A copy of an address given at a Foundation Day Luncheon by a long standing Legatee and past President Legatee Rob Allison. He had joined Legacy in 1950, and he comments that only 5 members remain active that were with him in 1950. In 1950 they were all posted as member of various committees, he got Welfare and Friday night girls' classes. There were 9 boys' classes throughout Melbourne, and girls' twice a week at Legacy Headquarters at 24 Market St. There were 230 active members and each legatee had 4 or 5 families with children. He mentions that in 1950 the President was 62 years old but only 5 years after the end of the war, the tide had begun to turn towards the 39ers. (He called the older legatees '1914ers' or 'the Bow and Arrow boys'). He applauded the 'founding fathers' for limiting the numbers of members, in 1929 it was 230 and in 1959 a limit of 300. They used a classification method to classify the members so they had a diverse range of skills and community representation. Areas were: Production, Distribution, Services Public Authority, Services Other, and Board List. The President had a Secret Committee of 3, no one knew who was on the committee, even those members didn't know the identity of the other 2. This committee vetted the background and integrity of new members. In 1950 the budget was £27,000 plus a capital budget of £3,500. Legatee Allison tells a good story of his induction into Legacy, including his wife joining other Legatees wives in fundraising. In 1951 Comradeship meetings moved to Thursday nights at the instigation of Burt Nathan. 'Birthday boy' invitations started in 1958 when John Cooper was Chairman of the Comradeship. After some years of discussion the first paid Social Worker was employed in 1953 and as a result her efforts the first Senior Widows' Group got underway. Until the 1950s Legacy had always found the money it required, from big companies, wealthy members of the community, Estates, or Trusts. In 1951 it tried to copy a Sydney Legacy idea (Certificate of Adoption Plan) and called it 'The Endowment Scheme'. Other fundraisers included films, premiere showing and musicals were very much a part of the social life of Legatees. One premiere show in 1952, 'The Greatest Show on Earth' was sold at £100 a double. In 1959 Sir Frank and Lady Tait were kind enough for give us a premiere of 'My Fair Lady'. As the 50s progressed cash flow was not enough and it was decided in 1957 to have the first public appeal (he says 1957 but it was 1956). The first Badge day was 1958 (according to this account). He says it grossed £21,000 (net £17,000). And the Legacy story was becoming better known. 'Legacy has never been a one man band. The strength has been in the resourceful ability of those of its members.' He was well placed to tell the story of the donation towards Dureau House. BG Corporation in New York used 'Brown and Dureau' as agents in Melbourne for their spark plug manufacturing (for the American aircraft based in Australia during the war). A royalty of two shillings and sixpence was agreed. The entrepreneur President of BG Corporation was Richard Goldsmith. L/ Grat Grattan had a friend Mr Edwards who was managing director at Brown and Dureau and heard of the desire by Goldsmith to leave a permanent memorial to ex-servicemen in Australia (Children's Hospital was considered). Grat took Edwards to Market St and showed him the inadequacy of the building. It was agreed if Melbourne Legacy could come up with a purchased building in 10 days they would get the money needed. The property purchased was 'Storey Hall' in Swanston St (also called Hibernian Hall in other documents). After the war it turned out not to be suitable and a new building was required. The speaker is identified as Rob Allison based on two things; at one stage he refers to himself as 'Rob' and this copy of the speech has been faxed to Legacy from the offices of John Allison Monkhouse. Another copy of this address has been located with the date of September 1988 that was filed with information on Past Presidents and the lives prominent legatees. The notation H59 in black pen shows that it was part of the archive project that was trying to capture the history of Legacy. Designed by multi-award winning architect, Gregory Burgess, the library at Panther Place, won him the 1995 Royal Australian Institute of Architects (Vic) Merit Award in the New Institutional category.1 The design is typical of Burgess’ work, emphasising natural materials and forms, and the integration of building and site.2 In its distinctive architectural character, Burgess celebrated the spirit of Eltham’s artist/architect Justus Jörgenson and mud-brick builder Alistair Knox. However this library, which opened in 1994, follows decades of efforts to acquire a suitable library for local residents. It was only in 1971 that Eltham acquired its first purpose-built library. In the 1930s books were borrowed from a mobile library run by Mr Foster of Bible Street. From the 1930s to the early 1950s, adults borrowed books from the newsagency and general store in Main Road (still a newsagency) near Arthur Street. As late as the 1950s, adults borrowed books in the shire office foyer, then in Main Road near the corner of Arthur Street.3 In the early 1950s the ratepayers voted for lower rates rather than a library, in a referendum to build a public library financed by higher rates. Children depended on volunteers for their library service until 1966. In 1946 the inaugural meeting of the Eltham War Memorial Trust’s Women’s Auxiliary, decided to support the Trust by raising funds to buy land and build a Children’s Library, Baby Health Centre and other facilities. The auxiliary formed the Children’s Library Committee, which included Mrs Morrison, Mrs Bow and Mrs Currie. They ran a library service in the stage area of the Eltham Hall, at the corner of Arthur Street and Main Road. In 1952 the books were relocated to a room in the newly opened Baby Health Centre on Main Road. Then in 1961, the Children’s Library received its own hall beside the Eltham Pre-School Centre on Main Road. From there, each month, volunteers delivered books to every school in the shire. In 1966 the Children’s Library closed after 17 years of service, following the transfer of the Trust land and buildings to the Shire of Eltham. The books were donated to nine schools in the shire and to Community Aid Abroad. An important boost to the library service came in 1965, when the Heidelberg Regional Library Service was formed by the City of Heidelberg with the Shires of Eltham and Diamond Valley. Its first library service for Eltham Shire was a bookmobile van. Books for children and adults were finally housed in one building in 1966, when the shire converted the Brinkkotter house in Dudley Street, into a library. At last in 1971, the Eltham Library moved to new premises attached to the shire offices near Panther Place. However these were demolished in 1996, by State Government appointed commissioners during council amalgamations. Meanwhile the Heidelberg Regional Library Service was disbanded in 1985 and the Yarra Plenty Regional Library Service was established. The burgeoning population brought pressure for a bigger library. Eltham was one of several municipalities in the 1970s and 1980s, battling with the State Government for adequate funding for public libraries. Funds were so tight, that in 1987 Eltham councillors threatened to close the library. However public petitions persuaded them to set aside funds to replace the cramped library facilities. In 1992 the Federal Government gave $887,496 towards the $3 million cost of the 1560 square metre library.4 The result is a light and spacious building with surrounding verandas, made of sustainable natural materials including earth and recycled and radially sawn timbers. It includes a gallery and function areas. In 2004 Mr Burgess won Australian architecture’s highest accolade: the Royal Australian Institute of Architects Gold Medal. He has received more than forty professional and community awards.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. These seven photographs were taken at Bones Day, an annual sports competition between the Army Survey Regiment and the RAAF School of Radio at Laverton in 1967. The two units took turns each year to host the event. The day competition usually comprised basketball, cricket, cross country, golf, sailing, squash, softball, tennis, touch football, rifle shooting, tug-of-war and volleyball. The “big bone” trophy comprising a large bone from a beast housed inside a wooden framed glass case, was awarded to the winner of the day competition. The evening competition often included darts, carpet bowls, hookey, quoits and billiards/snooker. The “little bone” (a mounted chicken bone) was the consolation trophy awarded to the winner of the evening competition. The 3-hour bus trip for the visiting unit on their return was typically very raucous. The history of the Bones Day competition is best described in the booklet titled - Bones of Contention Souvenir Program. 1965. A tyre bender is used to bend and shape metal rims for wooden wagon wheels. This tyre bender’s model first appeared in the Day Bros catalogue in 1884 as the “Giant” model. The catalogue of 1883 only showed a lighter duty model called the “Lion”. It can be assumed that this later “Giant” model was a heavy duty improvement over the 1883 "Lion" and other smaller models which were still being advertised for sale in 1884. The Day Bros foundry, makers of this tyre bender, was operating as the manufacture of wheel right and blacksmith tools and general machinery in the 19th century in the USA and successfully exported their goods all over the world. Wagon tyre benders would have been very common circa 1850-1920, so there were probably many makers over the years. Early on, it would have become clear to the blacksmiths about which designs worked best so, eventually, the various makers would have made similar products to each other. This tyre bender was once used by Harry Goodall of H. Goodall & Sons Pty. Ltd. corner of McKinnon and High Streets, Terang. Victoria. Henry Goodall & Sons Henry Goodall (1870-1936) was proprietor of garages as H. Goodall & Sons Pty. Ltd., at both Terang (McKinnon and High Streets) and Mortlake (Dunlop Street). His business was in operation in at least in 1916 and perhaps well before, considering the date of the tyre bender and its use for wagons with wooden wheels. It was still in operation in 1953, chasing up debtors in Mount Gambier Court. Amongst the employees of H. Goodall & Sons Pty. Ltd. was Ernie Entwistle, a blacksmith (a soldier who died in 1916 ) and Alfred Hodgetts, radio expert (killed in a fatal accident in 1943, when he was in his early 30s ). Henry Goodall was involved in the community as a Justice of Peace, a deputy coroner, President of the Mortlake Hospital, trustee of the Soldiers’ Memorial Hall, and as a prominent Freemason. He and his wife had two sons (Charles and John) and one daughter (Mrs. Chas. Newton, of Skipton). The tyre bender is significant as it demonstrates how blacksmiths or wheelwrights could make new metal rims for wagon wheels for carts, wagons, stage coaches and carriages over a 135 years ago. The machine is a part of our social history as it demonstrates part of the process of making wagon wheels, which played an important part in aiding the continuation of daily transport needs that people had at the time, such as farming, personal transport and commercial activities. The machine or tool is locally significant as it was used by a local company in Terang and Mortlake in their blacksmith, wheelwright and garage business. Steel tyre bender mounted on timber base, used for wagon wheel steel rims. Made from cast iron and steel, double geared with four cogs to unite the upper and lower steel rollers. There are adjustable guide collars to keep the iron in line while it is being bent. It can also be used with two cranks for heavy duty work utilising the use to two operators. Appearances to the contrary, the item is not a weathervane but a finial. It was the gift of Mr John Sanderson (Jottings Easter 1920), from John Sanderson & Co., wool merchants, stock and station agents, commission and shipping agents before he leaves for England to become senior partner in Sanderson Murray & Elder, London, import and export agents. It was designed by Walter & Richard Butler Architects. (sketch published in Building : the magazine for the architect, builder, property owner and merchant vol.33, no 193, 12 Sept. 1923). The finial was already drawn on the sketch of the Central Institute made by Walter Butler. The maker of the finial, was Henry Alfred George Arnold Saw (born June 1881 in Hotham, Victoria was the son of Edward Saw (1854-1926) a tinsmith and Catherine Barton (1863-1907). He worked as a metal artificer for a metal-working business located opposite the Trades Hall in Lygon Street and was given the job of making the copper ship finial. Henry married Florence Charlotte Reeder and they had four children. Also known as Harry Saw according to his grandson Brian, he died on 9th February 1960. Henry and Florence both died within two months of each other in 1960. It is not clear when the ship was actually installed on the roof, the earliest photograph dating from 1927. The windvane fell or moved several times because of gale forces: - In 1995 : After the funds were raised to repair it, it was treated by sculptor David Hope, and reinstalled in the 1998 (Ship to Shore #3 Sept 1998). - In 2017: Carmela Lonetti from the Grimwade Centre for Cultural Materials Conservation (Ship to Shore Autumn 2017) - In 2019: a generous passerby donated the necessary funds for the conservation. It was sent to Grimwade Centre for Cultural Materials Conservation (Ship to Shore 2019), treated by Evan Tindal (City of Melbourne Magainze Oct. 2020). It was reinstalled over the Summer of 2019-2020 (Ship to Shore Summer 2020). The weathervane was stolen during the night of the 6-7 March 2022. Copper price surge sparks rise in theft in Victoria in 2021-22 so it's likely the vane was stolen to be melted This sculpture is closely associated with the 1917 building and described in clippings and annual reports when the building was first newly opened. It can be seen in some of the earliest photographs of the new building and in the artist/architect Butler's impressions. The galleon is often a decorative design of Mission to Seafarers wind vane (London, Adelaide).Bronze and copper sculpture fashioned as a Wind Vane in the form of a Galleon style sailing ship with 2 pennants flying and two sails rigged atop with lower cross piece with wind directions N S E W . There is a decorative ornamental pierced scrollwork ferrule / finial with reinforcing chrome steel piping armature at base of main support which attaches to the roof or a base support. Reverend William ‘Bill’ Leslie Higgins (b. 15/1/1925, Renmark, Victoria, d. 18/10/1998) and Mrs Ella May Higgins (née Leersen b. 3/11/1921, Avoca, Victoria, d. 24/5/2003). William was ordained to the Methodist Church of Australia on September 1, 1959. Bill and Ella were involved with many communities throughout Bill’s full-time service until 1989. These parishes included Underbool, Wycheproof, Drysdale, Wonthaggi, South Yarra, Eltham, Nathalia, Murchison and Seymour. Bill and Ella touched many thousands lives during their ministry. Bill passed away in 1998 while assisting with a Sunday evening service near Drysdale, and Ella continued to dedicate her time to others until her death in 2003. Information received via Brian and Irene Robertson's son, Mark (15 Dec 2023), noted that in 1969 they lived in Prahran and by 1971 they would have been appointed to Briar Hill (now Greensborough). Brian Robertson's parents and at least one set of his grandparents were also Salvation Army officers (primarily from Victoria), whilst Irene was originally from Perth and she had 2 other sisters that became Salvation Army Officers as well. Irene also had 3rd sister and younger brother who were linked to the Salvos (as was Brian’s brother). After several years in church work, Brian and Irene transferred over to the Social Services branch of the Salvos and worked with homeless men, broken families, drug & alcohol dependent clients (similar to what Brendan Nottle does in Burke St), family stores and eventually seniors (nursing homes). Brian, known as Robbie passed away in 2013, and Irene is currently living in a retirement unit. Collage of a collection of black and white portraits of men in oval frames with names. They are past councillors and the late Officer C.S. Wingrove of the Shire of Eltham from its inception until 1914. Originally compiled as a farewell gift to Ewan H. Cameron on his retirement from Parliament and community affairs in 1914. The photos were encased in a very large and handsme frame. It was presented to Mr. Cameron as a "testimonial [and] a small token of [Eltham Shire Councillors and community] their heartfelt esteem, and felt Mr Cameron would often look upon the faces encased in the frame, and it would remind him of friendships made and good work performed.' Mr Cameron was a well-respected man described as “Father of all in the County of Evelyn”. There were many living monuments of the good work done by Mr Cameron – schools, churches, halls and railways. Mr Cameron’s retirement was partly due to deafness. On the occasion of the presentation he told his audience that he started his public career in 1858 when he was elected a member of the Castlemaine Mining Board-; he held the position till 1900-42 years. In 1862 he was elected to the Eltham Shire Council (then a Road Board), and retired in 1914-52 years. He entered Parliament in 1874 and retired in 1914 -40 years and 8 months. The Hon Ewan H. The 19th of March 1886 proved an important day in the lives of many early settlers in the Orbost area, because on this day the Orbost State School opened. The fact that the school had first operated tem­porarily in a leased building, and on a half-time basis with SS2745 Jarrahmond, did not dampen the enthusiasm of the local inhabitants as they saw their offspring commence their education under the guidance of HT Campbell Mackay. However he remained in charge only until 12th of May 1886. The second HT, John Rowe, served until 1908. On 30th of June 1887, a portable room was provided; it being brought to the area by schooner. The school now had accommodation for 30 pupils; the teacher's welfare was considered because quarters of two rooms were attached. As the population increased so did the needs of the school. This was reflected in the provision of a larger classroom in 1898. During 1910-11 the first approaches were made to the Department for the establishment of a HES in Orbost and this became a reality in 1912. Orbost HES supplied post-primary education in the district until a high school was built in 1948. When fire destroyed the school in 1941 local halls were used as classrooms until a new school was built. Work was quite rapid and a new brick structure was opened by the Hon. A. E. Lind, MLA, on 13th of February 1942. This new building was a fine type of school of which both the pupils and the HT Leslie Collins were indeed proud. But Orbost continued to develop and the new school was soon over­taxed. This resulted in the erection of two Bristol classrooms in 1947. By 1950, when the school population had reached 500 pupils the opening of the new school at Orbost North was welcomed by all concerned. In 1963 the Department purchased land diagonally opposite the school and developed it as a playing area. In 1965 two LTCs were opened in November, and in October 1968 the Brodribb School building was moved to SS2744 Orbost for use as a general purpose room. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School.
