life stemmed from his childhood in Kaniva in Victoria’s western Wimmera, where he was born, the son of a selector, in 1889. Meldrum claimed that Leason could name every plant and the habits of every animal.2 Leason also painted 28 portraits of the last full-blooded aboriginals in Victoria at Lake Tyers in Gippsland, most of which are in a private collection. In Sydney Leason illustrated Henry Lawson’s Selected Poems and worked for The Bulletin. Leason had begun his career at 13 as an apprentice lithographic artist at Sands and MacDougall. He attended night classes at the National Gallery and the Victorian Artists Society. Leason first visited Eltham in 1910 to paint with fellow artist William ‘Jock’ Frater. They camped near Bible and Pitt Streets and along the Diamond Creek on the site of the present Eltham Retirement Centre. Despite his success as a cartoonist, Leason wanted to be recognised as a serious painter and for his anthropological work.3 He was also conservative and felt uncomfortable with the modern art scene in Melbourne.4 So he left for the United States of America to work as a painter. Ironically his time in New York saw the burgeoning of modern art, notably by artists such as Jackson Pollock. But Leason found his niche by running an art school, painting society portraits and illustrating books and magazines.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Grace Mitchell, a talented artist in later life and baker, managed a pastry shop business near the corner of Mount Pleasant and Main roads, Eltham in the 1950s. Shortly after her marriage to Arthur Mitchell in 1948, Arthur incurred a head injury from an accident and was unable to work. Grace realised she needed to be home to care for her husband as well as earn an income. She managed the bureaucracy of council permits, and made modifications to her home with savings to get the business off the ground without having to borrow money. Grace and Arthur were avid gardeners and would grow, wash and mince vegetables for pasties while Grace handmade and rolled the pastry. They cooked and minced their own meat for the pies and the fruit for the sweet pies came from their orchard at the rear of the property. She also baked scones and cakes. With weekend visitors travelling to Eltham on the train for days trips, her reputation grew as the spot for afternoon tea. Grace’s daughter Jenni mentions the visit of dancer, Robert Helpmann and U.S. actress Katherine Hepburn in her Grace Mitchell: a short history [2012]. Reminiscences in We did open a school in Little Eltham: Eltham Primary School 209, 1856-2006 a history [2006] include a mention of Grace’s famous pastry shop and the Sunday afternoon visit by Helpmann and Hepburn. Grace operated her pastry shop for over 16 years. She supported the Shillinglaw Cottage Preservation Campaign to preserve the cottage through its Flavour of Eltham community cookbook published in 1964 and hosted cooking classes in the new Living and Learning Centre. Grace Mitchell passed away aged 95 years in 2011. The Original Station Master's House, Circa 1905, Eltham Auction; Diamond Valley News, March 17, 1992 The advertisement states the house is circa 1905 which is approximately correct. When the railway first came to Eltham in 1902 there was no appointed Stationmaster. The Guard on the train was the general oddsbody who did everything including sell tickets and station master duties. There was some discontent about this situation. It was probaly a few years before a permanent stationmaster was appointed but no reference to that has yet come to light. The house form photos dated in 1983 certainly had the appearance of an Edwardian style (1901-1910). The advertisement also states the house was in the centre of Eltham till 1985 before it was shifted from its original site to 58 Park Road.. The auction date is scheduled for Saturday April 4th - which would have been 1992. Essentially the house was sold in 1986 for $1 to save it from demolition and was then relocated to 58 Park Road. A Bill McGilvray was Stationmaster and lived in the house in the 1960s. A check of the 1968 Electoral Roll (via Ancestry) shows William John McGillivray, Station Master at the Station Residence, Eltham. Also at the same address in 1968, Marjorie Jean McGillivray, home duties, Station Residence, Eltham and Dianne Marjorie McGillivray, teacher, Main Road, Eltham. From the available records digitised, William first appears at the Station Residence in 1963. William and family were still in the residence in 1977 but by 1980 William, still Station Master, was living in Bible Street, so not sure who was in residence if anyone between 1980-1986. By chance he met Arthur Bird of Bird Orchard (bounded by Pitt Street, Eucalyptus Road and Wattle Grove) and they got talking over their common interest. Arthur put Frank up for the night and pointed out the land, part of Crown Allotment 15, Section 5, Parish of Nillumbik (CA15) somewhat diagonally opposite Bird Orchard. Frank bought the land and for the next two years would travel by train from Melbourne to Eltham every weekend establishing Stokes Orchard and building a home for his family, which they eventually moved into in 1946. In the mid 1970s the Shire of Eltham divided the orchard up into numerous rate-able parcel lots, which became affordable for Frank. As a consequence Stokes Orchard was turned into a housing development by Macquarie Builders and marketed as the Stokes Orchard Estate in two stages; Stage 1 encompassing Scarlet Ash Court, Ironbark Close and Peppermint Grove bounded by Nyora and Eucalyptus roads c.1976 and Stage 2 encompassing Stokes Place, Orchard Way, The Crest and The Lookout bound by Nyora and Diosma roads c.1979. View looking south along Main Road, Eltham from near present day Luck Street. On the immediate right is a fence with the words “Hot Water” painted on it followed by William J Capewell’s butcher shop, then the slaughter yard and saleyards with the entrance access to the railway station. Contained within the saleyards facing the street, a small shelter with the name H.H. Clark upon it. Horace Harold Clark was the son of Eltham State School’s first Head Teacher, David George Clark. As well as being a farmer, he was an Estate Agent and conducted auction sales, presumably from this shelter. The large weatherboard building on the corner (opposite present-day Arthur Street) with signs for Summer Drinks and Hot Water painted on the side is Luther and Ada Haley’s General Store and Bakery, built 1902. This was the first building in what is now Eltham’s present shopping town centre. Haley previously ran the General Store and Bakery on the corner of Main Road and York Street until his lease expired and the premises were bought by Mrs Sarah Burgoyne in 1902. The store later was known as Staff's Store. In the distance approximately mid-way between the Butcher shop and the Bakery are the tops of what appears to be two cypress trees, which could well be the trees in front of the Shillinglaw Cottage facing Main Road. On the eastern (left) side of Main Street is Haley’s Paddock, which was used on occasions for community picnics. Capable of holding 10,000 people, with ample shade and hilly surroundings it was an ideal place for any community gathering such as the State Schools’ Picnic in 1904. 701 Main Road, Eltham Situated originally on the corner of the Dalton Street road reserve west of Main Road (now present-day Wingrove Park Trail), the former Jarrold Cottage (White Cloud) was purchased by Lena Skipper following Thekla Jarrold's death in 1943. It was built by William Jarrold in the early 1850s and was here that he married Hannah Coleman in 1856. The Bootmaker's shop was built by Thekla Jarrold in 1930 for use by her friend, John Clark, a local photographer who had boarded with the Jarrold family since about 1910. In 1930 he changed profession to a bootmaker and leather worker. The shop is one of only three remaining early 20th century shops in what was Little Eltham, the others being present-day San Antionio Barber Shop at 820 Main Road and Cafe Zen Den at 736 Main Road. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Nillumbik Festival was introduced as a replacement for the Eltham Festival following the disbandment of Eltham Shire Council in December 1994 and the creation of Nillumbik Shire Council. It was an attempt to draw away from Eltham and be more inclusive of the wider communities in Nillumbik. However other local communities had their own festivals and the concept of a Nillumbik Festival was never widely accepted by the community and it shortly reverted back to the Eltham Fesitval in 1997. Irish-born John Murray and his wife Mary (daughter of Thomas Sweeney) married in 1849 and settled in Eltham North. John and Mary were amongst the earliest inhabitants of Eltham. John was a farmer and their block of about 80 acres, called ‘Laurel Hill’, was on the eastern side of the Diamond Creek, extending east to beyond Zig Zag Road. It was later extended southward by the purchase of a further 60 acres. He is recorded as a supporter on the petition for a school in Eltham and he served on the National School Board of the Eltham school. John died in 1867 and is buried in Eltham Cemetery with Mary and with two of their grandchildren. Their eldest son Johnnie inherited the property. Then in about 1902 his younger brother James purchased about 50 acres on the western side of the Diamond Creek immediately opposite Laurel Hill, extending west to slightly past Wattletree Road. Eltham North Reserve now lies just beyond the southern boundary. James built a family home on top of the hill on the northern boundary, together with a dairy and milking shed and a food cellar. It is thought that the barn with stables was already there. When Johnnie died in 1912, the two properties (though severed by both the creek and the railway line) effectively merged. The land was worked as an orchard with apples, pears, quinces, and possibly apricots and peaches. Later it became a dairy farm. By 1986, almost all the land had been sold off for residential subdivision and the house had been condemned as unfit for habitation. John's grandson Jim retained a small portion of the land and built a new house. He kept the old one as a storage shed, but it was demolished after he died in 1993. The very old barn is still standing. View looking north along Main Road, Eltham from near present day Dudley Street. On the immediate left is the railway station. The large weatherboard building on the bend (opposite present-day Arthur Street) with signs for General Store, Refreshments and Summer Drinks painted on the side is Luther and Ada Haley’s General Store and Bakery, built 1902. This was the first building in what is now Eltham’s present shopping town centre. Haley previously ran the General Store and Bakery on the corner of Main Road and York Street until his lease expired and the premises were bought by Mrs Sarah Burgoyne in 1902. The store later was known as Staff's Store. Followed by the saleyards, entrance to station, slaughter yard and William J Capewell’s butcher shop. Contained within the saleyards facing the street, a small shelter with the name H.H. Clark upon it. Horace Harold Clark was the son of Eltham State School’s first Head Teacher, David George Clark. As well as being a farmer, he was an Estate Agent and conducted auction sales, presumably from this shelter. On the eastern (right) side of Main Street is Haley’s Paddock, which was used on occasions for community picnics. Capable of holding 10,000 people, with ample shade and hilly surroundings it was an ideal place for any community gathering such as the State Schools’ Picnic in 1904. A worker from the bakery store is standing in the gateway at the rear of the store observing the photographer. People in the ‘Sunday Best’ are milling in front of the bakery or strolling down the centre of Main Road. The picture was most likely taken on a Sunday. With the opening of the railway to Eltham in 1902, Melbourne residents would regularly enjoy a Sunday excursion journey on the train to Eltham for a day’s outing to the countryside or beyond to Hurstbridge from 1912 when the railway was extended. Part of a personal letter from a church member printed on yellow paper with a black and white photograph. Transcription: "And so home again to .. a fire!! Eltham Christina School and Church, where I worship was extensively burned by a known arsonist on Oct 10 (1998). We lost tthe 3 school rooms and 2/3 of the church. Another school kindly offered classrooms for the children. November 28 and a makesafe wall means school and church are now functioning in the good 1/3 of the church, until the remainder is rebuilt. So many have ministered to us in so many ways over these past weeks and we do thank the Lord for each one." The Stokes family settled in this area of Eltham in the 1940s and were associated with the Eltham Christian Church. In the 1970s this church had met in temporary premises in Eltham. Lots of the original 1920s subdivision remained south of Nyora Road and a number of these lots were utilized for the Eltham Christian School, which was established by the Eltham Christian Church in 1981. The school operated on this site until 2000. The premises were owned by the Nillumbik Community Church who were in operation till November 2010 when the Eltham Baptist Church commenced a lease arrangement until the site was purchased by them in April 2012. The building is constructed of brick and timber with a balcony on two sides that looks over an expanse of grass. View looking north along Main Road, Eltham from near present day Dudley Street. On the immediate left is the railway station. The large weatherboard building on the bend (opposite present-day Arthur Street) with signs for General Store, Refreshments and Summer Drinks painted on the side is Luther and Ada Haley’s General Store and Bakery, built 1902. This was the first building in what is now Eltham’s present shopping town centre. Haley previously ran the General Store and Bakery on the corner of Main Road and York Street until his lease expired and the premises were bought by Mrs Sarah Burgoyne in 1902. The store later was known as Staff's Store. Followed by the saleyards, entrance to station, slaughter yard and William J Capewell’s butcher shop. Contained within the saleyards facing the street, a small shelter with the name H.H. Clark upon it. Horace Harold Clark was the son of Eltham State School’s first Head Teacher, David George Clark. As well as being a farmer, he was an Estate Agent and conducted auction sales, presumably from this shelter. On the eastern (right) side of Main Street is Haley’s Paddock, which was used on occasions for community picnics. Capable of holding 10,000 people, with ample shade and hilly surroundings it was an ideal place for any community gathering such as the State Schools’ Picnic in 1904. A worker from the bakery store is standing in the gateway at the rear of the store observing the photographer. People in the ‘Sunday Best’ are milling in front of the bakery or strolling down the centre of Main Road. The picture was most likely taken on a Sunday. With the opening of the railway to Eltham in 1902, Melbourne residents would regularly enjoy a Sunday excursion journey on the train to Eltham for a day’s outing to the countryside or beyond to Hurstbridge from 1912 when the railway was extended. Olive Elsie May Reed was licensee of the Eltham Hotel from April 1948 to January 1950. The Eltham Hotel is the oldest continually operating hotel in the Eltham district. Initially referred to as the Little Eltham Hotel, it has been known as the Eltham Hotel since the 1850s through to present time with a very brief period as the Eltham Tavern in the late 1980s. Benjamin Oliver Wallis was a prominent Eltham resident, publican and Councillor during the second half of the nineteenth century. He owned the house that is now the Nillumbik Living and Learning Centre at 739 Main Road Eltham and one stage the Eltham Hotel. Wallis migrated to Melbourne in 1853 but his wife and children remained in Cornwall for a further 10 years. Later in 1853 Richard Warren engaged Wallis to build the Eltham Hotel and it opened in 1854. The hotel was constructed of hard basaltic blue stone quarried in the Eltham district and cemented together with mud, and partly of bricks made at Eltham. The Fountain of Friendship Hotel on the opposite side of Maria Street (Main Road) opened shortly after. The hotel was a well-known resting place for gold diggers during the gold rush at Woods’ Point and Warren would buy the gold from the diggers. In 1858 Warren fell into financial difficulties and had to sell the hotel. Wallis bought the hotel and obtained a publican’s licence in 1861. In the 1850s the Fountain had been the more popular hotel but after that the Eltham Hotel became more popular. It is understood that in about 1857 Wallis probably built the “Living and Learning house” for tanner John Pearson. In 1868 Pearson became bankrupt and Wallis acquired the house and he lived there until his death in 1896. For some of this time the house was in the name of Benjamin’s son Richard but he died in 1888 and ownership reverted to his father. Wallis was a member of the Eltham Jockey Club and in 1867 his wife Anna rode her horse Charlotte in the Annual Races. Anna was also an angler and is reported to have caught a large perch in the Yarra River. She died in 1887. On 16th September 1886 Wallis sold the hotel to Christopher Watson (Snr). Watson died in 1887 and the hotel passed to his son Christopher Watson (Jr) who owned it until his death in 1909 at which time his wife Emily took over the license. Upon her death, their son Herbert applied for the license in January 1915. In July 1925, Herbert Watson demolished the original building and, in its place, erected a modern hotel which remains the foundation of the present Eltham Hotel. The contractors at the time commented on how well the original building had been constructed. A description of the new building was detailed in the Advertiser newspaper of January 8, 1926: “The new building consists of. two stories. designed in English tavern style, and contains-all told, 24 rooms. On the second floor, in front uninviting the two gables is a deep balcony, which will be much appreciated by visitors. The lower story is wholly of brick, and the upper one of wood and fibrous cement plaster. The rooms are spacious and lofty, and the windows are large and of latest style, and light the rooms splendidly. The entrance hall is 8 feet wide. The bar is a very commodious room and is furnished in the most up-to-date and convenient manner. The dining room, a very attractive apartment, is 30 feet by 15 feet 6 inches, and the bar parlor is also a large and well furnished room. A large cellar, an indispensable adjunct to an hotel, has been excavated beneath the bar. On the upper story are 12 bedrooms, and among other conveniences are two bath rooms in which hot and cold water can be used. All the rooms have been supplied with the necessary appliances for electric lighting, which will be one of the progressive evidences which Eltham will shortly enjoy.” “In the yard a brick garage to accommodate three cars at once, has been erected. One of a series of videos "Stories from the Nillumbik Shire with Geoff Paine" Geoff Sandy, Parish Historian and Archivist gives a history of the church which was opened 12 December 1861. It is constructed of polychrome bricks (lots of different colours). References a long relationship of over 159 years between the church committee and the Eltham Hotel across the road for refeshments for church events. The land was donated by Henry Dendy, the founder of Brighton where he lived for five years before going bankrupt and moving to Eltham where he bought a steam powered flour mill on the banks of the Diamond Creek at the end of Pitt Street. The church is heritage protected as well as the 1870 parsonage, Dendy House. It was always meant to be a much bigger church and extended along the north wall. This was finally achieved in 2014. Shows views inside of the original section and the extension. Also discusses the original tall windows on the south with gold trimming and other windows with gold trimming. Some original windows have been replaced by stained glass. Discussion about the Patron Saint of the Church, Margaret of Scotland. The original window made for £1 by Yuri and Fergusson in Melbourne and possibly one of the first made in the Colony of Victoria was relocated to the north wall during the 2014 extension. The crucifix was made by Matcham Skipper. Also features the Honour Roll. The walls of the extension are mudbrick, timber from a variety of sources and very much in keeping of the character of Eltham. The bell and bell tower are original. Near Eltham Park (now known as Eltham Lower Park), floodwaters from the Diamond Creek cut off the Main road into Eltham at Bremner’s Flats (present day Wingrove Park). In the distance, left of centre, is Mr. Montieth's Ford Wagonette stranded in the floodwater near Wingrove Cottage. “On the Lower Eltham Reserve the water was nearly five feet deep across the reserve and over a mile along the road. All the week-end shops are surrounded. For over 40 years flood waters have not reached this unprecedented level.” - Advertiser, Friday November 30, 1934, p7 "Whilst we were at the shop a "tidal" wave occured . There used to be a Mr. Monteith who ran a Model T Ford bus from the Eltham Railway Station down the main street. The bus would hold seven, six seated in the back, 3 aside a seventh standing on the step on the middle of the back hanging on to two small hand rails. The bus was caught by the flood and was abandoned not far from our shop in the paddocks towards the Higher Elementary School. It was there for days and after the flood waters receded, Mr. Monteith, after removing all the mud and debris gave the engine one turn with the handle and it started first time! So the story goes! Nillumbik Shire Council transferred to the former Diamond Valley Shire Offices in Greensborough after municipal restructuing. The offices became the official Nillumbik Shire Council Offices on 16 October 1995. The former Shire of Diamond Valley Civic Centre or Shire Office building was officially opened on 26th February 1972. Archtiects were A.K. Lines, McFarlane & Marshall and it was built by L.U. Simon Pty Ltd, The Diamond Valley Shire had been created in 1964 from part of the City of Heidelberg. On December 15, 1994 the Shire of Nillumbik was established. Under the Council amalgamations imposed by the Kennett government, the Shire of Eltham, Shire of Diamond Valley and City of Heidelberg ceased to exist with the establishment of Nillumbik Shire Council and the City of Banyule.The new Nillumbik shire surrended the west riding from Eltham to Banyule but in place gained parts of the former Diamond Valley Shire which itself had been created in 1964 from parts of the City of Heidelberg. Three unelected and non-local Commissioners were put in place by the government bringing democracy into question by many members of the local community. The Commissioners determined to abandon the former Shire of Eltham offices located in Main Road, Eltham and in turn occupy the former Shire of Diamond Valley offices located at the boundary of the new shire with Banyule, in Civic Drive, Greensborough. In July 1996 the Commissioners sold the former Eltham Shire Offices and had them bulldozed leading to many years of communiity protest over the process and future development applications. The site has remained vacant ever since. In 1853 a committee was formed to improve the rough roads, some in Kangaroo Ground being almost impassable in winter.1 The committee fundraised by voluntary levies and grants to improve in particular, the main road between Kangaroo Ground and the Plenty River. From this committee arose the Eltham District Road Board, in 1856, which was the precursor to the Eltham Shire Council. The Board’s first chairman was Kangaroo Ground farmer, John Barr. Secretary was the former committee’s secretary, Andrew Ross, Kangaroo Ground’s first school teacher, and founder of the district newspaper, The Evelyn Observer.2 Most of the board’s income came from a toll-house north of the Lower Plenty Bridge, which funded such projects as a road from Kangaroo Ground to the Caledonia Diggings. In 1871 the Shire of Eltham was proclaimed, with its boundaries the same as those of the Road Board, and Councillor A Donaldson of Kangaroo Ground was the first president. Eltham was at the southern tip of the shire, which extended north to Kinglake and east beyond Yarra Glen. In 1878, part of Kinglake was added to the shire, while the area east of Watts River, near Healesville was removed. In 1912, then again in 1958, the shire was further reduced. Yarra Glen, Steels Creek, Tarrawarra, parts of Healesville and Christmas Hills, were transferred to the Shire of Healesville. In 1972 a smaller area, at Kinglake, was transferred to the Shire of Yea, leaving 277 square kilometres in the Eltham Shire. Perhaps no other Victorian municipality has had so many meeting places. Although from 1858 to 1904, the council convened at the office in the home of Secretary Charles Wingrove, the board, and later the council, also met at other more central locations.3 The board moved from the Fountain of Friendship Hotel to the Eltham Courthouse, to the Kangaroo Ground schoolhouse. It then met at the Kangaroo Ground Hotel, which some considered put it in danger of interruptions by people ‘the worse for liquor’.4 In 1885 the council met at the hall on Mr J Donaldson’s land at Kangaroo Ground. After Wingrove’s retirement, the council rented space at the Kangaroo Ground General Store and Post Office. Then, in 1917, the council bought the former office of The Evelyn Observer, after its printing works transferred to Hurstbridge. In 1934, fire destroyed the shire office, which was temporarily relocated to the Kangaroo Ground home of Shire Secretary, Mr P J McMahon. In 1941, the shire office moved to a new building (which included a public hall) in Eltham, at the corner of Arthur Street and Main Road, where the Eltham Village Shopping Centre was eventually built. Growth required new offices, which opened in 1965, on the former Shillinglaw property in Main Road.5 In 1994, as part of municipal restructuring under the Jeff Kennett Liberal Government, most of the Eltham Shire formed part of the new Shire of Nillumbik. It joined with the north section of the Diamond Valley Shire and parts of the Healesville and Whittlesea municipalities. The Diamond Valley Shire had been created in 1964, from part of the City of Heidelberg. Turbulence followed Nillumbik Shire’s formation. Under the Commissioners the council transferred to the former Diamond Valley Shire offices in Greensborough, and the Eltham council offices were demolished. In March 1997 the first five-member Nillumbik Council was elected. But, in October 1998, the government suspended the council and appointed an administrator . Early in 1999, shire residents voted to increase councillors to nine: comprising five ward councillors and four shire-wide councillors. Elections were held in March 1999. Then, before the March 2002 elections, nine new wards were created.6 In 2008 these were reduced to seven. Today [2008] the council governs a varied population of more than 60,000 people living in townships and on bush properties in the green wedge.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century.
