This Citizens' Handbook was posted to all citizens of Warrnambool in 1983. It contains an introductory message from the Mayor of the time, Cr. Ron Anderson and information relating to council run facilities and services. There is a page explaining the Warrnambool Bike plan and a section on how to save water. The blue centre pages explains property valuations and how to pay council rates. The rear page lists the contact details for councillors from each of the four municipal wards (Albert, Hopkins, Merri, Victoria) This booklet is an example of information provided to all City of Warrnambool citizen's in 1983. The Eltham Obelisk was originally located at the corner of Bridge and Main Roads in 1919. In 1943 (WW2) the local community commenced plans to establish the Eltham War Memorial, a living memorial to benefit the children as opposed to a one in stone as per the obelisk. The Eltham War Memorial Trust was established in 1945. In 1947 the Trust intended for the Obelisk to be relocated from Bridge Street and Main Road to the Garden of Remembrance which was planned as part of the Baby Health Centre which was to be the first of three buildings of the Eltham War Memorial to be built in 1951. In 1951 the Eltham RSL was invited to be represented on the Eltham War Memorial Trust. Around this time, with pending roadworks, the obelisk was relocated to the front garden of the Eltham RSL sub branch on Main Road for safe keeping. In 2007, a suggestion was proposed by Harry Gilham (President, EDHS) to John Cohen (ERSL) to claim a special site along with the historic Shillinglaw trees on the now vacant former Eltham Shire Office site adjacent to the Eltham War Memorial precinct for relocation of the obelisk. In 2010 following the financial collapse and sale of the Eltham RSL Sub-Branch property and amalgamation with the Montmorency Eltham RSL sub-branch, the location of the obelisk was again in immediate jepoardy and in conjunction with Nillumbik Shire Council, the obelisk was relocated in front of the Eltham War Memorial buildings in preparation for the Dawn Service on Anzac Day 2012. This plaque was originally in the Foyer (vestibule on the original plans) of the Soldiers Memorial Institute Bendigo to compliment framed photos of Soldiers who never came home from the Great War. This was unveiled on ANZAC Day 1927. After the closure of the SMI for renovations 2016 - 18 the plaque was placed in what was originally called "The Writing Room" now called "The Building and RSL history Room"Plaque brass with curved corners with inscribed text in black with several scrolls around. JOHM ADAMS was President of the Bendigo RSL from 1917 - 1921. He was one of the movers and mainstays in the formation of the Bendigo Sub Branch. It was also stated that his determination had carried into effect the plans for the "Soldiers Memorial Institute" Pall Mall Bendigo. John Adams had extensive service pre WW1 with Bendigo Volunteer Rifles,4th Militia BN, Victorian Cavalry,5th Militia and the 67th Bn. Appointed Lieutenant 25.11.1900, Capt 1.7.1907, Major 16.4.1913. He applied for a Commission in the AIF on 26.11.1914 and embarked on 22.12.1914 with the 14th BN for Gallipoli Campaign, WIA 3.5.1915, apon return to duty he took command of the 14th Bn for a period until invalided to England with chest and cardiac problems. He returned to Aust in Feb 1916 and his appointment was terminated on 22.4.1916. Post War with a change in retirement age he was invited to recommence service with the temporary rank of Lt Col to Command the 38th Bn when it returned to Aust in 1919. He retired on March 1st 1920 age 57. Framed photograph, timber brown colour with gold edging.
