Shire of Eltham Archives: Series 69, Item 7 Opens with aerial views of the Shire, 85% of the shire covered by the Green wedge principal. Discusses the obligations required of the Shire to maintain the Green Wedge. The Shire covers over 27,000 hectares with a population in excess of 45,000 residents, more than 70% living in the southern 10% of the Shire in suburbs of Eltham, Montmorency, Lower Plenty and Research. 85% of the Shire in the more sparsely populated northern area which is covered by the Green Wedge. Council is committed to providing a parity of services to all residents such as garbage collection and maintenance of roads. Views of rubbish collection trucks in Montmorency. It is emphasised that the cost of these services in highly populated areas is relatively low whereas in the sparsely populated Green Wedge areas, considerable. There are hundreds of kilometres of roads throughout the Shire, many unmade and maintenance is high to check overhanging trees and erosion especially on the steep hills is expensive and disproportionate to servicing the population in the dense urban areas. Shows scenes of assessing planning applications in these rural areas which takes significantly more time as well as other services provided such as Meals on Wheels, building permits, Ranger services. Provision of recreational facilities in hilly areas requires the acquisition of expensive river flats (views of cricket ground surrounded by hills) and where not possible, costly earthmoving required. Also, views highlighting extensive tracks of natural habitat home to significant bird, animal and plant life. Shire emphasises its commitment highlighted by the Eltham Copper Butterfly which the Shire maintains small pockets of bushland to ensure its survival at significant expense (views of Pauline Toner Copper Butterfly Reserve.) Short interview with Pat Vaughan, Environmental Officer for the Shire discussing the Eltham Copper Butterfly who also mentions many other species in the Shire of high significance from bats to mammals to plants as well as the importance of the Green Wedge to Melbourne – the lungs of Melbourne - and ensuring the protection of very important habitat which requires a great deal of planning and management to look after. Views of Wingrove Park to emphasise this maintenance by machinery in some areas is too damaging and introduced species, etc must be removed by hand. Balancing the services and facilities expected by the community with the needs of the environment requires careful planning demands requires careful planning and the principals of the Green Wedge require constant attention in the face of growing need for housing. Director of Planning & Environment, Richard Allen advises there are approximately 1,300 planning permits and development applications each year ranging from simple subdivision, boundary realignments to further complicated non-urban developments for agricultural pursuits and the level of expertise required from architectural and engineering to land degradation, flora and fauna. Colac was the centre of a spidery rail network over which were carted anything and everything by Victorian Railways, the common carrier throughout the area. The main line through the region was the 35 km rail route from Birregurra (and thence to Geelong) though Colac to Pirron Yallock (and thence to Warrnambool and Port Fairy) from March, 1877, to July, 1883. The first branch line ran from Irrewarra to Beeac in 1889, which then extended in stages to Cressy and on the Ballarat. The second branch line was the 31 km long Birregurra to Forrest in 1891. The cost of building railways into mountainous terrain meant the third branch line was a narrow-gauge 2 foot 6 inch line, first of all to Beech Forest in 1902, and then to Crowes in 1911, for a total of 71 km. The final rail connection was the 16 km branch from Colac to Alvie to facilitate the transport of onions, opening in 1923. Each line had its own character and peculiarities derived from its foundation, geography and economic base. As a general rule, the loadings on the branch lines had greater output tonnage than inwards, the reverse of the main line. The lines traversed agricultural and timber areas where inputs like seed, grass, fertiliser and labour were minor, compared with the output, timber, wool, cream, butter, cheese fruit, potatoes, onion, grain and livestock.Rail Centre Colac. The picture was taken in Calcutta (known as Kolkata since 2001) en route to Australia in 1891. Book was awarded to Stephen John Holgate in 1891 for first prize in bookkeeping. Stephen (D.O.B. 09/07/1877) entered the college on 27/01/1890. The original registry notes parent as Stephen Holgate from Miners Rest and Stephen's previously school is noted as 'Home Tuition'. Other family members noted as attending the college are Harold, George, Edward, Robert and Thomas. Archives also hold war memorabilia for Edward and George Holgate.Presbyterian educators placed great value on a classical education matched with diligence in study. Book prizes were highly regarded and academic success admired. In the school’s early years prizes were ordered direct from London and had the school crest embossed in gold on the front or back cover. Many of the prizes given in early years were returned to the school to equip the Weatherly Library when it opened in 1936. This is the story told by the Rev. C. Fraser of his two years as a Home Missionary of the Presbyterian Church in the Otway Ranges in 1891-2. The area covered was from Lorne to Peterborough. The booklet includes the names and activities of many settlers of the time and a description of the wreck of the Newfield. This book is of interest to researchers looking for information on the Otway Ranges settlers at the end of the 19th century. It includes names and events and gives an interesting insight into life in the Otway Ranges in the 1890s. This is a small booklet of 44 pages with a red cover and the title printed in black on the front cover. The pages have been stapled together. There are no photographs or illustrations. William was one 8 children who attended Eltham Primary School. He was born in 1878 and attended the school between 1883 and 1890 having started there at the age of 4 years and 2 months in April 1882. He left the school in 1890 when 12 years of age. Dates obtained from EPS school attendance rolls. Exercise book last entry is dated June 16th, 1891.
