But thereafter, although many continued to do well, the average annual earnings of the diggers declined rapidly. In 1858, when there were over 100,000 diggers in Victoria, few could have been doing really well ; only the hope of a ''lucky strike'' kept many of them on the diggings. Entries mostly pertain to Mr Howard Jolley , an aviation field inspector of the Life Insurance Company of Australia. First entry page 16 -17 contains photographs and newspaper cuttings relating to an air crash on Bendigo racecourse in May 1921. Jolley was involved in numerous air-crashes for the next ten years. Photographs and newspaper cuttings related to these, along with dinner invitations, etc, are pasted into the book. In that year, 29 small reservoirs were built (see next map); thereafter, more were constructed (there were 38 of them in 1868). These reservoirs supplied water to small gold fields towns, and to the gold mines in and near them. (Water races, as we have seen, were also constructed all over the Ovens field for sluicing purposes.) They objected to the principle of the fee - a tax on their labour levied by a government in which they were not represented. They objected to the incidence of the tax, which bore equally on the fortunate diggers who could afford it, and the large number of unfortunate diggers who could not. When Brighton was first incorporated as a borough in 1859, the first seal and coat of arms of the municipality depicted a market gardener. Spade in one hand and fruit in the other, the gardener is surrounded by a cornucopia of produce, a ploughman toiling the field behind him, and a mill in the distance. It is underscored by the motto ‘By their fruits ye shall know them’.Oil paint on metal on shaped wood shield, depicting a figure of a standing male pioneer holding a spade in one hand and fruit in the other. A fruit tree directly behind him, two pineapples to the right and a cornucopia bearing fruit to the left. Behind the pioneer are depictions of the sea with a ship, a farmer with a horse ploughing a field, a steam train, and a windmill. A black banner at the top of the shield has inscription BRIGHTON which sits above the Royal Coat of Arms. A red banner at the bottom has Brighton's motto 'FRUCTU NOSCITUR' which translates to ‘By their fruits ye shall know them’.
