On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. Equipment - Rocket Launcher, John Dennett, 1860s
This rocket launching machine is used in conjunction with the Dennett Rocket Set. Both are part of the rocket rescue equipment that launches the line-throwing rescue rockets. A light line is threaded through the carved holes in the 8 foot long shaft and attached to the scribed channel at the base of the shaft. The rocket head is fitted to the shaft and inserted into the machine. The machine is set at an angle determined by the person in charge of the rescue crew, and the legs and base of the machine are adjusted accordingly with the use of the quadrant, or protractor, and plumb-bob on the side of the machine. The rocket is then ignited and fired across the vessel in distress. John Dennett - John Dennett was from Carisbrooke, in the Ilse of Wight, UK. In 1826 he invented, patented and demonstrated an improved method of rocket powered, line firing rescue equipment for saving lives. The rockets had a longer range than the mortars being used, they were lighter, needed less preparation time, only needed one line for repeated shots, and fewer people were needed to move the equipment. Very favourable reports of Dennett’s rockets were received by those in charge of His Majesty’s Naval and Military services. In 1832, Dennett’s rocket-thrown line was sent out to the wreck of the ‘Bainbridge’, and was responsible for nineteen survivors coming ashore in two boatloads, along the fired line. Dennett’s rocket received national fame, and a one-year contract to supply rockets to the Coastguards. He became known as ‘Rocket Man’ and his rockets were used in rescues at least until 1890, when his son Horatio was running the business. A rocket weighing 23 lb would have a range of about 250 yards (228 metres), on average. Saving lives in Warrnambool – The coastline of South West Victoria is the site of over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built to house it. In 1858 the provision of rocket and mortar apparatus was approved for lifeboat stations in Victoria, and in 1864 a rocket house was built to safely store the rocket rescue equipment. In 1878 the buildings were moved to the Breakwater area, and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost a hundred years the lifeboat and rocket crews, mostly local volunteers, trained regularly to maintain their rescue skills. They were summoned when needed by alarms, gunshots, ringing bells and foghorns. Some became local heroes but all served an important role. By the end of the 1950s the lifeboat and rescue equipment had become obsolete. Rocket Rescue Method - The Government of Victoria adopted lifesaving methods based on Her Majesty’s Coast Guard in Great Britain. It authorised the first line-throwing rescue system in 1858. Captain Manby’s mortar powered a projectile connected to rope, invented in 1808. The equipment was updated to John Dennett’s 8-foot shaft and rocket method that had a longer range of about 250 yards. From the 1860s the breeches buoy and traveller block rocket rescue apparatus was in use. It was suspended on a hawser line and manually pulled to and from the distressed vessel carrying passengers and items. In the early 1870s Colonel Boxer’s rocket rescue method became the standard in Victoria. His two-stage rockets, charged by a gunpowder composition, could fire the line up to 500-600 yards, although 1000 yards range was possible. Boxer’s rocket carried the light line, which was faked, or coiled, in a particular way between pegs in a faking box to prevent twists and tangles when fired. The angle of firing the rocket to the vessel in distress was measured by a quadrant-type instrument on the side of the rocket machine. Decades later, in about 1920, Schermuly invented the line-throwing pistol that used a small cartridge to fire the rocket. The British Board of Trade published instructions for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle measured by the quadrant, inserting a rocket that had a light-weight line threaded through its shaft, and then firing it across the stranded vessel, the line issuing freely from the faking board. A tally board was then sent out to the ship with instructions in four languages. The ship’s crew would haul on the line to bring out the heavier, continuous whip line, then secure the attached whip block to the mast or other sturdy part the ship. The rescue crew on shore then hauled out a stronger hawser line, which the ship’s crew fixed above the whip block. The hawser was then tightened using the block on the shore end of the whip. The breeches buoy and endless whip are then attached to the traveller block on the hawser, allowing the shore crew to haul the breeches buoy to and from the vessel, rescuing the stranded crew one at a time. This rocket launcher machine is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. Yiannoudes Family Film Memorabilia It is normally a time consuming and difficult task to accurately assess a collection’s significance to the primary criteria, however in the case of the “Yiannoudes Family Film Memorabilia” we have no hesitation of its high significance about its historic, social, rarity, interpretive, cultural and provenance to Australia, including the country side where most of this collection memorabilia visited. From January 1959 and until 1982, “Cosmopolitan Motion Pictures”, owned by Mr Peter Yannoudes (Παναγιώτης Γιαννούδης) and Mr Stathis Raftopoulos (Στάθης Ραφτόπουλος) travelled around Australia to entertain the Greek, Turkish, Indian and Yugoslav speaking population of Australia and provide a significant cinema culture. They travelled as far as Perth in WA, Adelaide in SA, Tasmania, Darwin in Nt, Canberra in ACT and Sydney and NSW. However they found themselves also in places like Berri and Renmark in NSW, where concentrations of migrants lived and thrived during the period. Initially they were travelling by train, carrying all their equipment by hand and placing them in boxes and suitcases. However after 1962 when they acquired their first automobile, travelling became less of a burden, nevertheless cumbersome and laborious. They carried with them initially two portable projectors (second one as a backup) and at times travelled with a third in order to ensure that technology will not be letting them down at the time of film projection. At times the films were projected onto a white sheet of cloth because there was no proper screen to project it on at the venue they were using. Mr P. Yiannoudes has also published a book in October 2010, titled “Greek Cinema Across Australia – Behind the Scenes”. The book was published in two languages, English and in Greek. Details about the launch can be found on the Diasporic Literature Spot website at this address (in the Greek language) http://diasporic.org/ellinika/biblia/greek-films-in-australia/. His book is devoted to those with whom he co-operated in order to bring for the first time Greek language films into Australia. Their names are: Stathis Raftopoulos, Andreas Papadopoulos, Andreas Katopodis, Theodoros Kanellopoulos, Michael Ioannou, Fotis Hatzipavlides, Kostas Vrahnas, Evaggelos Terpenos, Dionysis Lourantos, Dimitris Georgiou, Vasilis Florias and Jim Gragie. All businessmen with the right entrepreneurial spirit to be the first and to make their mark in the making of cultural Australia. Mr P. Yiannoudes a Cypriot by descent born in the town of Vouni, a village in the area of Lemesos. In Lemesos he learned the first few things about cinema which would help him in all his later life. He migrated to Australia in 1956 has been a prominent member of the Greek & Cypriot Communities in Melbourne for many decades. He has been President of the Cypriot Community, President of Federation of Cypriot Communities in Australia (for 18 years), President of SEKA (for 26 years) and highly regarded member of the Greek-Cypriots Diaspora since he also has been Vice-President of the Global Federation of Cypriots of Diaspora for 18 years. Mr P. Yiannoudes is now working on creating a small museum of these pieces in the back of the Westgarth Theatre with the help of the Plutarch Project and …. In this collection numbering hundreds of items, we will try and capture some of the glory that was the Greek film industry in Australia for 23 years between 1959 and 1982. “Cosmopolitan Motion Pictures” also owned a large number of cinemas in Melbourne, the National Theatre in Richmond, the Westgarth Theatre in Northcote (which is still owned by the Yiannoudes family today), Sun Theatre in Yarraville, Kinema in Albert Park, Empire Theatre in Brunswick, Paramount Theatre in Oakleigh, Globe Theatre in Richmond, Galaxy Theatre in Brunswick and the Cosmopolitan Theatre in Brusnwick. At the same time they were hiring other theatres for film projections. They were the Astor Theatre in St. Kilda, Victoria Theatre in Richmond, Sunshine Theatre in Sunshine. Apart from Melbourne they were using the Pantheon Theatre in Adelaide, the Norwood Town Hall in Adelaide, the Shepparton Town Hall in Shepparton, the Premier Theatre in Perth, the Rivoli Theatre in Berri and the Renmark Theatre in Renmark. The number of films shown around Australia were over 1500 in total whilst about 1218 of them were in the Greek language. Other languages shown were in Turkish (about 150 films), Yugoslavian (about 100 films), English, French, German, Swedish, Dutch language films. “Cosmopolitan Motion Pictures” was the first company to bring Swedish and Dutch films to Australia. They also showed Martial Arts films for the first time in Australia in 1975 at the Galaxy Theatre in Melbourne. However one of the most significant pieces that tell the story with places and dates is the Show Logbook. The Show Logbook has a large number of stories to tell. It is still intact and in fair condition after all these years of travelling around Australia. It is categorised with an alphabetic index on the right by film title. Greek, Indian, Turkish and Yugoslav language film titles adorn its pages alongside the place where they were first shown, the towns and cities they visited and the dates for each one. It is an extremely significant part of history of the settlement of migrants in Australia. This Log Book is of Primary Significance to the "Cosmopolitan Motion Pictures" and the Yiannoudes family film memorabilia collection. The story of 90 years of wool classing between father & son begins in 1936, when a young boy by the name of Stanley James Hucker walked through the doors of the Gordon Technical School in Geelong. Born in 1921, Stanley was 15 years of age when he began his 3-year course in Wool Classing. 30 years later, Stanley’s second son Denis completed the same 3-year wool classing course. Beginning in 1966, Denis attended the same Gordon Technical School and walked the same halls as his father before him. Stanley finished his course in 1938. He went back to the family farm in Lake Bolac for a brief period before enrolling in the Second World War. At the completion of the war, Stanley returned home and married before gaining a soldier settler allotment, north of Willaura. This enabled Stan to use his wool classing knowledge. He ran between 1,500 and 2,000 sheep for many years, while his wool classer stencil also allowed him to go out and class at various sheds around the area. He held his stencil from 1938 until he retired at the age of 60 in 1981. On retirement, his second son Denis was working in the district, managing a local property while also leasing land himself. Upon his father’s retirement, Denis had the opportunity to lease his father’s farm, an opportunity he could not refuse. Denis had finished his wool classing course at the Gordon Technical School in 1968, graduating dux of his class. He began working with a local contractor and started classing wool in his team. Denis gained a great deal of experience working as part of this team in big sheds of up to 8 stands servicing between 10 & 20,000 sheep. It was not all smooth sailing for Denis however, and he soon learnt an important lesson. Class wool the way you’re taught, don’t listen to the owner standing over your shoulder. At a clip of Corriedales near Casterton, Denis was pushing too many fleeces into the line of fine wool. This resulted in a notice from the Australian Wool Exchange (AWEX) “mixing counts too much, submit three clips for inspection”. Denis was able to submit 3 clips with no further complaints, however, this proved a valuable lesson he would never forget over his long career classing wool. In the early 1980s, when Denis was leasing two properties including his father’s, things were going well until drought struck. February 1983 was the date of the Ash Wednesday bushfires, and saw Melbourne have three days over 40 °C for only the second time on record. This period saw Denis give away farming, turning towards contracting work instead. After the difficult times of the early 1980s, the next two decades were a good time for the sheep industry. 15 micron wool was selling for prices between 4 to 5,000 cents per kilo, double what you’d expect for the same wool in 2022. In 1995 a single bale of wool sold for a million dollars. This was a good time for Denis too. His contracting work saw him employing local shearers and shed staff. His team was involved with the shearing and classing of more than 130,000 sheep. After 20 years of contracting, it was time for Denis to transition into the next phase of his life. He gave up independent contracting, preferring instead to return to being a member of someone else’s team. In 2018, having completed 50 years of wool classing, it was time to call it a day and retire completely. At the annual Gordon Wool School Old Students Association dinner held in 2018, Denis was presented with his 50 years as a registered wool classer stencil awarded by the Australian Wool Exchange (AWEX). This is a rare honour achieved by few. As of February 2020, a total of 430 wool classers had achieved this 50-year milestone. For Denis however, his proudest achievement is achieving 90 years of wool classing with his father. The National Wool Museum is proud to share the collection of objects gained from 90 years in the wool classing industry by Stanley and Denis. This ranges from Stanley’s first stencil and Wool Sample book, started when he first attended the Gordon in 1936. The collection concludes 90 years later with Denis’ 50 years of wool classing Stencil. The collection contains many more objects, all telling the story of these 90 years, and the hard work invested by this dedicated father and son duo. Thin sheet of orange plastic with letters and numbers moulded to produce a consistent pattern for the surface below through the application of ink. This wool classing stencil once belonged to Denis Hucker. The top number is Denis’ Wool Classing Stencil Number. On the next line is the emblem of the Australian Wool Exchange, followed by an image of Australia, and finally the letters AW. The final line reads 50 years, indicating Denis’ experience in the profession of wool classing. This stencil is reserved for wool classers who have held their stencil and been actively classing wool in Australia for more than 50 years. Wool classers sort, classify, and grade wool into various lines so that it can be sold at best market price. They also manage and supervise wool-handling teams. The stencil is used in the final step of preparing a bale of wool for sale. It is branded across the front of a wool bale to indicate the quality of the wool, with the classers number used as a seal of approval. Accompanying the stencil are two sheets of white A4 paper with printing in gold and black ink. The first sheet was presented by the Australian Council of Wool Exporters & Processors to Denis Hucker for achieving 50 years of wool classing. Surrounded by a thin gold boarder, the page is made up of black text with gold headings. In the top right corner, an image of a sheep with an outline of Australia is found. The second piece of paper was presented by the Australian Wool Exchange to Denis Hucker for achieving 50 years of wool classing. Two thirds of the page is made up of a gold stencil which reads “50 years”. Accompanying the stencil is black text. This is the first in a series of 5 wool classing exercise books. They were written by Stanley Hucker in his time at the Gordon Technical College from 1936-1938. This book begins in a cover of black vinyl with a strip of red tape on the spine to give added support. Some of the vinyl has been removed on the cover, revealing blue card beneath. A sticker label is also found on the front cover. It has been damaged. Part of the sticker has been removed, while blue ink can also be found obscuring the text below. Internally, the book is handwritten on yellowed pages with blue lines for the assistance in clarity of handwriting. The pages are also surrounded by a margin of red pen. The exercise book’s content is about veterinary studies relating to the diseases, injuries, and treatment of sheep. It is handwritten and accompanied by an occasional hand drawn diagram. A selection of pages have been photographed to give an impression of the information taught in classes, 90 years ago. This includes information about a sheep’s heart, hind limbs, and reproduction system in ewes. Front Cover. The collection contains many more objects, all telling the story of these 90 years, and the hard work invested by this dedicated father and son duo.Large black bound book with ribbon for fastening containing 12 double-sided blue pages. Pages have several samples of shorn wool mounted and annotated to include information such as specific breeding, shearing faults, and geographical area. The book concludes with four pages without wool samples. Two of these pages relate to plans for a shearing shed and other industry related structures. The final two-pages relate to the anatomy of a sheep. Wool sample books were constructed by Wool Classing students at the Gordon Technical School as examples of what to look for when classing wool. The students were tasked with constructing these books with samples they retrieved themselves from several different farms and animals. The book would serve as a reference point for the wool classers throughout their years in the field, it was always on hand to refresh knowledge. The Orford family, a pioneer family remained continuously living and working in Eltham for 170 years from 1854 to 2024. James and Sarah Orford arrived in Sydney in 1839 aboard the ship “Orestes”; they had several children there before settling in Eltham in 1854. Three children, James Mathias, Sarah Amelia and Thomas Henry initially remained in the Eltham area. James eventually moved to Brunswick. Sarah married Arthur Butler Young and finally lived in Bunyip. Thomas who was six years old when the family arrived in 1854 remained in Eltham, married Helen Logan who died, leaving a large family. They lived in a slab hut by the Yarra at Laughing Waters and Thomas managed the Panton Park Estate, a selection owned by Magistrate Thomas Panton. Thomas’s son, Ernest Orford was born 1892 at Pitt Street, Eltham and also lived his entire life in Eltham working as a labourer, orchardist and later as a gardener and grounds keeper for Sir William Irvine, a former Chief Justice and Premier of Victoria. Ernest married Kate Thomas; their two sons Ron and Doug stayed in the area. Another of Thomas' sons, Arthur, also lived in Eltham. Four Orford generations attended Eltham schools. Doug Orford was born on the kitchen table (reference, son Ted Orford) of the family home at the corner of Reynolds Road and Mount Pleasant Road. Doug married Gwen and they established a family however Gwen died at a young age from cancer. Doug eventually remarried another Gwen and they lived for several decades in Napoleon Street, Eltham. Doug was actively involved in EDHS over many years, including serving as a committee member and vice president. Contributions by Doug and Gwen (Treasurer/Membership Secretary), his wife, assisted EDHS to continue to develop as a not-for-profit group intent on promoting and preserving our local history. Both Doug and Gwen were made Life Members of EDHS. They also acted as EDHS delegates to the Eastern Region of Historical Societies. His significant work with assisting to establish our valued Local History Centre helped develop our home base and supported the continued growth of our society. Doug’s local knowledge, suggestions and family connections were highly valued, Until recent times, he continued to regularly attend our Collections Team workshops providing his insights and historical information about photographs and society records. Doug died peacefully July 8, 2024, and represents the last link in the Orford Eltham chain which spanned 170 years. Textile - Children's Jumper, Kathryn Knitwear, c.1975
Kathryn Knitwear, founded by Robert Blake, manufactured high quality children’s knitwear in Melbourne from the 1940s – 1980s. Robert Blake began manufacturing children’s knitwear in his bedroom in Strathmore using a hand powered machine in the late 1940s. The operation moved to Ascot Vale and Essendon, before eventually establishing a factory in Moonee Ponds in the early 1950s. The business continued to expand, necessitating a move to a new factory in Broadmeadows. By 1962, the Broadmeadows factory was producing an average of 20,000 garments per month, which increased to 24,000 by 1964. Robert Blake’s Son, Brendan recalls that “The Kathryn brand was famous around Australia, anywhere children needed to keep warm and dress smartly. It also won a number of wool fashion awards”, including the 1969 Wool Awards, which was held by the Australian Wool Bureau and published in Women’s Weekly. The Kathryn range was designed for durability, comfort and care, without sacrificing style. They used patterning techniques that increase stretchiness, comfort and fit, as well as integrating decorative elements into the fabric to prevent them from being bulky, uncomfortable or tight. Making longevity of style a priority, Brendan Blake remembers that “there was one particular garment that was in the range for at least thirty years”. He also recalls “In the past, when women have found out that I was associated with Kathryn Knitwear, they would often relate to me the story of a garment they had purchased or received as a gift and, when their child had grown out of it, they would hand it on to another child. Several ladies have told me of purchasing garments for their daughters’ glory box, or saving a particular garment after their daughter had grown out of it. Brendan Blake: “At the peak of their operation they employed approximately two hundred people, mainly women and girls. A family would often seek to send their daughter to work in this company because they knew they would be looked after and safe. One lady wrote to me telling me that working at the Moonee Ponds Factory prior to getting married was the happiest time of her life.” In 1963, workers at the Kathryn factory earned £13 per week, which was 8 shillings and 8 pence higher than the minimum weekly wage for female workers in the textile manufacturing industry (£12 11s 4d). By 1970, the Kathryn Knitwear brand expanded from children’s knitwear into womenswear under the brand name ‘Lady Kathryn’, and for boys and men under ‘Robert Blake’. Continuing to diversify their distribution, they also began exporting ‘Kathryn’ garments to New Zealand, the Pacific Islands, and Japan. ‘Kathryn Knitwear’ was well-known for their early adoption of modern materials and techniques that had broad appeal to their customer base. This is shown in their early use of the acrylic fibre ‘Orlon’ in the 50s and 60s and ‘Superwash’ wool in the 1970s. Many of Kathryn Knitwear’s styles, particularly those that were long running staples of the brand, were available in both wool and Orlon to suit the consumer’s preference. Wool has been renowned for its excellent properties for thousands of years, by people from all over the world. Not only good for thick winter woollens, it can help keep you cool in summer, as well as being durable and resistant to water, fire, ultraviolet light, stains and odour. In a world where wool garments all had to be washed by hand, the invention of machine-washable acrylic fibres and widespread adoption of washing machines in ordinary Australian homes in the 1950s and 60s posed a major risk to the wool industry, and by extension the entire Australian economy. With the price of wool falling, the CSIRO and the Australian Wool Board worked together from the 1950s on a number of developments to keep Australian wool competitive and desirable to the public, many of which came out of the Geelong research labs. While progress had been made in the preceding decades, 1970 saw a major breakthrough; the invention of a new method of making wool washable and shrink-proof, most commonly known as ‘Superwash’. It is a technology that is still highly used to this day, and is very recognisable to those who use commercial wool yarn to knit or crochet. Far from the humble origins of one man in his bedroom with a hand-cranked machine; at its closure in 1980, the Broadmeadows factory of ‘Kathryn’ housed more than 100 machines, including 53 sewing machines and 45 knitting machines. Robert Blake was “a passionate advocate for wool and Australian Made” throughout his whole life. A strong thread that ties through the lifespan of Robert Blake and Kathryn Knitwear is a balance between adopting new innovations without sacrificing the core values of durability, comfort, care and style that had made the brand so well known. Romantic, charming . . . ''SUNNYBROOK'' ON the slope of a hill on the East side of Bolton street and overlooking willows that trail gracefully in a creeklet which shows no great haste to blend with Diamond Creek and so to the Yarra, there stands a great old-fashioned home. Outwardly it speaks of past opulence rather than beauty of design, but the velvet green lawns and the formal neatly weeded rose gardens, the well established trees, tennis courts, wisteria covered pergolas and the great curved fronds of old palms produce an atmosphere that cannot be built-up in less than decades. Here is irresistible old-world charm. The jangle of today cannot penetrate ... it is a place to remember ... a place where events to be remembered have a perfect setting ... it is "Sunnybrook." From the neighbouring ‘Beranto Lodge’ Mrs. Lenne can catch glimpses of ‘Sunnybrook,’ but the old home is well hidden from all quarters and only the faultlessly kept lawn can be seen by the curious. Like many other people, Mrs. Lenne was curious. Who can blame her. ‘Sunnybrook’ is a name to conjure with in Eltham. When the elderly men of the township were young bucks ‘Sunnybrook’ stood alone, a proud home that was known and established. Amongst the simple homes of the valley of the Diamond Creek, ‘Sunnybrook’ was Queen. In the roistering days of the Diamond Valley, when Kangaroo Ground was the seat of the Shire and when five pubs dotted the road from Lower Plenty to the civic centre, ‘Sunnybrook’ was off the track of the boisterous and tipsy. ‘Sunnybrook’ is still off the beaten track . . . but only slightly so; it no longer looks over cow pastures, but the neat, newly built houses which dot the length of the Main Road. They are still no closer than half a mile and while these houses have sprung up the fine trees and shrubs have quietly closed in around the boundaries of ‘Sunnybrook' as if to keep the old place to itself. That is how it has become something to whet the curiosity. When the course of events put the place on the market Mrs. Lenne bought it. When a modern house is bought it is pliable in the sense that the owner moulds it according to personality. It can remain severe, utilitarian and with a little neglect soon run to an ugly shabbiness. But with old 'Sunnybrook' it is different. There is in existence a character indelibly written into every line of the place . . . it is a LOVE OF ENGLAND. Upon ‘Sunnybrook’ has been lavished the devoted love of England to such a degree that it must be seen. The gardens and lawns are formal, and though lovely and speaking of the leisure of past years they are not English . . . they are just lovely, with the beauty that only the long established seem to possess. It is inside ‘Sunnybrook’ that the intense love of England is seen. Years ago the home was bought by a Mr. Martin, who was getting on in years, as a home for his much younger wife. The couple spent thousands of pounds as well as endless care and imagination in the complete redecorating of their home. Oak panelling imported from England was built in. Huge fireplaces shed their Colonial appearance to be become the fireplaces of England . . . and they were so in every sense because they were also imported from England. One lovely specimen whose gracious lines are remarked upon by all who see it, is a certified antique of finest English Oak. Care was taken to see what hand made wrought iron light fittings were in keeping. The old place has three lounge, dining or living rooms according to taste and requirements, and all are bigger than the biggest attempted in a “big” modern home. This does not include an outside living space of ample proportions, all fine flywired in and enclosing a fernery. A turn of a tap and spray as fine as mist is released over the rockery. On a scorching summer day when no relief short of a swim could help ordinary people, the resident of ‘Sunnybrook’ found the coolness of a dell in which to sit and enjoy their evening meal. What is more, the temperature of the whole house could be reduced by merely turning on this extensive spray water system. Yes, comfort to luxury standard is built in. And what happens to 'Sunnybrook' now? Mrs Lenne is famous to thousands for her quite fabulous catering. Her home and her "Wanda Inn" at Hepburn Springs have long been a Mecca for those who want the different in catering . . . different in the sense that every client is treated as a friend, not a customer and the hospitality and attention one would give to an honoured friend is accorded. And the food! – ask anyone who has enjoyed the privilege. Ask those who attended the reception given to Mr. Menzies by Eltham Shire Council; ask those members of the Diamond Valley Chamber of Commerce who enjoyed it! And ‘Sunnybrook’ will ring to the laughter, and offer its spaciousness for the fun of all who join in the happiest occasion in the life of those just married, whose wedding reception is intended to be “remembered.” Mrs. Lenne is a dynamic ball of energy whose enthusiasm is not to be brooked. The Victorian Gold Jubilee Exhibition, held at Bendigo from 13 November 1901 to 14 May 1902. The courts were numbered from one, or had titles like “Machinery”, “Agricultural”, “Naval & Military Court” and “Art”. The female visitors to the Exhibition were able to view exhibits deemed suitable for the fairer sex and located within their own “Women’s Court”. There were exhibits such as “Parasols & Umbrellas”, cotton and haberdashery from Manchester and Staffordshire, “Corsets & Embroideries” from Paris. The most valuable exhibits were mining machinery such as Taylor Horsfield’s £850 “Air Compressor & Rock Borer”. “Bohemian Glassware” brought down from Sydney was valued at £600. The profits from this Exhibition were used to fund the sculpture known as the Gold Monument, which still gazes along Pall Mall (from the McCrae Street end). The Exhibition’s Cash Book shows payments, which totalled £1160, were made to then up and coming sculptor C.D.Richardson. Parnell was an Irish nationalist and statesman who led the fight for Irish Home Rule in the 1880s. Charles Stewart Parnell was born on 27 June 1846 in County Wicklow into a family of Anglo-Irish Protestant landowners. He studied at Cambridge University and was elected to parliament in 1875 as a member of the Home Rule League (later re-named by Parnell the Irish Parliamentary Party). His abilities soon became evident. In 1878, Parnell became an active opponent of the Irish land laws, believing their reform should be the first step on the road to Home Rule. In 1879, Parnell was elected president of the newly founded National Land League and the following year he visited the United States to gain both funds and support for land reform. In the 1880 election, he supported the Liberal leader William Gladstone, but when Gladstone's Land Act of 1881 fell short of expectations, he joined the opposition. By now he had become the accepted leader of the Irish nationalist movement. Parnell now encouraged boycott as a means of influencing landlords and land agents, and as a result he was sent to jail and the Land League was suppressed. From Kilmainham prison he called on Irish peasants to stop paying rent. In March 1882, he negotiated an agreement with Gladstone - the Kilmainham Treaty - in which he urged his followers to avoid violence. But this peaceful policy was severely challenged by the murder in May 1882 of two senior British officials in Phoenix Park in Dublin by members of an Irish terrorist group. Parnell condemned the murders. In 1886, Parnell joined with the Liberals to defeat Lord Salisbury's Conservative government. Gladstone became prime minister and introduced the first Irish Home Rule Bill. Parnell believed it was flawed but said he was prepared to vote for it. The Bill split the Liberal Party and was defeated in the House of Commons. Its primary aim was to abolish landlordism in Ireland and enable tenant farmers to own the land they worked on. The period of the Land League's agitation is known as the Land War. Within decades of the league's foundation, through the efforts of William O'Brien and George Wyndham (a descendant of Lord Edward FitzGerald), the 1902 Land Conference produced the Land (Purchase) Act 1903 which allowed Irish tenant farmers buy out their freeholds with UK government loans over 68 years through the Land Commission (an arrangement that has never been possible in Britain itself). For agricultural labourers, D.D. Sheehan and the Irish Land and Labour Association secured their demands from the Liberal government elected in 1905 to pass the Labourers (Ireland) Act 1906, and the Labourers (Ireland) Act 1911, which paid County Councils to build over 40,000 new rural cottages, each on an acre of land. By 1914, 75% of occupiers were buying out their landlords, mostly under the two Acts. In all, under the pre-UK Land Acts over 316,000 tenants purchased their holdings amounting to 15 million acres (61,000 km2) out of a total of 20 million acres (81,000 km2) in the country. Sometimes the holdings were described as "uneconomic", but the overall sense of social justice was undeniable. At that meeting Charles Stewart Parnell was elected president of the league. Andrew Kettle, Michael Davitt, and Thomas Brennan were appointed as honorary secretaries. This united practically all the different strands of land agitation and tenant rights movements under a single organisation. The two aims of the Land League, as stated in the resolutions adopted in the meeting, were: ...first, to bring out a reduction of rack-rents; second, to facilitate the obtaining of the ownership of the soil by the occupiers. That the object of the League can be best attained by promoting organisation among the tenant-farmers; by defending those who may be threatened with eviction for refusing to pay unjust rents; by facilitating the working of the Bright clauses of the Irish Land Act during the winter; and by obtaining such reforms in the laws relating to land as will enable every tenant to become owner of his holding by paying a fair rent for a limited number of years. Charles Stewart Parnell, John Dillon, Michael Davitt, and others including Cal Lynn then went to America to raise funds for the League with spectacular results. Branches were also set up in Scotland, where the Crofters Party imitated the League and secured a reforming Act in 1886. The government had introduced the first ineffective Land Act in 1870, then the equally inadequate Acts of 1880 and 1881 followed. These established a Land Commission that started to reduce some rents. Parnell together with all of his party lieutenants, including Father Eugene Sheehy known as "the Land League priest", went into a bitter verbal offensive and were imprisoned in October 1881 under the Irish Coercion Act in Kilmainham Jail for "sabotaging the Land Act", from where the No-Rent Manifesto was issued, calling for a national tenant farmer rent strike which was partially followed. Although the League discouraged violence, agrarian crimes increased widely. Typically a rent strike would be followed by evictions by the police, or those tenants paying rent would be subject to a local boycott by League members. Where cases went to court, witnesses would change their stories, resulting in an unworkable legal system. This in turn led on to stronger criminal laws being passed that were described by the League as "Coercion Acts". The bitterness that developed helped Parnell later in his Home Rule campaign. Davitt's views were much more extreme, seeking to nationalise all land, as seen in his famous slogan: "The land of Ireland for the people of Ireland". 1. Rock-art of the Western Desert and Pilbara: Pigment dates provide new perspectives on the role of art in the Australian arid zone Jo McDonald (Australian National University) and Peter Veth (Australian National University) Systematic analysis of engraved and painted art from the Western Desert and Pilbara has allowed us to develop a spatial model for discernable style provinces. Clear chains of stylistic connection can be demonstrated from the Pilbara coast to the desert interior with distinct and stylistically unique rock-art bodies. Graphic systems appear to link people over short, as well as vast, distances, and some of these style networks appear to have operated for very long periods of time. What are the social dynamics that could produce unique style provinces, as well as shared graphic vocabularies, over 1000 kilometres? Here we consider language boundaries within and between style provinces, and report on the first dates for pigment rock-art from the Australian arid zone and reflect on how these dates from the recent past help address questions of stylistic variability through space and time. 2. Painting and repainting in the west Kimberley Sue O?Connor, Anthony Barham (Australian National University) and Donny Woolagoodja (Mowanjum Community, Derby) We take a fresh look at the practice of repainting, or retouching, rockart, with particular reference to the Kimberley region of Western Australia. We discuss the practice of repainting in the context of the debate arising from the 1987 Ngarinyin Cultural Continuity Project, which involved the repainting of rock-shelters in the Gibb River region of the western Kimberley. The ?repainting debate? is reviewed here in the context of contemporary art production in west Kimberley Indigenous communities, such as Mowanjum. At Mowanjum the past two decades have witnessed an artistic explosion in the form of paintings on canvas and board that incorporate Wandjina and other images inspired by those traditionally depicted on panels in rock-shelters. Wandjina also represents the key motif around which community desires to return to Country are articulated, around which Country is curated and maintained, and through which the younger generations now engage with their traditional lands and reach out to wider international communities. We suggest that painting in the new media represents a continuation or transference of traditional practice. Stories about the travels, battles and engagements of Wandjina and other Dreaming events are now retold and experienced in the communities with reference to the paintings, an activity that is central to maintaining and reinvigorating connection between identity and place. The transposition of painting activity from sites within Country to the new ?out-of-Country? settlements represents a social counterbalance to the social dislocation that arose from separation from traditional places and forced geographic moves out-of-Country to government and mission settlements in the twentieth century. 3. Port Keats painting: Revolution and continuity Graeme K Ward (AIATSIS) and Mark Crocombe (Thamarrurr Regional Council) The role of the poet and collector of ?mythologies?, Roland Robinson, in prompting the production of commercial bark-painting at Port Keats (Wadeye), appears to have been accepted uncritically - though not usually acknowledged - by collectors and curators. Here we attempt to trace the history of painting in the Daly?Fitzmaurice region to contextualise Robinson?s contribution, and to evaluate it from both the perspective of available literature and of accounts of contemporary painters and Traditional Owners in the Port Keats area. It is possible that the intervention that Robinson might have considered revolutionary was more likely a continuation of previously well established cultural practice, the commercial development of which was both an Indigenous ?adjustment? to changing socio-cultural circumstances, and a quiet statement of maintenance of identity by strong individuals adapting and attempting to continue their cultural traditions. 4. Negotiating form in Kuninjku bark-paintings Luke Taylor (AIATSIS) Here I examine social processes involved in the manipulation of painted forms of bark-paintings among Kuninjku artists living near Maningrida in Arnhem Land. Young artists are taught to paint through apprenticeships that involve exchange of skills in producing form within extended family groups. Through apprenticeship processes we can also see how personal innovations are shared among family and become more regionally located. Lately there have been moves by senior artists to establish separate out-stations and to train their wives and daughters to paint. At a stylistic level the art now creates a greater sense of family autonomy and yet the subjects link the artists back in to much broader social networks. 5. Making art and making culture in far western New South Wales Lorraine Gibson This contribution is based on my ethnographic fieldwork. It concerns the intertwining aspects of the two concepts of art and culture and shows how Aboriginal people in Wilcannia in far western New South Wales draw on these concepts to assert and create a distinctive cultural identity for themselves. Focusing largely on the work of one particular artist, I demonstrate the ways in which culture (as this is considered) is affectively experienced and articulated as something that one ?comes into contact with? through the practice of art-making. I discuss the social and cultural role that art-making, and art talk play in considering, mediating and resolving issues to do with cultural subjectivity, authority and identity. I propose that in thinking about the content of the art and in making the art, past and present matters of interest, of difficulty and of pleasure are remembered, considered, resolved and mediated. Culture (as this is considered by Wilcannia Aboriginal people) is also made anew; it comes about through the practice of artmaking and in displaying and talking about the art work. Culture as an objectified, tangible entity is moreover writ large and made visible through art in ways that are valued by artists and other community members. The intersections between Aboriginal peoples, anthropologists, museum collections and published literature, and the network of relations between, are also shown to have interesting synergies that play themselves out in the production of art and culture. 6. Black on White: Or varying shades of grey? Indigenous Australian photo-media artists and the ?making of? Aboriginality Marianne Riphagen (Radboud University, The Netherlands) In 2005 the Centre for Contemporary Photography in Melbourne presented the Indigenous photo-media exhibition Black on White. Promising to explore Indigenous perspectives on non-Aboriginality, its catalogue set forth two questions: how do Aboriginal artists see the people and culture that surrounds them? Do they see non-Aboriginal Australians as other? However, art works produced for this exhibition rejected curatorial constructions of Black and White, instead presenting viewers with more complex and ambivalent notions of Aboriginality and non-Aboriginality. This paper revisits the Black on White exhibition as an intercultural event and argues that Indigenous art practitioners, because of their participation in a process to signify what it means to be Aboriginal, have developed new forms of Aboriginality. 7. Culture production Rembarrnga way: Innovation and tradition in Lena Yarinkura?s and Bob Burruwal?s metal sculptures Christiane Keller (University of Westerna Australia) Contemporary Indigenous artists are challenged to produce art for sale and at the same time to protect their cultural heritage. Here I investigate how Rembarrnga sculptors extend already established sculptural practices and the role innovation plays within these developments, and I analyse how Rembarrnga artists imprint their cultural and social values on sculptures made in an essentially Western medium, that of metal-casting. The metal sculptures made by Lena Yarinkura and her husband Bob Burruwal, two prolific Rembarrnga artists from north-central Arnhem Land, can be seen as an extension of their earlier sculptural work. In the development of metal sculptures, the artists shifted their artistic practice in two ways: they transformed sculptural forms from an earlier ceremonial context and from earlier functional fibre objects. Using Fred Myers?s concept of culture production, I investigate Rembarrnga ways of culture-making. 8. Godfrey to her letter of 24 May explaining circumstances and denying responsibility to forward a replacement cheque as it was cashed at the Golf Club Hotel; 6 June 1958 History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. This photograph records the interior of St Nicholas Seamen's Church at 139 Nelson Place, Williamstown, Victoria, which was purchased and furnished around 1943. The furniture and furnishings are now part of the St. Nicholas Seamen's Church collection. HISTORY of the Missions to Seamen: - DETAILED HISTORY of the Missions to Seamen: - The Missions to Seamen is an Anglican (Church of England) charity that has served the world’s seafarers since 1856. It was inspired by the work of Rev. John Ashley, who, 20 years earlier, had pioneered a ministry to seafarers in the Bristol Channel in Great Britain. When Ashley retired, others continued the work, founding the Missions to Seamen. It adopted a Flying Angel as its symbol, inspired by a verse from the Bible in Revelation 14. Today, over 200 world ports have Missions to Seamen centres and chaplains. A Missions to Seamen’s club warmly welcomes sailors of all colours, creeds and races and provides a wide range of facilities. The Missions to Seamen organisation changed its name to the Mission to Seafarers in 2000, continuing to include Missions to Seamen clubs in Victoria’s cities of Melbourne, Portland, Geelong and Hastings. Flagstaff Hill’s St Nicholas’ Seamen’s Church is named after its namesake from Williamstown, Victoria, which began in 1857. Bishop Perry opened the first Sailors’ Church there, known as ‘Bethel’, on an old hulk floating in Hobson’s Bay, Port of Melbourne. In 1860, a Sailors’ Rest started operating from rented premises in Williamstown. In 1878, the Sailors’ Church moved into an old Wesleyan chapel in Ann Street. By the end of that year, they managed to purchase the building, which they had already refurbished. In 1883, they affiliated with the Victorian Seamen’s Mission. A few years later, in 1906, the building had to be demolished because it was no longer safe. While they raised funds for a new building, the Sailors’ Rest temporarily moved to premises in front of Customs House in Nelson Place. Around this time, in 1906, the Ladies Harbour Lights Guild was formed in Australia to support and raise funds for the Mission to Seamen organisation in Melbourne. Two of the most significant ladies of the Guild were founding members Ethel Godfrey and Alice Sibthorpe. During the Mission's time at Siddeley Street, Melbourne, the activities of the Guild raised funds for the Mission to Seamen's Chapel at their new, and still current, premises in Flinders Street, Melbourne, opened in 1917. The Guild continued its important work until the 1960s. In 1908, the Williamstown Mission had enough money to purchase the former Mascotte skating rink on Thompson Street, Williamstown. In August of that year, they were inaugurated into the Victorian Missions to Seamen. They continued at that venue for a few decades. In 1943, the former ES&A Bank building at 139 Nelson Place, Williamstown, was purchased to become the new Mission to Seaman’s Club. On May 6th, 1944, it was officially opened, described as a ‘distinctive little building’. Funds had previously been raised for the building and furnishing of the chapel at the rear. The chapel was named St Nicholas’ Seamen’s Church, after St Nicholas, fourth-century bishop and patron saint of sailors. Services were held on Wednesdays and Sundays. The church was supported by the Williamstown Lightkeepers’ Auxiliary, newly founded by Mrs Ethel Margaret Musther in 1943, as well as the Harbour Lights Guild and the League of Soldiers’ and Sailors’ Friends. The Williamstown Mission to Seamen’s Church operated until 1966, when large international ships no longer used the Port of Williamstown. The Commonwealth Government then leased the premises. In the formative years of Flagstaff Hill Maritime Village, the Advisory Board decided to include a Missions to Seamen Chapel and Recreation Room in its village. The Missions organisation was a significant feature of ports during the late 1800s and early 1900s, the period that the Village represents. They often erected Missions to house social and worshipful activities for seamen. Flagstaff Hill’s curator, Mr Ken Marshman, approached the Melbourne Board of Management of Missions to Seamen regarding the Williamstown branch. Consequently, the Board permitted the furnishings of the Williamstown chapel to be transferred to Flagstaff Hill Maritime Village. A provision of the transfer was that the Victoria Missions to Seamen be recognised, that the items would remain as a collection, and that the chapel would be called St Nicholas Seamen’s Church and conduct Divine services. The donation was approved on 21st May 1979. Flagstaff Hill's St. Nicholas Seamen's Church: - The idea behind Flagstaff Hill’s Missions to Seamen’s Church was partly driven by the offer of Stained Glass Memorial Windows that originated from the Warrnambool and District Base Hospital, which was undergoing multi-storey expansion in the late 1960s and early 1970s. The hospital’s Manager/Secretary was eager to see the historic window installed in a suitable place. The church, or chapel, was designed by a local architectural draftsman in collaboration with the Flagstaff Hill Planning Board and was constructed by Mr Leon Habel. The designers hoped that the church would be used for formal worship such as weddings, funerals, and multi-denominational special services like war commemorations. The design is inspired by the ‘Missions to Seamen’ buildings in Portland and the Port of Melbourne. The furniture and furnishings were placed as accurately as possible according to photographs of the Williamstown St Nicholas Seamen’s Church and with assistance from local clergy. The Recreation Room was furnished and arranged on advice from experienced members of the Missions to Seamen organisation. A framed document in the building recognises the donor of the furnishings, Victoria Missions to Seamen, and includes the names of some original donors and their donated item/s. The building’s design incorporates local features such as Warrnambool sandstone, which was no longer commercially available but was procured from demolished buildings and uniformly cut to use as a veneer over the stronger Mt. Gambier stone. Also, traditional green American roofing slate was used, sourced from the 1908 local shipwreck “Falls of Halladale” by Flagstaff Hill volunteer divers. The bell tower includes a bell believed to be from a local shipwreck. Additional furnishings were acquired locally, along with several items donated by Warrnambool residents. Light fittings in both rooms were assembled to simulate 19th-century gas light fittings. The stained-glass window at the back of the church is a memorial to Dr Connell, a well-respected member of the Warrnambool community. It was originally installed in 1928 in the main building of Warrnambool Hospital. The St Nicholas’ Seamen’s Church at Flagstaff Hill was officially opened by His Worship the Mayor, Cr. John Lindsay, on Sunday, 11th October 1981. The event included a service of thanksgiving conducted by the Warrnambool Ministers Fraternal. Since then, the Chapel has been the historic venue for many weddings. This photograph is significant through its association with the St Nicholas' Mission to Seamen Church in Williamstown, Melbourne, established in 1857. ELTHAM’S GROWTH HAS BEEN RAPID IN RECENT YEARS Unknown local paper c.1960s Recent years have seen a rapid change in the appearance of Eltham’s business centre - so rapid, in fact, that the growth of premises has been almost 300%. For more than thirty-five years Eltham had little more than a dozen traders - the town's business area spreading from Pryor Street in the north, to Pitt Street in the south. The greatest density of businesses - no more than a handful of shops - were situated in the present shopping centre but other essential services such as the Post Office, were located half a mile away. As the town's population grew and the need for more shops became apparent, the growth was centralised around the railway station and Shire hall. Few of the old premises are used for their original form of business today, though many are still in existence. One of the oldest (seen clearly in the illustration) still in use is now Ferrari's Greengrocery. This shop was Eltham's butchery in early days, conducted by Jim Ryan. Up to twenty years ago, Mr. Ryan ran his business from the shop. whilst his son toured Eltham in his horse and cart, cutting his customers' orders as he went from door to door. Another business - one of the few still trading in the same goods-was Burgoyne's Hardware. This is now owned by Mr. R. Clinton, a new shop has recently been added and shortly the old premises will disappear completely. The Burgoyne family were well known to Eltham's population. The Post Office and Store (then in Main Road, near Bridge Street) was run by Mr. and Mrs. Burgoyne. The Post Office was later moved, and attached to the hardware store. OLD HOTEL In this same area was the old Eltham Hotel, almost opposite the present hotel. The building still stands, but has been converted into a house. The hitching rail can still be seen by the roadside. Back in the township was Barber's Blue Gum store, later conducted by Mrs. Burges (mother of Garnet Burges) and claimed to be Eltham's oldest shop. Further down the road, just past the hardware store, was the barber shop and billiard saloon. Next door was E. J. Andrew's news agency, library and State Savings Bank. Eltham's original chemist's shop, or dispensary as it was called, is now an electrical repair shop. On this side of the street too, was Mrs. Monteith - Draper. Mr Monteith was the owner of Eltham' s bus service. This bus service had no regular route, but deposited passengers at the point nearest their homes - a. door to door taxi service. Next to Mrs. Monteith stood another grocery - and general store, and next again, the local blacksmith. Another of Butcher Ryan's sons was Eltham's blacksmith and obviously an enterprising man he conducted a timber business next door to his smithy's shop. These two premises are still run by one man - Garnet Burges. BOOM STARTS Twenty years ago, when Thompson's took over Eltham's pharmacy they occupied the old shop adjoining the Shire hall. The building of Thompson's new premises, from which· they operate today, was the beginning of Eltham's recent growth and development. With another grocery store and a bakery at the corner of York Street, a butcher near Franklin Street, a cobbler's shop opposite the State School (did you ever wonder what that-little building attached to one of Eltham's oldest houses had been?), and an estate agency conducted by Mr. Clark, now Eltham Real Estate - only one trader remained - and today, still carries on, the only original owner of one of Eltham's .oldest established businesses - Mr. Dave Lyon, of Lyon Bros. Garage, which was formerly located in what was later used as Chenowyth's Foundry in Main Road. From the early twenties until little more than six or seven years ago that was the picture of Eltham. Some businesses had changed hands - many years before Mr. C. Rains had acquired Andrew's news agency, Mrs. Monteith's drapery had become Mrs. R. Smith's home-made cake shop, to change again and again to many other types of business. But generally, Eltham was unchanged, for nearly thirty years. Then suddenly new shops mushroomed. The new news agency and drapery, the chemist and adjoining shops, a new butcher, a green grocer and several more. POPULATION DOUBLED In the space of a few years, fifteen new shops, two banks, a restaurant and a post office were built at Eltham. New types of businesses found a ready market in an area which was quickly almost doubling its population. A little over twelve months ago, another wave of progress hit Eltham. Since then eight more shops have been built - a cake shop and fish shop in Dalton [sic – Dudley] Street - for building areas are unprocurable in the Main Street shopping centre now – have been built by Mr. D. Kimball; a new ladies’ and children’s wear shop has been opened by Rains; Eltham Dry Cleaners have another of these new shops, and Mr. R. Clinton has built elaborate new premises. Further down the road, Mr. C. Campbell has built a new butcher's shop, and next door, at present under construction, are a self service store and a shop which Mr. J. Hodges will open on completion. In addition to these new shops, Mr. J. Millett has extended his grocery to almost twice its original size. FLOURISHING Outside the central area, other businesses are flourishing. Latimer's felt factory is being developed in a picturesque rustic setting; P. J. Timber and Trading Company have recently completed a large showroom and timber yard, and in the town itself Nicholson and Merritt are now completing the extension of their foot wear factory to double its former area. This is Eltham today. Progress is moving rapidly in this rural area on the fringe of the metropolis. Less than a decade has seen vast development. The years to complete that span of time will see even greater changes and greater prosperity in this heart: of the Diamond Valley. OLD LANDMARK GOES Perhaps the most famous landmark in Eltham's' business section disappeared last Wednesday when the towering blue gum in Pryor Street at the rear of Main Road shops was felled. The tree, stated to be more than 80 feet high, was the one for which the adjoining café was named, when that business was Eltham’s only provision store, long before the turn of the century. Mr. J. Millett, who now owns the property on which the tree stood, deeply regretted its removal, but was mindful of the need for expansion in the business area. The "Old Blue Gum" was removed by Mr. A. Wilson, expert tree feller, from Heidelberg. Textile - Seat Squabs, mid-20th century
The term 'seat squabs' is no longer commonly used, but is sometimes referred to in the upholstery and motor vehicle industries. Squabs are padded cushions frequently added to wooden chairs or benches to add comfort to their hard forms. They have been made to an 18th-to-19th-century pattern using beautiful, richly coloured satin fabric and fancy cord tassels. The weighted flap at the rear of the squabs helps to keep them in place on the chair, and could be used on the top of the backrest instead of on the seat. These days, squabs are attached with fabric ties or hook-and-loop tabs. These seat squabs were once used in the St Nicholas Seamen's Church at 139 Nelson Place, Williamstown, Victoria, which was purchased and furnished around 1943. The furniture and furnishings are now part of the St. Nicholas Seamen's Church collection. DETAILED HISTORY of the Missions to Seamen: - The Missions to Seamen is an Anglican (Church of England) charity that has served the world’s seafarers since 1856. It was inspired by the work of Rev. John Ashley, who, 20 years earlier, had pioneered a ministry to seafarers in the Bristol Channel in Great Britain. When Ashley retired, others continued the work, founding the Missions to Seamen. It adopted a Flying Angel as its symbol, inspired by a verse from the Bible in Revelation 14. Today, over 200 world ports have Missions to Seamen centres and chaplains. A Missions to Seamen’s club warmly welcomes sailors of all colours, creeds and races and provides a wide range of facilities. The Missions to Seamen organisation changed its name to the Mission to Seafarers in 2000, continuing to include Missions to Seamen clubs in Victoria’s cities of Melbourne, Portland, Geelong and Hastings. Flagstaff Hill’s St Nicholas’ Seamen’s Church is named after its namesake from Williamstown, Victoria, which began in 1857. Bishop Perry opened the first Sailors’ Church, which was known as ‘Bethel’, on an old hulk floating in Hobson’s Bay, Port of Melbourne. In 1860, a Sailors’ Rest started operating from rented premises in Williamstown. In 1878, the Sailors’ Church moved into an old Wesleyan chapel in Ann Street. By the end of that year, they managed to purchase the building, which they had already refurbished. In 1883, they affiliated with the Victorian Seamen’s Mission. A few years later, in 1906, the building had to be demolished because it was no longer safe. While they raised funds for a new building, the Sailors’ Rest temporarily moved to premises in front of Customs House in Nelson Place. Around this time, in 1906, the Ladies Harbour Lights Guild was formed in Australia to support and raise funds for the Mission to Seamen organisation in Melbourne. Two of the most significant ladies of the Guild were founding members Ethel Godfrey and Alice Sibthorpe. During the Mission's time at Siddeley Street, Melbourne, the activities of the Guild raised funds for the Mission to Seamen's Chapel at their new, and still current, premises in Flinders Street, Melbourne, opened in 1917. The Guild continued its important work until the 1960s. In 1908, the Williamstown Mission had enough money to purchase the former Mascotte skating rink on Thompson Street, Williamstown. In August of that year, they were inaugurated into the Victorian Missions to Seamen. They continued at that venue for a few decades. In 1943, the former ES&A Bank building at 139 Nelson Place, Williamstown, was purchased for the new Mission to Seaman’s Club. The official opening was on May 6th, 1944. It was described as a ‘distinctive little building’. Funds had previously been raised for the building and furnishing of the chapel at the rear. The chapel was named St Nicholas’ Seamen’s Church, after St Nicholas, fourth-century bishop and patron saint of sailors. Services were held on Wednesdays and Sundays. The church was supported by the Williamstown Lightkeepers’ Auxiliary, newly founded by Mrs Ethel Margaret Musther in 1943, as well as the Harbour Lights Guild and the League of Soldiers’ and Sailors’ Friends. The Williamstown Mission to Seamen’s Church operated until 1966, when large international ships no longer used the Port of Williamstown. The Commonwealth Government then leased the premises. In the formative years of Flagstaff Hill Maritime Village, the Advisory Board decided to include a Missions to Seamen Chapel and Recreation Room in its village. The Missions organisation was a significant feature of ports during the late 1800s and early 1900s, the period that the Village represents. They often erected Missions to house social and worshipful activities for seamen. Flagstaff Hill’s curator, Mr Ken Marshman, approached the Melbourne Board of Management of Missions to Seamen regarding the Williamstown branch. Consequently, the Board permitted the furnishings of the Williamstown chapel to be transferred to Flagstaff Hill Maritime Village. A provision of the transfer was that the Victoria Missions to Seamen be recognised, that the items would remain as a collection, and that the chapel would be called St Nicholas Seamen’s Church and conduct Divine services. The donation was approved on 21st May 1979. Flagstaff Hill's St. Nicholas Seamen's Church: - The idea behind Flagstaff Hill’s Missions to Seamen’s Church was partly driven by the offer of Stained Glass Memorial Windows that originated from the Warrnambool and District Base Hospital, which was undergoing multi-storey expansion in the late 1960s and early 1970s. The hospital’s Manager/Secretary was eager to see the historic window installed in a suitable place. The church, or chapel, was designed by a local architectural draftsman in collaboration with the Flagstaff Hill Planning Board and was constructed by Mr Leon Habel. Darkness and a little light: ?Race? and sport in Australia Colin Tatz (AIATSIS & Australian National University) and Daryl Adair (University of Technology Sydney) Despite ?the wonderful and chaotic universe of clashing colors, temperaments and emotions, of brave deeds against odds seemingly insuperable?, sport is mixed with ?mean and shameful acts of pure skullduggery?, villainy, cowardice, depravity, rapaciousness and malice. Thus wrote celebrated American novelist Paul Gallico on the eve of the Second World War (Gallico 1938 [1988]:9-10). An acute enough observation about society in general, his farewell to sports writing also captures the ?clashing colors? in Australian sport. In this ?land of the fair go?, we look at the malice of racism in the arenas where, as custom might have it, one would least want or expect to find it. The history of the connection between sport, race and society - the long past, the recent past and the social present - is commonly dark and ugly but some light and decency are just becoming visible. Coming to terms: ?Race?, ethnicity, identity and Aboriginality in sport Colin Tatz (AIATSIS & Australian National University) Notions of genetic superiority have led to some of the world?s greatest human calamities. Just as social scientists thought that racial anthropology and biology had ended with the cataclysm of the Second World War, so some influential researchers and sports commentators have rekindled the pre-war debate about the muscular merits of ?races? in a new discipline that Nyborg (1994) calls the ?science of physicology?. The more recent realm of racial ?athletic genes?, especially within socially constructed black athletic communities, may intend no malice but this search for the keys to their success may well revive the old, discredited discourses. This critical commentary shows what can happen when some population geneticists and sports writers ignore history and when medical, biological and sporting doctrines deriving from ?race? are dislocated from any historical, geographic, cultural and social contexts. Understanding discourses about race, racism, ethnicity, otherness, identity and Aboriginality are essential if sense, or nonsense, is to be made of genetic/racial ?explanations? of sporting excellence. Between the two major wars boxing was, disproportionately, a Jewish sport; Kenyans and Ethiopians now ?own? middle- and long-distance running and Jamaicans the shorter events; South Koreans dominate women?s professional golf. This essay explores the various explanations put forward for such ?statistical domination?: genes, biochemistry, biomechanics, history, culture, social dynamics, the search for identity, alienation, need, chance, circumstances, and personal bent or aptitude. Traditional games of a timeless land: Play cultures in Aboriginal and Torres Strait Islander communities Ken Edwards (University of Southern Queensland) Sports history in Australia has focused almost entirely on modern, Eurocentric sports and has therefore largely ignored the multitude of unique pre- European games that are, or once were, played. The area of traditional games, especially those of Aboriginal and Torres Strait Islander peoples, is an important aspect of the cultural, social and historical experiences of Indigenous communities. These activities include customs of play that are normally not associated with European notions of competitive sport. Overall, this paper surveys research undertaken into traditional games among Indigenous Australians, as well as proposals for much needed further study in this area. Culture, ?race? and discrimination in the 1868 Aboriginal cricket tour of England David Sampson As a consequence of John Mulvaney?s important historical research, the Aboriginal cricket and performance tour of Britain in 1868 has in recent decades become established as perhaps the most famous of all public events in contact history involving Aborigines, white settlers and the British metropolis. Although recognition of its importance is welcome and significant, public commemorations of the tour have enveloped the tour in mythologies of cricket and nation. Such mythologies have obscured fundamental aspects of the tour that were inescapable racial and colonial realities of the Victorian era. This reappraisal of the tour explores the centrality of racial ideology, racial science and racial power imbalances that enabled, created and shaped the tour. By exploring beyond cricketing mythology, it restores the central importance of the spectacular performances of Aboriginal skills without which the tour would have been impossible. Such a reappraisal seeks to fully recognise the often trivialised non-cricketing expertise of all of the Aboriginal performers in 1868 for their achievement of pioneering their unique culture, skills and technologies to a mass international audience. Football, ?race? and resistance: The Darwin Football League, 1926?29 Matthew Stephen (Northern Territory Archive Service) Darwin was a diverse but deeply divided society in the early twentieth century. The Commonwealth Government introduced the Aboriginals Ordinance 1911 in the Northern Territory, instituting state surveillance, control and a racially segregated hierarchy of whites foremost, then Asians, ?Coloureds? (Aborigines and others of mixed descent) and, lastly, the so-called ?full-blood? Aborigines. Sport was important in scaffolding this stratification. Whites believed that sport was their private domain and strictly controlled non-white participation. Australian Rules football, established in Darwin from 1916, was the first sport in which ?Coloured? sportsmen challenged this domination. Football became a battleground for recognition, rights and identity for all groups. The ?Coloured? community embraced its team, Vesteys, which dominated the Northern Territory Football League (NTFL) in the 1920s. In 1926, amidst growing racial tension, the white-administered NTFL changed its constitution to exclude non-white players. In reaction, ?Coloured? and Chinese footballers formed their own competition - the Darwin Football League (DFL). The saga of that colour bar is an important chapter in Australia?s football history, yet it has faded from Darwin?s social memory and is almost unknown among historians. That picture - Nicky Winmar and the history of an image Matthew Klugman (Victoria University) and Gary Osmond (The University of Queensland) In April 1993 Australian Rules footballer Nicky Winmar responded to on-field racist abuse by lifting his jersey and pointing to his chest. The photographic image of that event is now famous as a response to racial abuse and has come to be seen as starting a movement against racism in football. The racial connotations in the image might seem a foregone conclusion: the power, appeal and dominant meaning of the photograph might appear to be self-evident. But neither the fame of the image nor its racial connotation was automatic. Through interviews with the photographers and analysis of the use of the image in the media, we explore how that picture came to be of such symbolic importance, and how it has remained something to be re-shown and emulated. Rather than analyse the image as a photograph or work of art, we uncover some of its early history and explore the debates that continue to swirl around its purpose and meaning. We also draw attention to the way the careful study of photographs might enhance the study of sport, race and racism. ?She?s not one of us?: Cathy Freeman and the place of Aboriginal people in Australian national culture Toni Bruce (University of Waikato) and Emma Wensing (Independent scholar) The Sydney 2000 Olympic Games generated a national media celebration of Aboriginal 400 metre runner Cathy Freeman. The construction of Freeman as the symbol of national reconciliation was evident in print and on television, the Internet and radio. In contrast to this celebration of Freeman, the letters to the editor sections of 11 major newspapers became sites for competing claims over what constitutes Australian identity and the place of Aboriginal people in national culture. We analyse this under-explored medium of opinion and discuss how the deep feelings evident in these letters, and the often vitriolic responses to them, illustrate some of the enduring racial tensions in Australian society. Sport, physical activity and urban Indigenous young people Alison Nelson (The University of Queensland) This paper challenges some of the commonly held assumptions and ?knowledges? about Indigenous young people and their engagement in physical activity. These include their ?natural? ability, and the use of sport as a panacea for health, education and behavioural issues. Data is presented from qualitative research undertaken with a group of 14 urban Indigenous young people with a view to ?speaking back? to these commentaries. This research draws on Critical Race Theory in order to make visible the taken-for-granted assumptions about Indigenous Australians made by the dominant white, Western culture. Multiple, shifting and complex identities were expressed in the young people?s articulation of the place and meaning of sport and physical activity in their lives. They both engaged in, and resisted, dominant Western discourses regarding representations of Indigenous people in sport. The paper gives voice to these young people in an attempt to disrupt and subvert hegemonic discourses. An unwanted corroboree: The politics of the New South Wales Aboriginal Rugby League Knockout Heidi Norman (University of Technology Sydney) The annual New South Wales Aboriginal Rugby League Knockout is so much more than a sporting event. Involving a high level of organisation, it is both a social and cultural coming together of diverse communities for a social and cultural experience considered ?bigger than Christmas?. As if the planning and logistics were not difficult enough, the rotating-venue Knockout has been beset, especially since the late 1980s and 1990s, by layers of opposition and open hostility based on ?race?: from country town newspapers, local town and shire councils, local business houses and, inevitably, the local police. A few towns have welcomed the event, seeing economic advantage and community good will for all. Commonly, the Aboriginal ?influx? of visitors and players - people perceived as ?strangers?, ?outsiders?, ?non-taxpayers? - provoked public fear about crime waves, violence and physical safety, requiring heavy policing. Without exception, these racist expectations were shown to be totally unfounded. 'Whose Ethics?':Codifying and enacting ethics in research settings Bringing ethics up to date? A review of the AIATSIS ethical guidelines Michael Davis (Independent Academic) A revision of the AIATSIS Guidelines for Ethical Research in Indigenous Studies was carried out during 2009-10. The purpose of the revision was to bring the Guidelines up to date in light of a range of critical developments that have occurred in Indigenous rights, research and knowledge management since the previous version of the Guidelines was released in 2000. In this paper I present an outline of these developments, and briefly discuss the review process. I argue that the review, and the developments that it responded to, have highlighted that ethical research needs to be thought about more as a type of behaviour and practice between engaged participants, and less as an institutionalised, document-focused and prescriptive approach. The arrogance of ethnography: Managing anthropological research knowledge Sarah Holcombe (ANU) The ethnographic method is a core feature of anthropological practice. This locally intensive research enables insight into local praxis and culturally relative practices that would otherwise not be possible. Indeed, empathetic engagement is only possible in this close and intimate encounter. However, this paper argues that this method can also provide the practitioner with a false sense of his or her own knowing and expertise and, indeed, with arrogance. And the boundaries between the anthropologist as knowledge sink - cultural translator and interpreter - and the knowledge of the local knowledge owners can become opaque. Globalisation and the knowledge ?commons?, exemplified by Google, also highlight the increasing complexities in this area of the governance and ownership of knowledge. Our stronghold of working in remote areas and/or with marginalised groups places us at the forefront of negotiating the multiple new technological knowledge spaces that are opening up in the form of Indigenous websites and knowledge centres in these areas. Anthropology is not immune from the increasing awareness of the limitations and risks of the intellectual property regime for protecting or managing Indigenous knowledge. The relevance of the Declaration on the Rights of Indigenous Peoples in opening up a ?rights-based? discourse, especially in the area of knowledge ownership, brings these issues to the fore. For anthropology to remain relevant, we have to engage locally with these global discourses. This paper begins to traverse some of this ground. Protocols: Devices for translating moralities, controlling knowledge and defining actors in Indigenous research, and critical ethical reflection Margaret Raven (Institute for Sustainability and Technology Policy (ISTP), Murdoch University) Protocols are devices that act to assist with ethical research behaviour in Indigenous research contexts. Protocols also attempt to play a mediating role in the power and control inherent in research. While the development of bureaucratically derived protocols is on the increase, critiques and review of protocols have been undertaken in an ad hoc manner and in the absence of an overarching ethical framework or standard. Additionally, actors implicated in research networks are seldom theorised. This paper sketches out a typology of research characters and the different moral positioning that each of them plays in the research game. It argues that by understanding the ways actors enact research protocols we are better able to understand what protocols are, and how they seek to build ethical research practices. Ethics and research: Dilemmas raised in managing research collections of Aboriginal and Torres Strait Islander materials Grace Koch (AIATSIS) This paper examines some of the ethical dilemmas for the proper management of research collections of Indigenous cultural materials, concentrating upon the use of such material for Native Title purposes. It refers directly to a number of points in the draft of the revised AIATSIS Guidelines for Ethical Research in Indigenous Studies and draws upon both actual and hypothetical examples of issues that may arise when requests are made for Indigenous material. Specific concerns about ethical practices in collecting data and the subsequent control of access to both the data itself and to published works based upon it are raised within the context of several types of collections, including those held by AIATSIS and by Native Title Representative Bodies. Ethics or social justice? Heritage and the politics of recognition Laurajane Smith (ANU) Nancy Fraser?s model of the politics of recognition is used to examine how ethical practices are interconnected with wider struggles for recognition and social justice. This paper focuses on the concept of 'heritage' and the way it is often uncritically linked to 'identity' to illustrate how expert knowledge can become implicated in struggles for recognition. The consequences of this for ethical practice and for rethinking the role of expertise, professional discourses and disciplinary identity are discussed. The ethics of teaching from country Michael Christie (CDU), with the assistance of Yi?iya Guyula, Kathy Gotha and Dh�?gal Gurruwiwi The 'Teaching from Country' program provided the opportunity and the funding for Yol?u (north-east Arnhem Land Aboriginal) knowledge authorities to participate actively in the academic teaching of their languages and cultures from their remote homeland centres using new digital technologies. As two knowledge systems and their practices came to work together, so too did two divergent epistemologies and metaphysics, and challenges to our understandings of our ethical behaviour. This paper uses an examination of the philosophical and pedagogical work of the Yol?u Elders and their students to reflect upon ethical teaching and research in postcolonial knowledge practices. Closing the gaps in and through Indigenous health research: Guidelines, processes and practices Pat Dudgeon (UWA), Kerrie Kelly (Australian Indigenous Psychologists Association) and Roz Walker (UWA) Research in Aboriginal contexts remains a vexed issue given the ongoing inequities and injustices in Indigenous health. It is widely accepted that good research providing a sound evidence base is critical to closing the gap in Aboriginal health and wellbeing outcomes. However, key contemporary research issues still remain regarding how that research is prioritised, carried out, disseminated and translated so that Aboriginal people are the main beneficiaries of the research in every sense. It is widely acknowledged that, historically, research on Indigenous groups by non-Indigenous researchers has benefited the careers and reputations of researchers, often with little benefit and considerably more harm for Indigenous peoples in Australia and internationally. This paper argues that genuine collaborative and equal partnerships in Indigenous health research are critical to enable Aboriginal and Torres Islander people to determine the solutions to close the gap on many contemporary health issues. It suggests that greater recognition of research methodologies, such as community participatory action research, is necessary to ensure that Aboriginal people have control of, or significant input into, determining the Indigenous health research agenda at all levels. This can occur at a national level, such as through the National Health and Medical Research Council (NHMRC) Road Map on Indigenous research priorities (RAWG 2002), and at a local level through the development of structural mechanisms and processes, including research ethics committees? research protocols to hold researchers accountable to the NHMRC ethical guidelines and values which recognise Indigenous culture in all aspects of research. Researching on Ngarrindjeri Ruwe/Ruwar: Methodologies for positive transformation Steve Hemming (Flinders University) , Daryle Rigney (Flinders University) and Shaun Berg (Berg Lawyers) Ngarrindjeri engagement with cultural and natural resource management over the past decade provides a useful case study for examining the relationship between research, colonialism and improved Indigenous wellbeing. The Ngarrindjeri nation is located in south-eastern Australia, a ?white? space framed by Aboriginalist myths of cultural extinction recycled through burgeoning heritage, Native Title, natural resource management ?industries?. Research is a central element of this network of intrusive interests and colonising practices. Government management regimes such as natural resource management draw upon the research and business sectors to form complex alliances to access funds to support their research, monitoring, policy development, management and on-ground works programs. We argue that understanding the political and ethical location of research in this contemporary management landscape is crucial to any assessment of the potential positive contribution of research to 'Bridging the Gap' or improving Indigenous wellbeing. Recognition that research conducted on Ngarrindjeri Ruwe/Ruwar (country/body/spirit) has impacts on Ngarrindjeri and that Ngarrindjeri have a right and responsibility to care for their lands and waters are important platforms for any just or ethical research. Ngarrindjeri have linked these rights and responsibilities to long-term community development focused on Ngarrindjeri capacity building and shifts in Ngarrindjeri power in programs designed to research and manage Ngarrindjeri Ruwe/Ruwar. Research agreements that protect Ngarrindjeri interests, including cultural knowledge and intellectual property, are crucial elements in these shifts in power. A preliminary review of ethics resources, with particular focus on those available online from Indigenous organisations in WA, NT and Qld Sarah Holcombe (ANU) and Natalia Gould (La Trobe University) In light of a growing interest in Indigenous knowledge, this preliminary review maps the forms and contents of some existing resources and processes currently available and under development in the Northern Territory, Queensland and Western Australia, along with those enacted through several cross-jurisdictional initiatives. A significant majority of ethics resources have been developed in response to a growing interest in the application of Indigenous knowledge in land and natural resource management. The aim of these resources is to ?manage? (i.e. protect and maintain) Indigenous knowledge by ensuring ethical engagement with the knowledge holders. Case studies are drawn on from each jurisdiction to illustrate both the diversity and commonality in the approach to managing this intercultural engagement. Such resources include protocols, guidelines, memorandums of understanding, research agreements and strategic plans. In conducting this review we encourage greater awareness of the range of approaches in practice and under development today, while emphasising that systematic, localised processes for establishing these mechanisms is of fundamental importance to ensuring equitable collaboration. We don?t leave our identities at the city limits: Aboriginal and Torres Strait Islander people living in urban localities Bronwyn Fredericks Aboriginal and Torres Strait Islander people who live in cities and towns are often thought of as ?less Indigenous? than those who live ?in the bush?, as though they are ?fake? Aboriginal people ? while ?real? Aboriginal people live ?on communities? and ?real? Torres Strait Islander people live ?on islands?. Yet more than 70 percent of Australia?s Indigenous peoples live in urban locations (ABS 2007), and urban living is just as much part of a reality for Aboriginal and Torres Strait Islander people as living in remote discrete communities. This paper examines the contradictions and struggles that Aboriginal and Torres Strait Islander people experience when living in urban environments. It looks at the symbols of place and space on display in the Australian cities of Melbourne and Brisbane to demonstrate how prevailing social, political and economic values are displayed. Symbols of place and space are never neutral, and this paper argues that they can either marginalise and oppress urban Aboriginal and Torres Strait Islander people, or demonstrate that they are included and engaged. Juggling with pronouns: Racist discourse in spoken interaction on the radio Di Roy While the discourse of deficit with regard to Australian Indigenous health and wellbeing has been well documented in print media and through images on film and on television, radio talk concerning this discourse remains underresearched. This paper interrogates the power of an interactive news interview, aired on the Radio National Breakfast program on ABC Radio in 2011, to maintain and reproduce the discourse of deficit, despite the best intentions of the interview participants. Using a conversation-analytical approach, and membership categorisation analysis in particular, this paper interrogates the spoken interaction between a well-known radio interviewer and a respected medical researcher into Indigenous eye health. It demonstrates the recreation of a discourse emanating from longstanding hegemonies between mainstream and Indigenous Australians. Analysis of firstperson pronoun use shows the ongoing negotiation of social category boundaries and construction of moral identities through ascriptions to category members, upon which the intelligibility of the interview for the listening audience depended. The findings from analysis support claims in a considerable body of whiteness studies literature, the main themes of which include the pervasiveness of a racist discourse in Australian media and society, the power of invisible assumptions, and the importance of naming and exposing them. Changes in Pitjantjatjara mourning and burial practices Bill Edwards, University of South Australia This paper is based on observations over a period of more than five decades of changes in Pitjantjatjara burial practices from traditional practices to the introduction of Christian services and cemeteries. Missions have been criticised for enforcing such changes. However, in this instance, the changes were implemented by the Aboriginal people themselves. Following brief outlines of Pitjantjatjara traditional life, including burial practices, and of the establishment of Ernabella Mission in 1937 and its policy of respect for Pitjantjatjara cultural practices and language, the history of these changes which commenced in 1973 are recorded. Previously, deceased bodies were interred according to traditional rites. However, as these practices were increasingly at odds with some of the features of contemporary social, economic and political life, two men who had lost close family members initiated church funeral services and established a cemetery. These practices soon spread to most Pitjantjatjara communities in a manner which illustrates the model of change outlined by Everett Rogers (1962) in Diffusion of Innovations. Reference is made to four more recent funerals to show how these events have been elaborated and have become major social occasions. The world from Malarrak: Depictions of South-east Asian and European subjects in rock art from the Wellington Range, Australia Sally K May, Paul SC Ta�on, Alistair Paterson, Meg Travers This paper investigates contact histories in northern Australia through an analysis of recent rock paintings. Around Australia Aboriginal artists have produced a unique record of their experiences of contact since the earliest encounters with South-east Asian and, later, European visitors and settlers. This rock art archive provides irreplaceable contemporary accounts of Aboriginal attitudes towards, and engagement with, foreigners on their shores. Since 2008 our team has been working to document contact period rock art in north-western and western Arnhem Land. This paper focuses on findings from a site complex known as Malarrak. It includes the most thorough analysis of contact rock art yet undertaken in this area and questions previous interpretations of subject matter and the relationship of particular paintings to historic events. Contact period rock art from Malarrak presents us with an illustrated history of international relationships in this isolated part of the world. It not only reflects the material changes brought about by outside cultural groups but also highlights the active role Aboriginal communities took in responding to these circumstances. Addressing the Arrernte: FJ Gillen?s 1896 Engwura speech Jason Gibson, Australian National University This paper analyses a speech delivered by Francis James Gillen during the opening stages of what is now regarded as one of the most significant ethnographic recording events in Australian history. Gillen?s ?speech? at the 1896 Engwura festival provides a unique insight into the complex personal relationships that early anthropologists had with Aboriginal people. This recently unearthed text, recorded by Walter Baldwin Spencer in his field notebook, demonstrates how Gillen and Spencer sought to establish the parameters of their anthropological enquiry in ways that involved both Arrernte agency and kinship while at the same time invoking the hierarchies of colonial anthropology in Australia. By examining the content of the speech, as it was written down by Spencer, we are also able to reassesses the importance of Gillen to the ethnographic ambitions of the Spencer/Gillen collaboration. The incorporation of fundamental Arrernte concepts and the use of Arrernte words to convey the purpose of their 1896 fieldwork suggest a degree of Arrernte involvement and consent not revealed before. The paper concludes with a discussion of the outcomes of the Engwura festival and the subsequent publication of The Native Tribes of Central Australia within the context of a broader set of relationships that helped to define the emergent field of Australian anthropology at the close of the nineteenth century. One size doesn?t fit all: Experiences of family members of Indigenous gamblers Louise Holdsworth, Helen Breen, Nerilee Hing and Ashley Gordon Centre for Gambling Education and Research, Southern Cross University This study explores help-seeking and help-provision by family members of Indigenous people experiencing gambling problems, a topic that previously has been ignored. Data are analysed from face-to-face interviews with 11 family members of Indigenous Australians who gamble regularly. The results confirm that substantial barriers are faced by Indigenous Australians in accessing formal help services and programs, whether for themselves or a loved one. Informal help from family and friends appears more common. In this study, this informal help includes emotional care, practical support and various forms of ?tough love?. However, these measures are mostly in vain. Participants emphasise that ?one size doesn?t fit all? when it comes to avenues of gambling help for Indigenous peoples. Efforts are needed to identify how Indigenous families and extended families can best provide social and practical support to assist their loved ones to acknowledge and address gambling problems. Western Australia?s Aboriginal heritage regime: Critiques of culture, ethnography, procedure and political economy Nicholas Herriman, La Trobe University Western Australia?s Aboriginal Heritage Act 1972 (WA) and the de facto arrangements that have arisen from it constitute a large part of the Aboriginal ?heritage regime? in that state. Although designed ostensibly to protect Aboriginal heritage, the heritage regime has been subjected to various scholarly critiques. Indeed, there is a widespread perception of a need to reform the Act. But on what basis could this proceed? Here I offer an analysis of these critiques, grouped according to their focus on political economy, procedure, ethnography and culture. I outline problems surrounding the first three criticisms and then discuss two versions of the cultural critique. I argue that an extreme version of this criticism is weak and inconsistent with the other three critiques. I conclude that there is room for optimism by pointing to ways in which the heritage regime could provide more beneficial outcomes for Aboriginal people. Read With Me Everyday: Community engagement and English literacy outcomes at Erambie Mission (research report) Lawrence Bamblett Since 2009 Lawrie Bamblett has been working with his community at Erambie Mission on a literacy project called Read With Me. The programs - three have been carried out over the past four years - encourage parents to actively engage with their children?s learning through reading workshops, social media, and the writing and publication of their own stories. Lawrie attributes much of the project?s extraordinary success to the intrinsic character of the Erambie community, not least of which is their communal approach to living and sense of shared responsibility. The forgotten Yuendumu Men?s Museum murals: Shedding new light on the progenitors of the Western Desert Art Movement (research report) Bethune Carmichael and Apolline Kohen In the history of the Western Desert Art Movement, the Papunya School murals are widely acclaimed as the movement?s progenitors. However, in another community, Yuendumu, some 150 kilometres from Papunya, a seminal museum project took place prior to the completion of the Papunya School murals and the production of the first Papunya boards. The Warlpiri men at Yuendumu undertook a ground-breaking project between 1969 and 1971 to build a men?s museum that would not only house ceremonial and traditional artefacts but would also be adorned with murals depicting the Dreamings of each of the Warlpiri groups that had recently settled at Yuendumu. While the murals at Papunya are lost, those at Yuendumu have, against all odds, survived. Having been all but forgotten, this unprecedented cultural and artistic endeavour is only now being fully appreciated. Through the story of the genesis and construction of the Yuendumu Men?s Museum and its extensive murals, this paper demonstrates that the Yuendumu murals significantly contributed to the early development of the Western Desert Art Movement. This photograph was one of ten photographs donated to Flagstaff Hill Maritime Museum and Village by Fred Trewartha. Frederick John Fox Trewartha (Fred) was a well-known Warrnambool businessman. He was born in Beeac near Geelong in 1920 and came to Warrnambool with his family as a very young child. He was apprenticed to his father John, as a saddler and later opened his own shop on Raglan Parade. He then moved into working with tarpaulins and canvases for the trucking industry. Fred was keenly interested in photography (and was a member of the Warrnambool Cine Club), yachting and boat building. He kept his yacht moored at Port Fairy for many years and participated in sailing events locally and interstate. He also built boats with his sons. He had the opportunity to meet many older sailors and it's thought this photo (and others in the set) may have been given to him by one of these men. Fred Trewartha died in 2016 in Warrnambool. Warrnambool by the 1920's and 1930's had become a popular holiday destination with visitors arriving by steamer and train. It was during these decades that a "Surf Bathers Association" began in Warrnambool in response to the growing popularity of local sea bathing. They worked with the local council to develop a "Beach Improvement Fund" and a comprehensive plan of "Beach Improvement" which included erecting and maintaining beach boxes, building a kiosk, improving paths and roads to the beach, planting marram grass on the sand dunes, building new enclosures for vehicles and horses and generally making the beach more attractive for visitors and townspeople. The 1930's was also an era when free "Herald" Learn-to-Swim classes were being held throughout Victoria. In 1931 it was reported in "The Age" newspaper that "over the past week in Warrnambool, 250 pupils had passed through the hands of the local life saving club swimming instructors". The Port of Warrnambool - In the early years the Port of Warrnambool was a busy port. Steamships and sailing ships were frequent visitors to the port. Steam navigation companies were plentiful, carrying passengers and freighting cargo such as coal, timber, food, livestock, furniture, hardware and haberdashery between Melbourne and the ports along the southwest coast of Victoria, including Warrnambool. The carts would take their loads into the township for distribution. The Breakwater was built (using 32 ton blocks of concrete) between 1874 and 1890 to provide ships with greater protection from the Southern Ocean. The Lifeboat and Rocket House - The coastline of South West Victoria has had over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built to house it, followed in 1864 by a rocket house to safely store the Rocket Rescue equipment. In 1878 the buildings were moved to the Breakwater area, and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost one hundred years the lifeboat and rocket crews, mostly local volunteers, trained regularly to maintain and improve their skills, summoned when needed by alarms, gunshots, ringing bells and foghorns. Some became local heroes but all served an important role. By the end of the 1950s the lifeboat and rescue equipment had become obsolete. The S.S. Casino was a passenger and freight steamer built in Dundee, Scotland, in 1882 for the Newcastle and Hunter River Steam Navigation Company of N.S.W. She weighed 425 tons gross with a length of 160.4 feet, beam of 24.1 feet and a depth of 10.2 feet. She had saloon accommodation for 35 people, a fore cabin for 25 more people, and she carried 300 tons of cargo. While on her delivery journey on May 30th 1882, the S.S. Casino called in at the Port of Warrnambool for coal, narrowly escaping going ashore in gale force winds due to the quick action of the pilot. At that time, still at anchor, she impressed the directors of the Belfast and Koroit Steam Navigation Company so much that they bought her immediately; she was ideal for trade along the West Coast of Victoria. (The Belfast and Koroit Steam Navigation Company was first managed by Messers. Saltau and Osburne and after the passing of Mr. Osburne, by produce merchants Messers H. Sautau and Sons, who had a hay and corn store and shipping agency on the corner of Liebig and Koroit Streets in Warrnambool. ) The S.S. Casino became “the most famous steamer to operate in Victorian waters along the West Coast” by author Jack Loney. Captain Boyd was her first Master, followed by Captain Chapman, who stayed with her from 1890 until 1924. Captain W. Robertson followed for a short term, and then Captain Middleton then took command from 1925 - 1932. An article published on Monday 11th June 1932 in The Sun News Pictorial (Melbourne) giving a detailed history of S. S. Casino said "owned by Port Fairy interests, she was an integral part of the town's development ... for a long time, her arrival in Port Fairy was an event, the townspeople going down to the wharf to see her come in". It also said "Except when the weather was bad, the Casino hugged the coast on her trips and passengers obtained wonderful views of the sandstone terraces and caves. A little time ago every member of her regular crew except one, was a Scotsman." The S.S. Casino had several mishaps during her life. One was on 3rd January 1898 when she collided with the S.S. Flinders in Apollo Bay with minor damage. Another was on 24th October 1924 when she grounded on a reef at Point Hawdon near Grey River and most of her cargo (of Christmas goods) had to be dumped into the sea. Then in February 1929 she was ‘holed’ when she struck a submerged object as she entered Lady Bay, Warrnambool. In the years following the turn of the century, the S.S. Casino remained the only regular trader with normal passenger accommodation along the West Coast. From 1882 she had made at least 2,500 voyages on the one run. On the morning of 10th July 1932, after attempting to berth at Apollo Bay jetty in heavy seas, Captain Middleton decided to take her out into the bay and wait until the seas abated. It was not realised that the anchor used to steady her as she manoeuvred to her berth had pierced her hull. She put about and headed for the beach but sank. Captain Middleton and nine others lost their lives; nine people were rescued including the two female passengers. Captain Middleton had been in charge of the S.S. Casino for seven years. He was the first ship’s Master to lose his life in a shipwreck in the West Coast trade. In June 1932, the directors of the Belfast and Koroit Steam Navigation Company had proposed to celebrate the completion of fifty years of trading by the steamer Casino in August, but tragically the Casino was wrecked only one month later (and "was only one month off completing its fifty years of valuable service between Melbourne and Portland.") Flagstaff Hill’s collection has a photograph of a portrait of Captain Chapman, a ship model of the S.S. Casino that shows both forms of power under which she sailed, steam and sail. The ship is painted green and flies three flags. The inscription across the case of the ship model, incorrectly dated, tells the sad story of the wreck of the ship and the loss of lives on July 10th 1932 at Apollo Bay. A print in the Collection shows S.S. Casino underway in the heavy sea off Point Lonsdale, another two photographs show her at the Port of Warrnambool, leaving from the Breakwater in Lady Bay and another identifies the S.S. Casino as a ship from the Belfast and Koroit Steam Navigation Company. (Belfast is the original name for the township of Port Fairy).This photograph is significant because of its association with the coastal trader S.S. Casino and its significance to trade along Victoria's West Coast in the late 19th and early 20th centuries. The wreck of the S.S. Casino is considered an important part of Victorian and Australian cultural heritage and as such has been declared and protected as an Historic Shipwreck under State and Commonwealth Law in the Commonwealth Historic Shipwrecks Act (1976).
