The new State Electricity Commission construction camp at the head of the Kiewa Valley was for workmen on the second power station in the project expected to be the most modern and best equipped in Australia… In contrast to the early Kiewa days of horses and canvas tents, the new camp, with its modern amenities, compared favourably with any country town. Administration of the Kiewa Scheme was moved from Tawonga to Mount Beauty in 1946. The first house in Mount Beauty, in Hollonds Street, was occupied by the co-op store manager from November 1946. The new Mess Hall at Mt Beauty was opened with much ceremony in early November 1946. The houses up to Nelse street were erected from 1946 onward and then the township was extended beyond Nelse Street in 1950. The workmen's camp was enlarged in 1950 to the extent of providing accommodation for a total of 1,200.Shows early construction in the town of Mt. The occasion was a conferring ceremony held on 4 October 1946, and Peters was introduced by College President, L.-Col. J.G. Gillespie (Melbourne Legacy President 1938). In his speech Peters exhorted the graduating students to embrace the values of 'Courage, Sincerity and Kindliness' and makes frequent reference to the desirable qualities of a 'real man'. The fact that all the students were male was to be expected in an institution which began as 'The Working Men's College'. Arthur Lock was a Rat of Tobruk and served as President of the Albury Rats of Tobruk Association. 14,000 Australians were in Tobruk during the siege. On return to Australia the veterans looked to maintain the ties created amongst those who were in Tobruk during the siege and to ensure their needs were supported. In 1944, the Rats of Tobruk Association, NSW was established. This was followed by the establishment of the Victorian Branch on 2nd October 1945. Other branches and sub-branches were established across Australia and a Federal Council was established in 1946. With the passing of the survivors of Tobruk, most branches have been wound up with the exception of the Victorian branch. Since 2012 the Rats of Tobruk Association Inc. has opened up affiliate membership to descendants and relatives of the original "Rats" in order to preserve their legacy.This item is part of a collection of items owned by Arthur Lock, a member of the 2/23rd Battalion, an all-volunteer Second Australian Imperial Force which served as part of the garrison during the Siege of Tobruk, then at El Alamein, New Guinea and Borneo.
