The image was featured in an article printed in 1952 profiling the lonely lot of the seaman ashore and the activities at the Mission to Seafarers. The actual clipping is adhered to a page of a "Snapshot" album of photographs and clippings donated by Sadie Wilson (c. 2002), a member of the Harbour Lights guild member. The Premier, Sir Henry Bolte, the Victorian governors wife and daughter, and a retired ambassador to Germany visited the Summerland Peninsula, including the Nobbies and Penguin Parade during the 1960s.The article clearly shows that the government of the day felt the Penguin Parade was of great importance to the Victorian economy. Premier Bolte is described as "A great advocate for tourism".
